Special Containment Procedures: SCP-XXXX vaccines are to be stockpiled in sufficient quantities for immediate vaccination of all Foundation staff, and subsequent vaccination of at least 20% of the human population, in the event of initiation of the Hobbes Protocol. All Foundation sites must be staffed with at least three vaccinated employees holding Clearance 4. All vaccinated Foundation employees are to undergo weekly psychiatric evaluation to detect and mitigate antisocial tendencies and suicidal ideation. All Foundation employees holding Clearance 3 or above are to undergo mandatory yearly training in prevention of involuntary SCP-XXXX-2 manifestation.
On the third Wednesday of July of each year, 05 council is to convene for re-negotiation of the "Foundation-SCP-XXXX-1 Joint Resolution of Collective Action" (JRCA). At this meeting, the council is to converse with SCP-XXXX-1 through a SCP-XXXX-2 instance. If no renewed agreement is reached within six hours, the Foundation is to initiate the Hobbes Protocol, vaccinating all Foundation staff and distributing vaccines to the general population. Vaccines will first be distributed to high-level government officials and corporate executives, followed by a lottery system, to be continued until psychic herd immunity has been achieved.
Description: SCP-XXXX is a virus present in approximately 99.3% of the human population. SCP-XXXX is located in the spinal cord and brain of infected individuals. SCP-XXXX has been observed in all areas of the brain, but populations tend to concentrate in 3-5 areas at a time, except for in instances of SCP-XXXX-2. These distributions have been observed to homogenize within infected populations, with individuals living in close proximity to one another often having SCP-XXXX clusters in identical areas of the brain.
SCP-XXXX has exhibited no known deleterious affects on infected individuals, outside of SCP-XXXX-2 and SCP-XXXX-3 instances. Humans not infected with SCP-XXXX (either due to vaccination or natural immunity) are prone to antisocial behavior (95% of cases), depression (84%), suicidal tendencies (67%), and [DATA EXPUNGED] (48%).
Through an as yet unknown mechanism, instances of SCP-XXXX constantly emit signals which are received by other SCP-XXXX instances. These communications are not limited to instances within the same host, and extend to nearby hosts. Similarities in SCP-XXXX concentration, as well as all other anomalous effects of SCP-XXXX, are believed to be caused by these communications.
SCP-XXXX-1 is a sentient entity comprising the combined communications of all SCP-XXXX instances. SCP-XXXX-1 is normally undetectable by any known method, other than through SCP-XXXX-2 or SCP-XXXX-3 instances. SCP-XXXX-1 has indicated that it experiences the sensory input of every infected human on the planet. SCP-XXXX-1 claims that it acts with the sole aim of maximizing collective utility (which it defines as the difference between human pleasure and human pain). SCP-XXXX-1 has also expressed obsessive interest in elements of popular culture, often communicating in quotes and references to popular films, television shows and works in other mediums. Foundation scientists have postulated that this is due to the collective, simultaneous experience of these works bringing SCP-XXXX-1 intense pleasure.
SCP-XXXX-1 can "possess" the body of an infected individual (turning them into SCP-XXXX-2) at will. SCP-XXXX-2 instances display no anomalous characteristics outside of being under the control of SCP-XXXX-1. Upon the voluntary or involuntary removal of SCP-XXXX-1 from SCP-XXXX-2 instances, the latter recover and regain control of their bodies, with only ██% experiencing permanent brain damage.
SCP-XXXX-3 refers to a subset of infected humans (approximately 0.08% of the global population) possessing the ability to "sense" the signals emitted by the SCP-XXXX virus. Through extensive training, SCP-XXXX-3 instances have exhibited moderate telekinetic and telepathic capabilities. The precise strength of these abilities vary between SCP-XXXX-3 instances. Trained SCP-XXXX-3 instances are capable of lifting between 50-1000 pound objects from a distance of 30-250 feet, and detecting the presence, movements and physical sensations of 1-15 humans at a distance of 40-700 feet. SCP-XXXX-1 is unable to manifest within SCP-XXXX-3 instances without their consent. With the cooperation of SCP-XXXX-1 and a SCP-XXXX-3 instance, the abilities of the latter can be enhanced dramatically, with total telekinetic weight-lifting reaching as high as ██████ pounds, and telepathic detection of as many as ████████ individuals from a distance of ████ miles. This process is extremely hazardous to the health of the affected SCP-XXXX-3 instance, with 93% experiencing severe brain damage or death after five or more minutes of continued manifestation. SCP-XXXX-1 has expressed great reluctance to manifest within SCP-XXXX-3 instances, and generally regards SCP-XXXX-3 instances with extreme hostility.

1. Affirming that cooperation between SCP-XXXX-1 and the Foundation serves the interests of the human race,
2. Bearing in mind that such cooperation depends upon the security and discretion of the Foundation,
3. Recognizing the value of SCP-XXXX-1's unique perspective for human affairs,
4. Cautioning that renewed conflict between SCP-XXXX-1 and the Foundation would result in needless suffering,
5. Expressing frustration at the sharply reduced quality of network television;
The parties resolve that:
1. SCP-XXXX-1 shall not manifest as SCP-XXXX-2 instances without Foundation authorization except in the event of [DATA EXPUNGED];
2. The Foundation is to apply reasonable efforts to removing thermonuclear devices from the possession of all individuals, corporations, and sovereign governments;
3. SCP-XXXX-1 must cooperate with SCP-XXXX-3 instances to the extent necessary to achieve Foundation goals, and shall manifest within the nearest available SCP-XXXX-3 instance immediately in the event of [DATA EXPUNGED];
4. The Foundation is to, by any means necessary, revive the CBS program "The Andy Griffith Show," and ensure that the show is broadcast during a primetime slot on Sunday nights.1
