Special Containment Procedures: SCP-4786-1 is to be contained in a 5 room cell with kitchen, bedroom, bathroom, lounge, and study. SCP-4786-1 is currently contained in Site-██. SCP-4786-1 is to not be accessed by any personnel without a Level 3 Clearance Pass or an assignation to SCP-4786-1 by a Site Director. No personnel that is important to run Site-██ is to meet the activation of requirements of SCP-4786-1 unless the life of SCP-4786-1, themselves, a significant personnel, a significant SCP is in danger, other cases are to be negotiated with a Site Director.
Sound and Visual: SCP-4786-1's quarters must be highly soundproofed to ensure no (unintended) sound reaches SCP-4786-1. No public channel announcement systems are to be used in proximity to SCP-4786-1. A private channel announcement system is installed in all rooms and used to communicate any information required. All messages are to be recorded by SCP-4786-1 or an individual already exposed to SCP-4786-1's effect Public Channels are to be used with sufficient distortion. Common sounds (such as birds and weather) are to be played on the private channel to maintain SCP-4786-1's morale. Rooms occupied by SCP-4786-1 are not to have any windows.
Happyness: SCP-4786-1's Happyness is of high priority. SCP-4786-1 is to permitted to own up to four pet animals that are of a long lifespan (over 10 years). SCP-4786-1 seems to have an affinity for horned animals. Media exposed to SCP-4786-1 is to be tightly regulated and must not have undistorted likenesses of living people, undistorted voices of humans, or full names of any non-fictional people. If SCP-4786-1 wants to know about any news of the outside world it is to be granted. SCP-4786-1 shows interest in painting and writing. Artistic muses are to be granted under personnel review.

SCP-4786-1 is not to form an emotional connection with D Class personnel assigned to her. Any D Class personnel that has been exposed to SCP-4786-1 is to be reassigned or executed at the end of their term. Any D Class personnel that has been exposed to SCP-4786-1's or SCP-4786-2's effect is to be executed or repurposed to a fatal test at the end of their term due to them being permanently afflicted by SCP-4786's effect. D Class are not to be told of their deaths if they come in contact with SCP-4786's effect. A suitable cover story is to be told to SCP-4786-1 to avoid emotional consequences.
Research (Unfinished)
No research is to be conducted that has a depressing effect on SCP-4786-1, this includes un-consented physical surgery since anesthetics do not have function on SCP-4786-1. Weekly trimming of SCP-3786-1's horns is to be conducted if SCP-4786-1 consents.
Description: SCP-4786-1 is an Asian female at around 23 years of age and standing at 1.75 meters tall. The subject is former Class-D personnel inducted for several counts of political assassination, SCP-4786 claimed that the crimes were committed under blackmail and all evidence bends that way. SCP-4786-1 has gained the anomalous ability to alter the time perception of humans in a surrounding radius to match her own time perception. SCP-4786-1 is unable to affect any person who they haven't either known the full name of, seen (pictures have been proved to also match this requirement), heard the voice of, come in physical contact with, however, if these activation triggers can occur unconsciously (See Addendum-4786-2).
The radius of this effect is dependant on the amount of consciousness SCP-4786-1 possesses. If SCP-4786-1 is conscious the radius of the effect is seemingly infinite (see test 3). If SCP-4786-1 is asleep or unconscious the radius is on touch activation. The effect is unable to be turned off. SCP-4786 has two grey spiraling horns sprouting from its temples. The horns grow out at a rate dependant on its mood. The average growth rate is 3cm per week. If the subject is happy the growth rate is at around 7cm per week. If the subject is depressed or incapacitated the growth rate stops.
SCP-4786-2 is the powder the horns create when ground down. SCP-4786-2 can be turned to a liquid. SCP-4786-2, when ingested through the mouth or turned into a liquid injected, is able to provide the ability to foresee dangerous events that will happen in the immediate future and give them the capabilities to prevent such events. These capabilities are permanent and may kill the consumer. The speed and effectiveness of SCP-4786-2 is dependent on the speed that SCP-4786-2 can reach the prefrontal cortex of the brain.
Termination attempt
Drugs do not have any effect on SCP-4786-1, except SCP-4786-2 which SCP-4786-1 has reported as having time stop (This ability was an ability before the Breach) artificial happiness doesn't work (including encounters with SCP-230). The taste buds of SCP-4786-1 are also inefficient.
