Special Containment Procedures: SCP-XXXX is to be store in a medium-security storage locker in Site-19 when not in use for testing. Personnel wishing to test with SCP-XXXX must get approval from two level 3 research personnel.
Description: SCP-XXXX is a rolled up newspaper held together by a single rubber band. The names of publisher had been marked out with a black-felt tip marker, making it impossible to verify to which company SCP-XXXX originally belonged to. The year of publication has been dated: July 17, 1972. Aside from a small tear on the upper-portion on one of the articles, the object seems to be in good condition. SCP-XXXX is also indestructible, all attempts to damage or unroll the newspaper have proven to be unsuccessful.
When a subject wields SCP-XXXX and hits another individual with it (hereby referred to as the victim), the victim will instantly develop an extreme and irrational fear or aversion to the subject ‘punishing’ them through the use of SCP-XXXX. This effect is not dependent on direct skin contact, as multiple layers of protective materials has failed to inhibit the anomaly.
In this state, the victim will either attempt to flee or be submissive and accept any demands the subject asks without question.1 However, there have been cases to where a small portion of victims are able to resist and overcome SCP-XXXX effects, abet in extreme reluctance (See Test 08 for more details). This fear will continue to persist after the subject and/or SCP-XXXX leave the vicinity of the victim. Application of amnestics are effective in reverting the victim into a neutral state. The Subject who wields SCP-XXXX and hit themselves with the item are immune as well.
Due to the functions of the anomaly and how it could be used in the extraction of information, a plan to utilize SCP-XXXX in interrogation is pending.

Discovery: SCP-XXXX was first encountered in San Juan Capistrano, California on the night of 5/5/17, when a member of the Orange County’s Sheriff’s Department was pulling over a pickup truck for a broken tail light. As the sheriff was in the process of writing POI-XXXX a ticket, POI-XXXX jumped out of the vehicle and assaulted the sheriff with SCP-XXXX. The Sheriff entered a submissive state and begged POI-XXXX to cease attacking and surrendered his firearm as a form of appeasement. POI-XXXX pocketed the gun and threatened the sheriff body-harm if he didn’t ‘choke to death on donuts.’
The Foundation became involved shortly after the death of the sheriff using the footage from the dash cam as a basis for investigation. Due to abnormal lighting conditions and poor quality of the video, the identity of POI-XXXX wasn’t able to be discerned at that time. A check was made on the license plate, but it was found to be fake.
SCP-XXXX later resurfaced on 7/19/17 in an alleyway in Irvine, California. A security camera belonging to a Foundation-owned company recorded footage of Eric Willows, an owner of a local gym, carrying groceries when he was approached by POI-XXXX with his facial features covered with the use of a bandana and shades.
Shortly after the footage was reviewed by the Foundation, the investigation into SCP-XXXX recommenced and Eric Willows was brought in for questioning. Willows was hesitant and unwillingly to divulge any information on POI-XXXX. As a result, Willows was a Class-B amnestic and was later interviewed again on the pretense of a police investigation. It was then when he revealed the identity of POI-XXXX was Terry Philips.5
Willows divulged that he and POI-XXXX were formally friends, and that he was also aware that POI-XXXX was a victim of child abuse. Willows gave a POI-XXXX a position in his establishment in an effort to support him but was forced to terminate his contract after he assaulted a female customer.6 Willows then wrote down the address of POI-XXXX and told the undercover agent to ‘make sure he doesn’t hurt anyone else.’
The location was identified, a house on the outskirts of ██████ and was raided by Foundation operatives. Notable items that were retrieved were:
- 12 used syringes
- A Glock 22 handgun
- One live American bulldog (malnourished)
- A family photo (torn)
- A teddy bear covered in sexual fluid7
- Countless empty beer cans
POI-XXXX and SCP-XXXX were found two miles away from the house. The teeth and claw marks on body indicated that a wild bear was responsible. A mobile phone belonging to POI-XXXX was recovered near the scene, the following was captured on the device.
