Special Notice:

Due to the unique circumstances surrounding SCP-3953, accommodation is being made to assign Foundation Staff that HR have deemed in need of administrative leave as a result of dealing with a Class B or higher stressful situation that cannot be resolved via use of Foundation approved amnesitics.

Excerpt from Foundation HR guidelines regarding valid reasons for not administering Foundation approved amnesitics to distressed staff:

"When dealing with scenarios of this intensity there are a small number of exemptions in which Foundation approved amnesitics are not recommended and the use of which can be denied by HR and/or Site Directors. These include, but are not limited to:
* subject has built a natural/unnatural resistance to Foundation approved amnesitics,
* subject has previously suffered from an allergic reaction to Foundation approved amnesitics,
* where the administration of Foundation approved amnesitics would cause a loss of information or personal experience deemed vitally important to SCP Foundation continuation."

Assignment to SCP-3953 may also be offered to select field agents who do not qualify for the above reasons at the discretion of Director Level Approvers.

If you have been recommended to apply or believe that you may be eligible for a short term assignment to SCP-3953, please fill in Special Assignment Request Form - SAR:19ST which is available from your local HR representative and submit it as instructed in the document.

NB: Special dispensation assignment requests are generally answered within 90 days of submission. All assignment requests also require an interview with Dr. Campbell before final approval.

Special Containment Procedures: SCP-3953 requires at least one two1 Foundation Staff Members to be on site at all times, this is to ensure that it is ████████ in the correct ████████ and that records can be kept on any appearances of ██████████.

Due to SCP-3953’s public location, the Foundation has developed a cover story that has enabled the use of the local ███████ police precinct to cover the primary surveillance duties. This arrangement allows the Foundation to keep an eye on anyone entering or leaving SCP-3953, protect and discourage civilians from entering the site and also frees vital Foundation resources for other critical tasks. The current operating cover story is that the location of SCP-3953 is under investigation by Federal Agents as a site for Social Media Disruption on a wide scale. The local police forces unfamiliarity with such an operation has made it easier for implanted Foundation assets to take control of the observation tasks.

Plainclothes officers are stationed on the street outside SCP-3953 during business hours2, ostensibly to watch for PoI3 that may enter or leave the location. They are under instruction to warn Foundation Agents (posing as Federal Agents) should any of these situations occur. Foundation Agents watching over this setup issue a daily list of approved PoI to the police officers, and individuals on this list are to be unhindered from entering and leaving SCP-3953 (this list covers all test subjects). Inclusion on the list of approved PoI must be cleared with Dr Campbell before entry can be granted.

Extensive work has been done on the exterior of SCP-3953 to make it appear as dilapidated as possible. Additionally, the deed for the shop has been purchased through a holding company to prevent possible development of the site. Special clerical task force Aspro-77 - 'White Collar Warriors' - is continually checking for applications to develop the area for high-rise buildings and is under instructions to block such efforts.

Test Subjects are instructed to only leave SCP-3953 when their replacement arrives.

As of incident SCP-3953-IA the replacement MUST supply the special passphrase on the demand of the current Test Subject. The special passphrase is to be created by the Test Subject entering SCP-3953 just before they leave Foundation territory and should only be entrusted to Dr. Campbell. Replacement test subjects will receive the relief passphrase from Dr. Campbell just prior to entering SCP-3953.

SCP-3953-A and SCP-3953-B are SAFE and Test Subjects should record any interactions with these and notify Dr. Campbell.

Staff are encouraged to take leisure materials with them for this assignment, quite often agents are assigned to SCP-3953 to take advantage of it's anomalous nature and relax. Under NO circumstances is ANY Foundation material to be taken on site4.

Description: SCP-3953 is a run-down coffee shop on the corner of █████████████ and ████████████ in lower Manhattan. The shop is anomalous in that entering through the main door transports the subject stepping across the threshold to a well appointed coffee shop, rather than the ruined interior of the building visible through the windows. Testing of SCP-3953 has identified further anomalies related to the perception and passing of time to subjects inside SCP-3953.

The interior of SCP-3953 is softly lit with exposed hardwood floors and simple decoration. There are a selection of very comfortable high backed leather and fabric armchairs arranged around small tables. All of these armchairs are arranged to one side of the interior of SCP-3953 and face outward towards the two large windows that make up the entirety of the walls to either side of the entrance door. The other side of the area is mostly taken up by a long wooden bar, and on this are a collection of esoteric copper and aluminium devices that are used by SCP-3953-A to produce beverages. The large windows are obscured by what appears to be a fog and heavy rainfall that patters against the glass, distorting the view outside. All that can be discerned through this heavy rainfall is the vague suggestion of a city street. At the rear of this space is a large roaring fireplace, test subjects have never observed this fire needing fuel and it always produces a subjectively comfortable amount of heat. Next to the fireplace at the rear of the main space is a door that leads to a bathroom, which is locked at all times. The key to the bathroom can be acquired by politely asking SCP-3953-A. Foundation Staff visiting SCP-3953 must return the key to SCP-3953-A after using the facilities. The only audible noises inside SCP-3953 are the mingled sounds of rain and crackling wood, muted noises of patrons drinking beverages and distorted conversations as well as the sounds of SCP-3953-A quietly making new drinks.

SCP-3953 was brought to the attention of the Foundation when a member of staff was invited to the location for a coffee by a civilian acquaintance. At the time the exterior of SCP-3953 reflected something similar to the interior, and the staff member did not immediately discern the anomalous properties. The subject of their discussion was quite heated and the staff member noticed that significant time had passed upon leaving the location, despite storming out within minutes of entering. Since this event disinformation has been spread throughout the local area that the coffee shop had closed.

Records indicate that there has been a coffee shop registered with the city at this location under the name of Mr ████ since October 1███. City records regarding business licensing, taxes and other official documents all appear to be damaged, and important information is obscured by persistent brown stains of an unknown liquid. These appear on the documents in the shape of concentric rings, and cannot be removed.

Entities occupying SCP-3953:

Entity Description
SCP-3953-A SCP-3953-A appears to be a mid-thirties adult male, with a large beard and short hair. SPC-3953-A has a very friendly demeanor, and will engage any subject who enters SCP-3953 in conversation whilst attempting to sell them a hot caffeinated beverage. Subjects who have purchased beverages from SCP-3953 have attested to the quality of these items. None of the beverages ordered to date have been found to be anomalous. SCP-3953-A has a mild Australian accent, but is evasive about any questions that do not entail purchasing beverages. Subjects who enter the premises and do not purchase a beverage will be asked every few minutes if they would like to purchase one, but will not be asked to leave.
SCP-3953-B SCP-3953 contains a number of entities other than SCP-3953-A that inhabit the space. They are roughly humanoid in shape but their appearance is blurred and shadowed, as though viewing them through a fogged lens. These entities act like normal patrons of a coffee shop. They have been observed entering and leaving the SCP through the main entrance, ordering items from SCP-3953-A at the counter and consuming purchased items. Their speech is audible but to date no Test Subjects have been able to discern any meaning from their vocalizations. Recordings have also been taken, but are not discernible. The current working theory is that that these are other humans ‘out of time’, existing in the same space but not quite in the same time as the Foundation observers.

Anomalous Properties: Foundation test subjects visiting SCP-3953 have experienced extreme Chronostasis. The effect of which seems to increase based on the test subjects own subconscious need to relax. Subjects in a hurry will find that time passes very quickly, relative to the outside world, and subjects who are relaxed and calm will feel that time passes very slowly. This effect is more than a personal perception and has been tested thoroughly.

A calm subject who allows themselves to relax can pass hours of subjective time within SCP-3953, but to an outside observer will only be within the premises for a matter of minutes. A tense subject who is unable to settle will find the opposite. Further anomalous effects have been observed when both a calm and a tense subject have both been within the SCP at the same time.

Current research is ongoing to identify if a beverage purchased from SCP-3953-A has any effect on the time that passes.

Description: A D-Class resource (D-1348) was sent into SCP-3953 to ascertain whether the interior was anomalous as reported.

Result: At 10:00 on January 16th 20██ D-1348 entered SCP-3953 by opening the door and stepping across the threshold. Foundation Testing Team lost all contact with D-1348 as soon as the door to SCP-3953 closed. As per standard operating procedures, Foundation Testing Team waited 5 minutes before deploying an armed response team to ascertain D-1348's status and attempt extraction. Team was deployed at 10:06. All contact was lost with members of extraction team when they crossed the threshold into SCP-3953 and the door closed behind them. After the loss of the Level 4 response team, emergency containtment procedures were activated and Dr Campbell authorised the deployment of ████ ███████. All contact was lost with ████ ███████ when they crossed the threshold of SCP-3953 and the door closed behind them. Emergency containment procedures escalated, and just before a [[DATA-EXPUNGED]] scenario was declared the extraction team and ████ ███████ returned through the door to SCP-39563 with D-1348 in custody. Subjects were interviewed and reported that they were only inside SCP-3953 for only a few minutes. Response team further reported that they had discovered D-1348 sitting comfortably in an armchair by the window enjoying a "Soy Frappachino" that they had purchased from SCP-3953-A. D-1348 was interrogated and it was confirmed that they did not enter SCP-3953 with any currency with which to buy this beverage. One of the members of the Level 4 response team was also found to have purchased a caffeinated beverage5. Further testing authorized.

Description: A D-Class resource (D-5443) was issued with a stopwatch and sent into SCP-3953 and tasked to remain inside for 10 minutes before returning.

Result: All contact was lost with D-5443 when the door into SCP-3953 closed. D-5443 emerged safely from SCP-3953 safely after a period of 40 minutes had elapsed. D-5443 was interviewed and reported that they had stayed in SCP-3953 for 10 minutes and had left as soon as the stopwatch had confirmed this period of time had elapsed. Stopwatch verified D-5443's story.

Description: A D-Class resource (D-5443) was ordered to enter SCP-3953 and order a beverage of their choice. D-5443 was issued with a body camera, and no currency with which to purchase the beverage. D-5443 was authorized to spend up to 30 minutes subjective time in SCP-3953 to finish their beverage before returning.

Result: D-5443 entered SCP-3953 and engaged in conversation with SCP-3953-A, who recognized D-5443. D-5443 was able to purchase an item from SCP-3953-A, later strudying of the footage and interrogation could not explain where the money that D-5443 used to purchase the beverage came from.

NOTE: AS OF INCIDENT SCP-3953-IA, SCP-3953 MUST HAVE A MINIMUM OF TWO MEMBERS OF FOUNDATION STAFF ON SITE AT ALL TIMES.

Addendum: SCP-3953 has been reclassified after a number of small incidents have occured. Investigations are ongoing.
