Special Containment Procedures:
SCP-XXXX is to be kept within A 10x10m containment cell equipped with a full bathroom set; a bookshelf stocked with new books everytime subject requests; a twin sized bed; a clothing dresser; a small table and chair. SCP-XXXX is to be fed 3 times a day and is to be let out in the courtyard to exercise whenever subject asks. SCP-XXXX is to be spoken to with a calm and peaceful tone and one guard is to be guarding his containment cell from the times of 0700 to 1900 and is not to let out of his cell after the time of 1800. The lighting is SCP-XXXX's containment chamber are to be halogen. there can not be any neon light within SCP-XXXX’s imediate vacinity.

Description:
SCP-XXXX is a caucasian human male, approximately 1.76 meters tall, with brown eyes and black hair, along with a small black goatee.
SCP-XXXX or “Simon” possesses the ability to harvest or “absorb” the element neon. SCP-XXXX has the ability to use projectile neon shards, the range of said shards is approximated to be 65 meters. when in the immediate vicinity of a strong neon light source SCP-XXXX possess the ability to fire six of these shards in a pattern similar to twelve-gauge buckshot.
SCP-XXXX also poses the ability to conjure a blade similar in composition to the shards, this blade measures approximately 110 centimeters in length and does not differ in function form a normal steel blade, although it is much sharper. the edge of the blade measures approximately one neon atom in width ( 1 × 10 to the -12 power meter).
SCP-XXXX can also self-heal and heal others with this power, however if killed SCP-XXXX is unable to heal this hypothetical person(s). SCP-XXXX is also able to perform a “flash step” moving from one point to another in a blink of an eye, SCP-XXXX is unable to perform this ability in rapid succession as it “drains” SCP-XXXX’s “powers” very quickly. SCP-XXXX also holds the ability to use neon to sprint faster, reaching speeds of nearly 100 km/h.

The foundation was alerted to SCP-XXXX's existence when the Stockholm police department received multiple reports of a young vigilante that appeared to have the ability to “harness the light”. SCP-XXXX was brought into foundation custody peacefully and was subsequently deemed a Euclid SCP.
SCP-XXXX shows signs of late stage clinical depression, and prefers to not speak about its personal life and past. SCP-XXXX will speak about his past if forced to, but
will very rarely bring it up in conversation.

+Addendum XXXX-1

Addendum XXXX-1:
after a recent incident at site-██, Officer [REDACTED] observed SCP-XXXX heal his bullet wounds. Officer [REDACTED] had been escorting SCP-XXXX back to his containment chamber but was then swiftly shot by a rogue agent, officer [REDACTED] had been shot twice in the lower side of his left leg and once in his lower torso. Officer [REDACTED] exclaimed when interviewed “I fell to the ground and had a small blackout due to a metal pipe I hit as I fell back, I woke up shortly after only to see my wounds were healed and SCP-XXXX had been sitting next to me, almost in a guarding position. He asked if I needed help up and how I felt too.”

Test-XXXX-A:
SCP-XXXX is at site-██’s firing range. Test A is for the effective range of the “Buckshot” neon blast
Dr.Prescott: Okay Simon, please aim directly at the target and use your buckshot.
Simon complies and shoots a target approximately 45.72 meters away (Long range), 2 shards land in the target.
Dr.Prescott: Okay, now please shoot the target to your left and fire.
Simon aims at the left target approximately 23.34 meters away (Short range), 6 shards hit.
Dr.Prescott: Okay, now the one to the right.
Simon aims right and fires, the target is 36.43 meters away (Medium range), 4 shards hit.
Simon: Are we done for the day Dr.Prescott.
Dr.Prescott: Indeed, you can get back to reading now.

+ Test-XXXX-B

Test-XXXX-B:
Simon is put in a test chamber along with D-9827 (a caucasian male with an average build) and D-9856 (A hispanic male with a athletic build).
Dr.Prescott: Okay Simon, please fire one shard into the center of D-9827’s chest.
Simon: Has he done anything wrong?
Dr.Prescott: Simon if he didn’t do anything wrong he wouldn’t be here, now do as you’re told.
Simon fires one shard and it hits D-9827 straight though the chest, puncturing the heart, D-9827 dies instantaneously.
Dr.Prescott: Wow, Simon why did he die immediately after impact?
Simon: The Light burned his insides, and the shot punctured his heart.
Dr.Prescott: Hmm, I see, so say you were to him in the leg would it have the same effect?
Simon: Yes, however depending on the shard hits, it’ll take a longer or a shorter period of time.
Dr.Prescott: How long would it take if you shot him in the leg?
Simon: 4 seconds.
Dr.Prescott: Then please do so with D-9856.
Simon fires one shard into D-9856’s left leg, D-9856 screams, and is shortly silenced.
Dr.Prescott: Fascinating, that will be all for today.

+ Note from Dr.Prescott to the O5 council 

I don’t know why, but I feel like Simon is more than a number, he’s a person going through real problems, problems that a good portion of the world has too. I think he could be useful to the foundation, not as a “Subject” or an SCP, but as a person. I’ve had really good conversations with Simon, he shows great intelligence especially in writing and literature, and he shows compassion to those who suffer with depression or those who are just having an off day, I get comments like this from the guards at his cell. I hate how the foundation sees him, when everyone who’s come into contact with him genuinely feel he’s just another person. I am formally requesting that Simon is to be treated like foundation staff and become a member of site-██’s medical team and have a personal quarters, and also that he gets a real therapist instead of the hog you hired. His potential for the medical team here is immeasurable and he’s a real pleasure to have around.
