SCP containment measures: SCP XXXX must be left with "The Free state of site 42" unless approved by the prime minister of "The free state of site 42" and the 05 council
SCP XXXX is a petrified wooden gavel originally recovered from the dismantled state of (Censored) police academy. SCP XXXX is suspected to be original from 15th century in northern Italy but has switched hands from 1920-2002 at least five times. When SCP XXXX came to the foundations attention its suspected effect was to generate a lack of empathy for whomever uses it to sentence people to crimes because the state (Censored) Police academy executed seven people.
SCP XXXX was to be tested for a ten days period as approved by the ethics committee and was to be used when assigning new D-class to SCP's. the D-class assigning other D-class will not know what SCP's but only their class.
Experiment notes
The sentencer is D-class 536 a 26 year old, Caucasian male, sentence for multilple life sentences for running a medical insurance scam
Day 1: after assigning ten D-class the sentencer another D-class tried not to send other D-class to Keter or Euclid SCP's but instead assigned all of them to safe SCP's because he thought they meant not dangerous
Day 2: after informing him on how classes work he started assigning D-class to Euclid or safe but still wouldn't touch Keter since according to him "Thats even worse than what I originally thought it
was"
Day 3: D-class 536 today sentenced ten more D-class without alteration
Day 4: Today James assigned the D-class again apologized to the D-class and asked them more questions then the days before
Day 5: James before sentencing all the D-class He made a speech about solidarity and it was in all the researchers opinion pretty good then sentenced
Day 6: James before sentencing spoke another speech this time about asking for forgiveness from the D-class he was sentencing then sentenced the D-class normally, This day speech brought a tear to one of the researchers eyes
Day 7: James today before sentencing made religious accommodations for some of the religious D-class and made a speech about again asking for forgiveness and condemning the Foundation, the researchers found this speech to be another good speech in an accumulating number
Day 8: James today before sentencing made Religious accommodations the D-class were sentenced along without alteration from day 7 making a similar but different speech
Day 9: James today made religious accommodations, made a speech condemning the foundation before sentencing which was attended by the entire site cheering when He damed the Foundation to hell where they belong then sentenced the D-class normally
Day 10: Today the last day of the sentencing the entire site attended including letting the D-class out of their cells, with the whole site attending we had to move the court to a room that could accommodate the large attendance, today James made the best speech of all about the Foundation, me and the other researchers favorite part when he said "And they will one day go to hell from where they came" I got chills when he said that, after that he sentenced the D-class until the last one, he declared that no more of the Slaves of the foundation will be sent to the slaughter, and with a swift bang of the gavel lifted the sentences of all the D-class of site 42 declaring that the D-class and the Humanoid SCP's contained shall never be slaves again, Long live the Free state
The Site-Foundation conflict
The Experiment note where sent along with a "Declaration of Independence" sent and signed by Judge Tylor, Dr.Moor and Dr.White along side resignation letters of over two hundred Foundation personnel
A team of a hundred armed personnel armed with both small and large arms was sent to reclaim the site after four days of the declaration being sent.
This was the start of "The Site-Foundation conflict"
June 2nd, 2002: the armed personal arrive at the compromised site, the team attempts to blow a hole into a door until a collection of Former D-class and former personnel barrage the artillery with heavy sniper fire, the team had to be making a tactical retreat, Team casualties 19, Site casualties 2, the Site captured two of five mortars
June 4th, 2002: after a day of preparation the team attempted a second breach just to run into Site hill forts with machine guns mowing down Team members and sharpshooters hiding in the trees, they fought until the hill forts where destroyed with handheld anti-tank grenades, Team casualties 23, Site casualties 7, the team managed to destroy two two manned Hill forts and three sharp shooters but a majority of Team casualties where due to surprise factor and flanking from the sharp shooters
June 5th: the team made camp at the base of the hill and requested reinforcements but at night there was a failed raid attempted by the site, Team casualties 0, Site casualties 5, four where killed initially but the last one committed suicide before being taken in for questioning
June 7th: The team reinforcements of 250 came but was bombarded by Site artillery and the Camp was also bombarded, the reinforcements were forced to enter camp during night time on foot, Team casualties 47, site casualties 0,
June 8th: while the Team was fortifying the camp the Site conducted a raid using Molotov cocktails disrupting construction, Team casualties 3, site casualties 1, after the Site raiders attempted to run away one of them was shot in the back killing him
June 9th: The team requested support from an SCP, the 05 council denied on the grounds of "there is no dangerous SCP's within site 42 that warrant rash actions" on the same day a skirmish happened when one of the soldier went to the outhouse that was built, Team casualties 4, Site casualties 2, the Site killed the entire group that went to the outhouse but the group managed to kill two of the Site but it is not known how many of them were participating
June 10th: The Site attempted a massive assault but failed, the 05 council has authorized air supported after the raid concluded, Team casualties 24, Site casualties 62
June 11th: The team ordered an air strike using fire bombs on the Site but as the plane flew over it exploded and crashed sixty miles away from the site, The air Field suspects sabotage, Team casualties 1, Site casualties 0
June 13th: The Site made another attempt at a raid but was more successful forcing the team to retreat further in the forest because of a flanking maneuver, Team casualties 57, Site casualties 23,
June 15th: 05 council approves more reinforcements and sharpshooters attempt sniper fire on officers, Team casualties 3, Site casualties 1, The team managed to shoot the sharpshooter
June 16th: when reinforcements of 350 came up the hill they where fired at by hill forts built by the Site and had to make a tactical retreat, Team casualties 280, Site casualties 39
June 17th: as the rest of the reinforcements where trying to sneak into the new camp they where captured by Site Fighters and held hostage at the main Site
June 18th: as Team members scout the area they come across a log cabin that wasn't there the year before with the only notable thing about the cabin was a flag pole with an unidentified black and yellow flag with the symbol of the SCP Foundation being burned, there are residents that may or may not be away of the team
June 19th: a raid on the cabin found two Site members and A toddler and an infant, both are interrogated and the log cabin is where the new camp Is located
June 20th: despite the fact that the declaration was sent almost a month ago "The free state of Site 42" has apparently has existed since 1998 and they are "Simple Maple farmers" both admitting to be former D-class, a message is sent to the 05 council on the fate of the "Simple maple farmers" and their offspring
June 22nd: after a night patrol caught a D-class wondering during night time an investigation is down on the house and its found that there was a celler that was locked, the Male Maple farmer was forced to open the door he reveals that he helps Smuggle D-class from other sites, but refuses to say who's letting them go, it is suspected that the Maple farmer isn't the only group helping the escaped D-class
June 23rd: 05 council orders an advance with orders to capture and execute all D-class and former operatives after the Site is captured, the Team sent a scouting party and found a small town with twenty buildings with a similar architecture that wasn't their before the Free state existed
June 24th: an assault came from the direction of the town but many of the attackers where wearing fresh D-class Jumpsuits, the Team manages to drive them off but the Site Fighters inflict heavy casualties, Team casualties 45, Site casualties 23
June 26th: The Team preform an assault on the town and capture it with minimal casualties capturing 62 Site civilians, 13 of which are children under the age of two, after interrogations it is found out that during the years of 1998-2002 the Site gave falsified reports of both SCP XXXX and other things such as requesting more D-class and personnel on false pretenses, Team casualties 3, Site casualties 12, many of the Fighters seemed to be stationed there
June 27th: further up the road the Site sends an small army to attempt to recapture the town and are partly successful managing to capture halve the town before nightfall in which the fighting stops and the army request a parley, Team casualties 34, Site casualties 32
June 28th: the parley is met and the demand of the army is, the unoccupation of the town, release of over five hundred D-class and safe passage for former personnel, in exchange they are willing to trade the Team soldiers that were captured and multiple object SCP's, a message is sent to 05 council about the demands and the Fighters are interviewed about their view to understand SCP XXXX more
June 29th: 05 council rejects demands but doesn't address wether or not to respect the parley which the team does and it is known that the fighting will continue tomorrow
June 30th: The fighting starts in the mourning and both sides take heavy casualites but it is suspected that they got reinforcements the night before, Team casualties 65, Site casualties 67
July 1st: the team manage to break through the lines driving away the Site fighters but at a heavy cost, reinforcements are requested, Team casualties 34, Site casualties 23
July 2nd: 300 reinforcements are transported to the town and a base is set up, the Team makes the civilians build it, radio waves pick up a channel that plays patriotic music about the Free state and ads for politician which the Team deduces that Judge Taylor is the incumbent for prime minister and promises investment in industry while the opposition Dr.White advocates for harder tactics on the invaders,
July 4th: an extra 100 reinforcements come but suspiciously goes unnoticed by the free states, the radio plays a celebration of the first month being a "Free Nation", an ad for a maple syrup company within the Free state claiming "The Foundation hates this"
July 5th: an attempted march up the hill results in a few casualties as hill forts kill some of the team while the team manages to destroy two hill forts, Team casualties 43, Site casualties 6
July 6th: The march further up the mountain is attempted and is partly successful with only some sharpshooters taking pot shots, Team casualties 2, Site casualties 0
July 7th: the further march up the mountain is interrupted by a raid from a raiding party that was successful, the Team is driven back a bit until the raiding party retreats, Team casualties 47, Site casualties 5
July 8th: 05 council and the Ethics committee asked us to do a parley with the Site Fighters to "Prevent the foundation from wasting valuable resources on this" so a Parley was requested and granted by the Site Fighters
July 9th: similar demands were made by Site repusetitves, the first demand is for the Foundation is to respect the sovereignty of Site 42, to provide a path for D-class on Safe and Euclid SCP's and retiring personnel an option of moving to Site 42, The Team demanded all SCP's beside SCP XXXX to be returned to the foundation
July 11th: 05 council has approved the demands with adding another to ours, use Site 42 as SCP XXXX's containment in which the Site repusentitves agreed and the Conflict was officially concluded
Post Conflict relations
August 2002: after the Free state was demilitarized the treaty of Site 42 was drafted and signed with two new conditions, and SCP of any class besides SCP XXXX are not allowed within the state and The Free state of site 42 will purchase 10,000 acres of land and will pay 500,000 USD per year until paying off the land in 2052 which will give them room to grow
December 2002: The First and only Foundation Embassy is created at the Capital of Site 42
January 2003: The First new year celebration of an independant The Free state of site 42 and the Foundation embassy staff celebrates with the civilians
June 2003: a memorial made of carved smooth granite is created for the Site Fighters that fought and died for their independants
January 2004: The Embassy staff report no change in mentality determining that SCP XXXX does not have an effect unless used
May 2004: Site 42 is expanded, as the city decided to build a residential district and a school in anticipation of an upcoming youth
November 2004: the second Site 42 elections are and Judge Tylor's party wins 5 out of 10 seats while Dr.whites party wins 4 out of 10 seats and the last seat is won by an independent Dr.moor
October 2005: the first halloween is held since a majority of the children born in Site 42 are between the ages of 3-5 years old
August 2006: The first semester of the schools that were built in 2004 are currently accepting students with a curriculum similar to normal preschools and kindergartens
July 2007: The surrounding towns of Site 42 start having an annual festival around the battles that took place their reenacting the battles through plays for the children and having carnival like games
August 2007: Judge Tylor before the election founds the "Conservative party" and as a response Dr.white founds the "Liberal party" as Dr.moor founds the "Freedom party"
November 2008: the elections take place and the Conservative party lost 1 seat while the freedom party gained 1 seat, the transfer of power was quick and uneventful
December 2008: the parliament passes a verdict to accept 153 former D-class and Foundation personal unanimously and decided to have them found their own town in some of the inhabited land that Site 42 wants inhabited
January 2009: the ten year anniversary of Site 42 is celebrated along side New Years
April 2009: Easter is organized by Embassy personnel as per request of parliament and approved by two Foundation personnel with level four clearance
December 2009: Christmas is introduced to Site 42 by the citizens of Site 42 and the embassy has a Christmas party
July 2011: an explosion killing five civilians in an industrial accident causes the Parliament to propose a bill for regulation in which the conservative and liberal party vote on as the freedom party votes on the grounds of not giving the government too much power
June 2012: an ten year anniversary of the conflict and the Members of the former Team are invited to make amends but parliament is surprised to know that a majority have died trying to contain other SCP's but are still invited anyways
September 2015: the first high school class of 2019 and 2020 are enrolled with a curriculum of history, physical education using the wilderness, high school grade math, with electives of philosophy, SCP containment and creative writing
March 2016: The foundation makes a deal with Site 42 to hire the most well preforming students with the SCP containment elective as researchers
September 2017: a resort created by Site 42 civilians and the Foundation approved attendance of off duty Foundation researchers and staff
May 2018: a theory created by a researcher looking over the case file suspects that the more the gavel is used the more disconnected the society that formed Is to the outside world and further cooperation of Site 42 is because the Gavel was only used for ten days
December 2018: the Foundation has chosen 5 out of 20 In the SCP elective class they will hire after they graduate
June 2019: The first class of Site 42 graduates and is considered adults, and three of the five students accept the foundations job offer
September 2019: elections happen but seats don't change, some former Team soldiers settle in the towns they used to occupy after they retired and are welcomed by the community
December 2020: the parliament passed a bill allowing 500 former personnel and D-class to settle and are separated into multiple different townships for the still uninhabited land
January 2020: the economy has grown from 2,000,000 GDP to 7,000,000 GDP and second Soldiers reunion is planned for June
