The year is 1942.
This is the year the SCP Foundation, later to be known as the Anomalous Criminal Justice Association was formed. Only close to around one hundred people stuck around, since it's origins came from capturing anomalous entities, which rapidly popped up from fifty pings to easily over five hundred. A quarter of these were humans or humanoid, and three quarters of these were all sentient. The SCP Foundation would soon end up working with the United States and Britain to set up three sites.
The first site was made for Administration, known as "Overwatch Site Alpha". It held nothing except people, computers, and guards. The second site was made for Containment. It was known as the "Redrun Prison Complex" to the outside world, but to them, Site-66. The final site was funded by the Department of Defense for the United States. A Research site which would soon go out of commission in 1950 for unknown circumstances. Site-19.
The three sites would grab the attention of the United Nations after it formed and, subsequently, the Global Occult Coalition. This would result in the Five Year War, a secret war fought in the streets of Russia, China, and the Middle East. The United Nations would eventually fail to capture the sites against the, basically PMC forces of the Foundation. A treatise would come to fruition which would reform the Foundation and the Global Occult Coalition.
With every war comes a price. The Foundation willingly changed itself to stop further wars. This is documented by the Overwatch to be the "first moments of the Anomalous Criminal Justice Association". The original five Departments were made within the Foundation, and were named the Security Department, the Research Department, Administration Department, the Ethics Committee, and the Department of Anomalous and Thaumetic Corrections. These five would form the very first laws internationally to regulate what the Anomalous could do.
In 1980, a new group arose. The Chaos Insurgency, known to be a terrorist organization formed of all the Anomalous which had a grasping hatred of the SCP Foundation. This would spark a war within the Mid-West of the United States, and would move on through 2010, where they would begin renaming the Foundation to the Anomalous Criminal Justice Association. At this point, almost 100,000 people would join this public organization, outnumbering the Chaos Insurgency in numbers, but not in strength.
This would start the Fall of the Chaos Insurgency, though, at the very beginning of 2019.
