Special Containment Procedures: SCP-4030 is currently being contained in Provisional Site 11-8B at ████ ████, ███████████, where it was first discovered by civilians. No fewer than 5 Class C personnel are to be stationed in the site to ensure that civilians do not enter SCP-4030. (If they do, please consult Addendum 4030-1).

While SCP remains dormant and has not been seen to be especially dangerous, regular checks in the SCP must be carried out by Class D Personnel to ensure that it does not pose a direct threat to civilians or the Foundation. All Class D Personnel must take note that they are not allowed to spend an extended period of time inside the SCP-4030. The maximum time limit allowed inside the SCP is 1 hour 15 minutes. (If any personnel is inside SCP-4030 for more than the allowed duration, refer to Addendum 4030-1)

Description: SCP-4030 is an abandoned warehouse in ████ ████, ████ ████, and measures 67x81x50 m. However, unlike the ordinary warehouses that civilians commonly use, SCP-4030 is completely devoid of any windows. The exterior of SCP-4030 only contains one rusted copper door, along with a large white banner hung over the door with the word "Utopia" written on it.

The setting inside SCP-4030 closely resembles an ordinary neighbourhood, with houses, streets, and the backdrop of a sunny, cloudless sky to complete the setting. However, extensive research by Personnel inside the 'neighbourhood' has revealed that, unlike ordinary bricks or concrete or other materials that are commonly used to make the aforementioned houses, streets and sky in an ordinary neighbourhoood, the materials that are used to make the 'neighbourhood' inside SCP-4030 are composed of a mixture of rubber, latex and plastic, which is used to create the illusion of the 'neighbourhood' looking real to civilians when they first enter SCP-4030.

It has been confirmed by Personnel that while SCP-4030 resembles a neighbourhood that civilians would live in, it lacks the resources and neccessities that an ordinary human being would require in order to survive. Any 'necessities' found stored in the houses in the neighbourhood has been deemed unsafe for human consumption, as they have been found to be comprised of the same material used to make up the houses in the 'neighbourhood'.

It has been observed that if civilians or Personnel unknowingly spend a long duration of time inside SCP-4030, they would go though various stages of hallucinations (See Addendum 4030-1 for details), which comprise of them imagining that the 'neighbourhood' is real and that they had to be 'perfect', before their minds eventually deteriorate and they are severely mentally damaged as a result. They are subsequently referred to as SCP-4030-1, and must be quarantined in Site 06-3. While some of the SCP-4030-1 can still retain basic human functions such as talking or eating, most of them have lost the function to think as a rational being and are considered incredibly dangerous as a result. Personnel guarding the SCP-4030-1 must therefore ensure that SCP-4030-1 do not leave their quarantine cells.

We are still unsure how civilians are motivated to get inside SCP-4030. SCP-4030 is able to create advertisements falsely claiming to civilians that by entering SCP, they are participating in an experiment organised by a Dr. Rider (See Addendum 4030-2), and that upon completion of the experiment, which it claims as 'safe', they can get US$10001 in cash. Many SCP-4030-1 have claimed that they had entered SCP-4030 because of that advertisement (See Interview 4030-A), and as a result, personnel are to ensure that any and all advertisements created by SCP-4030 to attract civilians must be quickly removed and stored away from civilian eyes.

Addendum 4030-1: This table has been created to help Personnel identify the stages of hallucinations a person will go through inside SCP-4030 before they turn into SCP-4030-1. When a person reaches Stage 5, they are immediately considered SCP-4030-1 and must be immediately transferred to Site 06-3.

Note: Different subjects will reach the stages at different times depending on their ability to distinguish reality from illusion, but all subjects eventually reach Stage 5 by the end of 72 hours.

Addendum 4030-2

Incident 4030-Alpha:

While on a research mission to determine the time needed for a subject to reach the stages, Agent Dave Edison forgot to bring along other personnel, or inform other personnel about the mission he was undertaking. When he was eventually recovered from SCP after 78 hours, he promptly began to [DATA EXPUNGED] off of Agent Phillip Heywood, and continued to [DATA EXPUNGED] until he was eventually sedated by 3 Tactical Response Officers and transferred to Site 06-3.

Interview 4030-A:
