Special Containment Procedures: The area enclosing SCP-XXX has been designated as Site-XX in order to discourage civilian trespassing and maintain the Veil.
SCP-XXX is to have at least five active Type-III Weather Anchors implemented around its perimeter at all times to sustain a continuously cold environment. Temperature within SCP-XXX is to remain below 263.15K to prevent any SCP-XXX-1 from leaching into groundwater supplies. Site-XX has been established at the previous entrance into SCP-XXX to facilitate cloud seeding with non-anomalous water. Clouds are to be seeded to facilitate precipitation from all clouds that pass above SCP-XXX to prevent any evaporated SCP-XXX-1 from escaping the containment zone.
Individuals designated as SCP-XXX-2 may make requests for supplies related to human needs, pleasures, or comforts. Requests are to be reviewed by the head researcher assigned to SCP-XXX.
Description: SCP-XXX is the designation for the port of Fort Ross located in Nunavut, Canada. SCP-XXX-1 is the designation for the precipitation unique to the SCP-XXX. SCP-XXX-2 is the designation for the residents of SCP-XXX.
On December 25th, 2018, SCP-XXX began cooling rapidly and precipitating at a rate of 4mm/hr. Despite the slow rate of precipitation, over a meter of precipitate was recorded to have piled on the ground within 70 minutes. A nearby Foundation operative witnessed the formation of the anomalous weather pattern and reported the event to Foundation command.
SCP-XXX-1 is beige in color and smells sickeningly sweet. Interventions from SCP-XXX-2 instances have prevented all attempts of collecting samples of SCP-XXX-1, so the properties of SCP-XXX-1 are currently unknown. However, observations of SCP-XXX-2 instances have led Foundation staff to believe that SCP-XXX-1 is anomalous in nature (See Observation Log below).
SCP-XXX-2 instances are the residents of SCP-XXX that lived in the town prior to the events of December 25th, 2018. SCP-XXX-2 instances have shown hostility towards Foundation staff and have displayed an unwillingness to allow staff into SCP-XXX. Negotiations with SCP-XXX-2 leadership have been fruitful in convincing SCP-XXX-2 instances to cooperate with special containment procedures as long as Foundation staff stay outside of the anomaly's perimeter and do not interfere with SCP-XXX-2 actions.
All members of SCP-XXX-2 belong to the local church congregation and exhibit actions typical of anomaly-based cults.
On July 23rd, 2019, all members of SCP-XXX-2 were seen entering SCP-XXX's business sector and never returned. On August 15th, 2019, a drone capable of measuring thermal energy was flown over SCP-XXX to determine the location of all SCP-XXX-2 instances. Drone footage indicated the presence of all SCP-XXX-2 instances located in a large building on 3rd street. On September 1st, 2019, a second drone was flown over SCP-XXX. Thermal imagery showed an exact match to the location of each SCP-XXX-2 captured by the first drone, leading Foundation researchers to believe that SCP-XXX-2 has become neutralized. An expedition has been planned for December 10th, 2019, to determine the cause of the new behavior within SCP-XXX.
