Rationale: With reference to the Broken Masquerade scenario, and acknowledging the massively heightened scrutiny of Foundation activity, noting with alarm staff and especially civilian casualties, and acknowledging the threat to Foundation hegemony, the Anomalous Utilisation Department is herewith established. Shortform; AUD.

In regards to the controversial nature of this department, the AUD will exist initially limited to the Western United States as a form of probation - subject to annual review. Depending on the success or failure of this department, it will be expanded, restructured, or discontinued.

Mandate: The Anomalous Utilisation Department will be mandated to make use of any SCP entities, so long as this does not unreasonably endanger staff or civilians and provides a measurable benefit. The AUD is to prioritise; first, the safety of the general public from Foundation SCPs, second, the safety of Foundation staff from AUD related SCPs, third, the safety of Foundation staff generally, and last, an increase in the fiscal efficiency of the Foundation1.

Responsibilities and Powers: The Anomalous Utilisation Department will herewith maintain nominal jurisdiction over all Thaumiel class entities2 in the Western United States. This is intended to make the AUD a consolidated oversight body for these projects. Thaumiels will not be considered 'AUD projects' by default. The AUD will operate primarily parallel to regular site staff and command, but will not be entirely separate from them. Broadly the AUD may request access to any SCP, this request is then negotiated with the project lead. Decisions by project leads may not be overridden by any member of AUD, including the review committee, but may be appealed to higher authorities3 including in extreme cases the O5 council. When the AUD fully take over a project, meaning there is no-non AUD staff involved in any leadership capacity, it will be considered an 'AUD project'. AUD projects are given the same discretionary structure as when the AUD request access to an SCP, in reverse, with the O5 council again the highest authority for appeals. It is important to note most AUD project SCPs are not Thaumiel class. Details can be found in article three of the attached information.

The AUD will continue to maintain exclusive jurisdiction over any equipment it produces, unless otherwise authorised by at least one O5, or if in perpetuity by an O5 council vote. To this end, the AUD will maintain its own MTF. This MTF will be drawn from regular MTFs with selection based primarily on loyalty and intelligence. Further, when working in a site, a portion of that site's security will be recruited as temporary AUD security, after their assignment they will either be permanently inducted into the AUD or amnesticzied. Temporary AUD security continue to fulfil their regular roles, but are alerted to the presence and basic details of the AUD so they can protect the projects and secrecy of the AUD. To ensure the secrecy of AUD research, the AUD will maintain a parallel research body, sourced from the wider SCP Foundation. All members of the AUD and AUD associated units will be given suitable cover stories.

The AUD will lastly be tasked with an advisory role. Previously, the designation of new and pending Thaumiel class entities was at the discretion of the records department and individual researchers - while many AUD utilised SCPs will by nature not be considered Thaumiel class entities, the AUD henceforth is given the partial power to administer SCP reclassifications to Thaumiel class. Hence, AUD will maintain a direct liaison with RAISA and the records department. Any researcher may appeal a reclassification to the AUD, though this will usually be done unknowingly via a request to RAISA or the records department.
