SUBJECT: Intelligence Agency Operation Statement
GOI: The Serpent’s Hand
TYPE: Infiltration/Sabotage

Operation: “Snake Turmoil”

This statement will cover the reason for the infiltration(s), goals, and fallout.
This infiltration will consist of four stages.

- Stage 1: The agents will join the Serpent's Hand slowly, as to not cause a disturbance or have attention drawn to themselves.
- Stage 2: Four agents will attempt to join in the Combative Division and two others in the Non-Combative division.
- Stage 3: The agents will further their way into the ranks of the Serpent’s Hand, as well as to gain the trust of the Serpent's Nest itself.
- Stage 4: Once enough information is gathered, the agents will proceed to leak any and all documents to the rest of the assigned personnel on a need-to-know basis.
- After a month or two of implantation, stage 4 will take place. Each of the stages will have a vote, a majority vote will be needed to proceed, or an agreement between all acting agents involved. After a majority, or all acting agents involved have agreed to proceed, the next stage will take place.
- After leakages have ended, agents are to cut ties with the fake Serpent’s Hand identities.
