SCP-4064 as found prior to containment by retrieval teams

Special Containment Procedures: SCP-4064 is to be stored in a climate-controlled, fireproof, hermetically sealed vault. Temperature and relative humidity must be monitored, and should not be permitted to exceed 10°c and 10%, respectively. The containment vault must be equipped with an incendiary device capable of raising and sustaining a temperature exceeding 365° within the containment for no less than 30 minutes.
SCP-4064 should under no circumstances be allowed to come into contact with any quantity of water.
If recorded temperature and/or humidity exceeds established parameters, the Site Director must be immediately notified. If the SD determines that there is danger of a containment breach, the incendiary device is to be activated.
Environment monitoring will be performed by a Class C Containment Specialist with level 2 clearance or higher. Access to SCP-4064 is restricted to the Site Director only, with written authorization from at least 2 O5 level personnel.
Update: Further testing of SCP-4064 using living subjects is prohibited without prior approval from the Ethics Committee.
Description: Object SCP-4064 appears in every respect to be an ordinary glass bottle containing a liquid that under subjective observation appears identical to vodka. The label on the bottle indicates the contents to be Vodka, manufactured by ███████.
The bottle (SCP-XXXX-1) itself contains no anomalous properties. SCP-4064 and associated containment procedures pertain to the liquid it contains.
The liquid has all the regular properties usually associated with a 55% ethanol solution, including its physiological effects on an organism when imbibed. Chemical analysis has thus far been unable to distinguish SCP-4064 from ordinary Vodka.
The anomalous property of this liquid is a capacity for self-replication. It will convert any volume of water it interacts with into more liquid with properties identical to SCP-4064. This process also occurs within both living and deceased organisms.
The substance itself appears to be combustible at rates consistent with ethanol in solution, albeit with somewhat more variable flash point (23°c-25°c). Testing confirms that combustion destroys the substance and neutralizes its replicative properties.
SCP-4064 was originally found within a fire safe in the wreckage of a home in █████████, Crimea. This building had apparently been destroyed by an incendiary attack. Witness accounts reported that the object was looted after the previous owner was killed during the events that destroyed the building. Those individuals subsequently died, apparently after consuming SCP-4064. The cadavers were discovered partially liquefied. Residents reported this to local authorities, at which point SCP was alerted. MTF Epsilon-6 was then deployed to the location.
The surviving associated residents were terminated and the location was decontaminated with high-yield incendiary weapons. Operational secrecy was achieved via planted media reports blaming the incident on paramilitary groups aligned with the ███████ ██████████.

SCP-4064 Human Subject Analysis Test Alpha - 201█/08/██
Subject: D-Class operative <DATA EXPUNGED>, henceforth designated SBJ-4064-01
Procedure: Subject will orally consume 5ml of SCP-4064. Subject's blood alcohol content (BAC) will then be monitored at 30 minute intervals until cessation of the test.

Analysis:
…rate of intoxication increased at unpredictable levels while subject was alive. The alcohol content of the cadaver's tissues then increased along a regular exponential curve until cessation of the experiment.

I'm glad this has been wrapped up. The EC people are furious over this. They've raised complaints all the way to the O-level. They are asserting that testing procedures were unnecessarily cruel. One of them even made the accusation that SBJ-4064-01 was tortured.
I've been doing my best to keep your toes out of the coals in the wake of this, but you're going to need to tread softly for awhile.

We were cruel? What about the subject's victims? The audio logs from the test alone could lead to at least a dozen unsolved rape/murder cases being concluded. It's too bad that data will have to be expunged. He even described what he did with the various parts after dismembering ████████. As far as I'm concerned his end was more merciful than he deserved. Besides, the neurological data showed the physical discomfort of the subject to be entirely psychosomatic. He did it to himself.

It is fortunate that SCP-4064 appears to be relatively easily contained. The implications of what would happen if it were to be exposed to a groundwater supply, or one of the world's oceans, are potentially horrific. I strongly recommend we err on the side of caution with containment procedures, and be prepared to destroy it.
I'm not kidding, Director. This stuff is basically the Russian version of Grey Goo.
Addendum: SCP-4064's properties have some cursory similarity to those of SCP-009. While initial analysis remains inconclusive, cross-testing may yield useful data.
