Special Containment Procedures: All personnel level 3 and higher are to be briefed on this document in detail at the time of its release and any time revisions are made.
Effective immediately, all Foundation sites are to take the following steps to stem the advance of SCP-XXXX's effects:
- Conduct statistical meta-analysis of all objects under containment to reduce redundant and unnecessary containment procedures
- Identify any Safe-class objects under containment which may be jointly contained to reduce staffing needs
- Determine if any currently contained objects may be re-classed to a lower status, deemed neutralized, or released from containment with negligible impact to society and normalcy Currently suspended pending full review and Council vote.
- Any newly created object files are to assess risk to safety and normalcy in the event that the object is uncontained or breaches containment. Based on the information gathered, each object is to be assigned a Resource Allocation Priority (RAP). An Object's RAP indicates the necessity of its containment or monitoring and the amount of conscious attention to be devoted to containment or prevention of the anomalous phenomenon.
Due to the unclear nature and wide-reaching implications of SCP-XXXX on all Foundation activities, a special investigative council has been convened to determine which actions constitute a justifiably probable successful outcome. Any Foundation employee who has been briefed on SCP-XXXX and has an idea to reduce, halt or reverse its effects may submit a proposal in writing to their site director for consideration. The following proposals are currently under consideration:
Description: SCP-XXXX is the designation given to a theorized causal relationship between the conscious human attention dedicated towards the avoidance and containment of anomalous phenomena and an increased occurrence in anomalous objects and activities.
This relationship was first discovered during a statistical meta-analysis of containment procedures and efforts across all Foundation sites. Compiled data sets showed a high correlation between increased containment efforts and anomalous activity; significant metrics include higher rates of anomalies discovered within a geographic region, higher activation rates and breach attempts by contained objects, and a decrease in activation intervals in anomalies that manifest periodically.
This discovery was brought to the attention of the O5 Council, who unanimously approved a joint investigation by Foundation resources. The investigation included high-ranking employees from the Departments of Statistical Analysis, Metaphysics, Pataphysics, Thaumaturgy, Internal Affairs, Miscommunications, Information Integitry, Counter-Subversion, and Containment Oversight.
All information regarding SCP-XXXX has been checked using every available Foundation resource to account for possible memetic, anti-memetic, compulsive, infohazardous, cognitohazardous, and reality-bending properties. All investigations to date have supported the conclusion that all information relating to SCP-XXXX is non-anomalous and represents an accurate view of reality and Foundation operations.
To date, the exact effects and even the actual existence of SCP-XXXX have not been found to be directly provable or disprovable. However, the following conclusions have been made with varying degrees of statistical confidence.
