Special Containment Procedures: Due to the anomalous behavior appearing in the center of a populated area; the town of Ricksaw, Ohio is to be considered under strict surveillance and study. For proper monitoring: all four (4) roads including one (1) highway exit leading out of town are to have limited traffic going in and out of the area. Personnel monitoring the traffic must take the guise of highway construction workers repairing specified roads.

Population monitoring is also in effect for the residents of the town, as of the writing of this document, the population of the town is one-thousand, one hundred and seventy-two (1,172) people. Recordings of the population are important for the documentation of extra anomalous behavior, as well as to limit the spread of SCP-XXXX to as few individuals as possible. Along with this, CCTV cameras footage around town is to be confiscated and reviewed on a daily basis.

At all times must there be at least twenty (20) personnel monitoring all phone calls and texts leaving and entering the area. Due to the shortage of personnel compared to the size of the town, calls will take precedence over calls unless under extraordinary circumstances. All personnel before and after their shifts must undergo standard psychological testing, and any changes in behavior are to be logged and sent directly to site manager, Dr. █████. In the event that a personnel undergoes significant or consistent personality shifts, said personnel is to be removed from the site and be testing with more rigorous psychological testing.

It is at the request of the project lead that more personnel should be moved to monitor SCP-XXXX for call monitoring.

Due to the early nature of this created document, upon future creations or iterations or documentation for SCP-XXXX, data that will be omitted from future documentation should not be initially erased, but stroked through like so. Also, revisions to erased data will written in a different color to make it distinguishable from the original document. These restrictions do not apply to extra information to be added into the document, such as exploration and testing logs, or when extra details about the object are necessary to be added.

Description: SCP-XXXX is a behavior observed in the town of Ricksaw, Ohio, based on characteristic changes made over telecommunication devices. This behavior seems to occur in all types of tested phones, and does not discriminate between cell carriers nor phone manufacturers. Said behavior is both present both when individuals are calling or texting, however does not occur when individuals message each other over internet services.

SCP-XXXX's behavior manifests when any individual within the town makes a phone call or sends a text to another individual, hereby referred to as SCP-XXXX-A. SCP-XXXX-A's behavior is only observed when receiving the phone call, as the properties do not seem to manifest in the individual who makes the call. SCP-XXXX-A occurrences are not limited to those within the town, and appear to have not geographical restrictions. However, the behavior can only be triggered when an individual within the town's boundaries make a call.

When an individual within the town makes a call, the recipient of the call becomes SCP-XXXX-A only for the duration of the call, as the behavior seems to end when individuals hang up. The anomalous behavior in the recipient manifests as a mildly subdued personality, compared to the recipients actual personality. Individuals prone to rage, joy, or other radical emotional state will never display the extreme ends of those emotions, and instead only respond in subdued manners. This behavior doesn't appear to have a lasting effect, as individuals appear not to go under and significant personality changes when talked to after receiving a phone call. SCP-XXXX-A occurrences have no recollection of their anomalous behavior, and otherwise display confusion when presented with their abnormal behavior.

Attempts at recording phone calls under the influence of SCP-XXXX initially leads to just the production of static, but eventually recordings do appear to clean themselves up after varying amounts of time, loosely correlated with the length of the call. Because of this, phone calls cannot be listened to while they are in progress, but instead must be listened to a certain amount of time after recording. This behavior does not manifest for text messages.

To learn more about SCP-XXXX, MTF units will be dispatched into the town for simple recording of information and more in-depth interviewing of individuals within town with the goal of finding the source of the anomalous behavior.
