Purpose: The Regional Command Council is to serve as an administrative branch for each region of Foundation Operation. The Regional Command Council handles things that go above the clearance of a Site Director but do not require the direct attention of the Overseer Council. The Regional Command Council's secondary function is to allow for each region to operate semi-autonomously, instead of requiring the direct attention of the Overseer Council.

Structure: Much like the Overseer Council, or Overwatch, the Regional Command Council has 13 members. Each member has a different field of operation within the Council, but no one member is a direct superior of another. Unlike the Overseer council, Regional Councilmembers are somewhat well-known individuals, often living and working in the largest site within a region.

Regions of Operation: North America, South America, Europe, Asia, Africa, Antarctica, Oceania

O4C1 - North America - "The Overseers' Lapdogs"
O4C1, responsible for the overseeing of the North American Region. This Council works the closest with the Overseer Council, and thus has earned the name 'Lapdogs'.

O4C2 - South America - "Ringleaders"
O4C2, responsible for the overseeing of the South American Region. This Council has muddled it's hands into the cartels and drug rings of South America for both Finance and Power, and thus has earned the name 'Ringleaders'.

Although the Regional Council does not have a defined structure and 'job position' for each member, each councilmember typically fills a loose role. Roles of the Regional Councilmembers often include financing their region of operation, Directing the use of Mobile Task Forces, or allocating enough resources to continue research for their region.
