Special Containment Procedures: SCP-4191 is to be kept in a Type 5 Humanoid Containment Unit. Subject's containment unit contains 1 humidifier, 1 Acer Palmatum pruned to 5 feet, and 2 female Rhinoclemmys pulcherrima. Subject is to be given a fictitious novel, preferably of the fantasy or science fiction genre. Subject's containment unit is to be guarded only by non humanoid fauna, currently 1 trained German Shepherd.

No humanoid with a Cognitive Resistance Score greater than 6.8 may be within 100 meters of SCP-4191. No humanoid may be within 150 meters of SCP-4191 for more than 45 minutes. All observation of SCP-4191 by a humanoid must take place at least 1000 meters from the subject. If a humanoid shows becomes under a level 10 effect of SCP-4191, they will immediately be removed from the subject's presence and taken at least 150 meters away to be administered calming memetic agents or, in extreme cases, Class A anesthetics will be used.

SCP-4191 is only to leave containment for 3 purposes. Subject is to spend 30 minutes to 1 hour every day engaged in physical activity and exercise in an environment in which natural sunlight is allowed to make direct contact with it. Subject is to spend between 2 to 5 hours each month during an occurrence of natural precipitation except hail in an environment in which the precipitation can make direct contact with the subjects skin. In the event that there is no natural precipitation within the time frame, subject is to be sedated until it spends at least an hour in natural precipitation. Once every 4 months, subject is to go to ████████, which the subject must spend 10 hours within the water. SCP-4191 is to be instructions on how and when to go to the location of these events, and will travel to the location and complete tasks alone while under surveillance. Any deviation in the subjects course will result in ranged administration of sedatives.

SCP-4191 is to be fed a diet including at least 2 pounds of red meat, 1 pound of white meat, 1 potato or watermelon, 1 pound of green vegetables and 1 packet of skittles each day. Subject is never to be fed dairy products.

SCP-4191 is to be allowed 1 phone call each day lasting no longer than 1 hour 30 minutes. SCP-4191 may only call persons approved by a class 3 personnel. SCP-4191 may not discuss any topics related to the Foundation, other SCPs, it's anomalous properties, or any other denied topics.

Description: SCP-4191 is a human male of varied ethnicity appearing between 19 and 22 years of age (exact age unknown). Subject ages 40% slower than a normal human. It is 187 centimeters in height and 90.7 kilograms in weight. Subject is lactose intolerant and is missing the second toe on its left foot. Subject has multiple geometric stripes of skin on it's back that are colored blue, which were first thought to be tattoos, but have been confirmed to be a natural part of the subjects skin. Subject has average intelligence, but has been diagnosed with a number of mental disorders, including Dyslexia, ███████████ ███, and moderate Obsessive Compulsive Tendencies.

SCP-4191 was discovered in a forest in ████████, Virginia. Locals avoided the forest because of SCP-4191's effects. SCP-4191 had been living in in the forest for some time living solely of berries and other fruit, and it's fear inducing effects were at nearly full effect. Multiple task forces were deployed resulting in SCP-4191's sedation and retrieval.

SCP-4191 constantly emanates a psychic wave that cause varying levels of fear, with a basic range of 100 meters. SCP-4191 and any beings SCP-4191 believes to be non human fauna is not affected by this wave. This does include any anomalous fauna with higher than normal intelligence. Many different variables alter the level of fear¹ that is induced by this effect, and the level experienced can change based on the conditions, which is disorienting and can cause mild headaches. The range of the wave is broken into 4 sections, the first 3 each taking 31% of the wave starting as far away from the subject and moving towards it. When entering a section closer than the previous, the level of fear slightly by 1, and each section it moves back decreases the fear level by 1. The last section includes the closest 7% of the field to the subject. Moving into this section causes an increase in the level of fear by 3. There is an inverse relationship with the Cognitive Resistance score of the individual and the level of fear they experience. While there is no exact measurement, the fear level increases by an average of 1 for every █.█ the value is above █.█.

There are various situations that effect the basic qualities of SCP-4191's psychic wave:

1. If SCP-4191 is not within 4.3 meters of any flora, the range increases by 7%.
2. If SCP-4191 is not within 3.8 meters of any fauna, the range increases by 12%.
3. If SCP-4191 has touched any non aggressive fauna within 12 hours, the effects of the the wave decrease by 1.
4. If SCP-4191 has spent at least 6 hours within a natural source of water within 6 months, the range decreases by 8%. This effect is doubled if the water is █████
5. If SCP-4191 has intentionally killed any living creature within 10 minutes, the effects of the wave increase by 1. This increase for every creature the subject has killed. There is no known maximum.
6. If SCP-4191 has not eaten both red and white meat in 20 hours, the effects of the wave will increase by 2. This increases cumulatively for every day the subject has not eaten both red and white meat
7. If SCP-4191 is unconscious, the range decreases by 50%, and the effects of the wave decrease by 2. If unconsciousness was induced unwillingly, the range will increase by 500% and the effect of the wave will increase by 5 when the the subject wakes for 4-7 hours.
8. If SCP-4191 has not spent spent at least 2 hours every month in direct contact to natural precipitation, the range will increase by 200%.
9. If SCP-4191 has not spent at least 20 minutes under a natural sky in 29 hours, the range increases by 10%.. This increases cumulatively for every day the subject is not under natural sky.
10. If SCP-4191 has spoken to a human within 30 hours, the effects of the wave decrease by 1.
11. If SCP-4191 is angry, the range of the wave increases by 20%

1. A new measurement has been designed to measure the effects of SCP-4191. Levels of fear begin at 1 and has no upper limit. For example, fear level 1 causes slight nervousness, fear level 4 causes moderate levels of fright, and level 7 causes intense terror. A person under the effects of level 9 fear will do anything in there power to escape SCP-4191 by any means, and Level 12 fear will cause a heart attack.
