Foreword: The strength of the Chaos Insurgency does not come from any abundance of wealth or manpower or armaments. In all of these areas, we are severely outmatched. The strength of the Chaos Insurgency comes from the justness of our cause, the righteousness of our ideals, and the odiousness of our enemies. No matter how many are martyred in our struggle to bring humanity out of the darkness, the idea of the Chaos Insurgency will live on. But the development of a weapon that can destroy ideas presents an existential threat to our resistance.
Many of our enemies, including the SCP Foundation, the Global Occult Coalition, GRU Division "P", Marshall, Carter & Dark, the Pentagram, MI666, and Unit 0000, possess varying levels of antimemetic capabilities, while our understanding of this crucial field is severely lacking. We must remedy this imbalance and establish our own antimemetics research program.
Hereafter we of Delta Command document the Steps of the Plan as transcribed by the Engineer of the Chaos Insurgency.
1. STEP 67/321
There is a researcher in the Foundation's "Unthinkables" unit. Her name is Raneen Nabulsi. She is stationed at Site-102, outside of Cairo.
We expect Israel will go to war with Egypt by the end of the year. We expect that IDF Unit 0000 will utilize paraweaponry. We expect Researcher Nabulsi will not be satisfied with the Foundation's response. Locate a Way from Cairo to Samothrace and prepare a safehouse.
2. STEP 67/409
The average Mobile Task Force response time in Cairo is 23 minutes. However, the Israeli attacks have rendered most of Egypt's airfields conceptually incoherent, and the Foundation's reserves are stretched thin in their attempts to keep their Veil over the eyes of the people of the Middle East.
Send a strike team to infiltrate Site-102, retrieve Dr. Nabulsi, all research materials on antimemetics, and any other artifacts or prisoners that can be liberated, and exfiltrate them to Samothrace.
