A conference was organized between the Latin-American Regional Council and a representative of the O5 council shortly after plans to conclude Operation Alicanto were submitted. The stated purpose of this conference was to resolved contested policies which were carried out during the operation. In this conversation, information not previously shared by the O5 Council concerning SCP-XXXX's anomalous nature was revealed.

O5-2: Yes, I was intrigued by this when going over the itinerary. I'd like to make it clear that the containment of SCP-XXXX is no longer any concern of yours. Once it has been returned, we will once again place it within-
Councilman 2: Ah, you've just struck on what is our point. It is the position of this council that we do not currently feel comfortable in parting with the Codex without further clarification on what it has been used for.
O5-2: Mmm…. this is highly irregular.
Councilman 10: With respect, this entire operation ha been highly irregular. I'd like to echo Councilman 7's concerns from earlier. This has felt more and more like an exercise in extermination rather than containment.
O5-2: And I have repeatedly assured you that none of the entities have been terminated by result of the Wusa Procedure. Terminations as a result of your own carelessness during it, however, is no fault of ours.
Councilman 10: Are we to simply to take your word on this? They've been reduced to nothing but ashes. If this is not termination then what is? What exactly did we do to them?
Councilman 2: What we ask for is transparency. Information covering what SCP-XXXX is fully capable of has still not been offered, despite our frequent requests. The procedures you have us preform with it contradicts what little you have told us.
O5-2: Well such details were unnecessary. The operation has been completed to satisfaction, hasn't it? Is that not enough?
Councilman 1: Is this the O5's new policy then? Is the Foundation to use the methods of the GOC?
O5-2 sighs. There is a pause.
O5-2: I understand how this may appear. I understand how preforming the procedure may have felt. To put you at ease, here's what I can tell you… Yes, SCP-XXXX is a weapon. One capable of eradicating them, if we were to attempt that. However, we've long since left such tactics behind. We have taught you how to utilize it humanely, as humanely as possible anyways. It takes from them, but it does not kill them. Now, further specifics are highly delicate and not suitable for this conference. I invite you to send a representative of your own to Site-01 if you are to learn them. We will not have this information on file.
Councilman 2: Why?
O5-2: Because further access to such information could lead to further breaches. It would be unfortunate if this lengthy attempt at re-containment was all for naught. We have returned stability to this region, and I believe we should appreciate that.
Councilman 2: Is that what you call these last few decades? The torturing, the civilian death. This is stability?
O5-2: These creatures can cause no end of strife if left unattended. We had to prevent further infestation.
Councilman 10: How? How did you prevent it? What exactly did you have us do, if not kill them? We have earned to know that, at the very least.
O5-2: We sent them home. Those that refused to go there themselves.
Councilman 1: Interesting that you would mention home. This will be further discussed later, but we've finally been able to really through our records concerning many of the entities we've processed. A staggering majority of these creatures, as you call them, were later confirmed to have been local anomalies, not refugees.
O5-2: You would not fault us for being thorough.

Closing Statement: It was decided that joint custody of SCP-XXXX would be maintained between the two councils. As such, it was to be transported to the Falkland Islands, where both parties can monitor its containment.
