Special Containment Procedures: All personnel are advised not to trust SCP-4861's agents under any circumstances. In the case that any one of SCP-4861's agents is sighted in Site-198, all personnel are to report it to the SCP-4861 Investigative Team through the Site Emergency Hotline: 1800-118-4861.
In the report, personnel should include the location of the SCP-XXXX agent, and the name of the researcher it is stalking. Following the report, they are to closely monitor the SCP-4861 agent for any sudden developments until operatives from MTF Epsilon-11 ('Nine-Tailed Fox') arrive on the scene to contain the SCP-4861 agent. Should the SCP-4861 agent or the researcher disappear from their view by that time, they are expected to recall the last action they saw the SCP-4861 agent doing.
Any captured SCP-4861 agents are to be contained in Containment Cell Block D in Site-198, or any other available Containment Cells where they would be unable to access their utility belts or use their equipment. Access to the Containment Cells will only be granted to Dr. Reese Martens, members of the SCP-4861 Investigative Team, and MTF Epsilon-11 operatives.
Special Containment Procedures Update: Following the Golden Falcon Incident (See Addendum 4861-D), all captured SCP-4861 agents are to be transferred out of Containment Cell Block D to Containment Site-675. Containment Site-675's coordinates and access protocol will only be given to members of MTF Beta-2 ('Dimension Police'), and must not be shared with any unauthorised personnel. The containment and interrogation of SCP-4861 agents will also be handled by MTF Beta-2 operatives.
All Foundation agents are to view SCP-4861 and Foundation-B as a threat to the Foundation, and must be prepared and ready to act should incidents like Golden Falcon occur again. This involves familliarisation with SCP-4861 agents' equipment and weapons.
Description: SCP-4861 is an anomalous hostile humanoid group identifying themselves as 'The Site-198 Authorities'. Members of this group are commonly identified by their attire, consisting of a grey jumpsuit with a Foundation logo and the words 'Site-198 Guard' printed on it, black pants with a utility belt attached to it, and a helmet closely resembling a spacesuit helmet. In spite of the Foundation logo on the jumpsuit, SCP-4861 is not affiliated with any Guard or MTF divisions in the Foundation, and none of SCP-4861’s agents are officially recognised as Foundation agents.
SCP-4861 agents are most commonly found at Site-198, where they are able to materialise to and dematerialise from at any point of time. Under this circumstance, containment of SCP-4861 agents is highly difficult.
As soon as an SCP-4861 agent materialises into the Site, it will immediately begin to stalk a researcher for a duration of more than 12 hours. Following the conclusion of this action, the SCP-4861 agent will approach the researcher in an isolated area, claiming to work for the Site-198 Authorities. It would then proclaim that the researcher has broken one of the Site Rules, and as a result, he/she is 'under arrest'. The agent will then grab the researcher and dematerialise along with the researcher approximately a few minutes after the proclamation.

Description Update 1: SCP-4861 agents are now confirmed to originate from Foundation-B, an alternate version of the Foundation in which the personnel are better funded and have access to more advanced technology. (Note: These observations are based on speculation on the Foundation's part based off of interviews conducted with SCP-4861 agents and equipment recovered from deceased SCP-4861 agents. As of now, no solid evidence has proven that Foundation-B exists.)
Addendum 4861-A: Arrests conducted by SCP-4861 agents
Researcher Arrested: Researcher Karl Redu
Date of Arrest: 17 July 1986, approximately 1230 hours
Location of Arrest: Sub-Level 20B, Site-198
Details: Researcher Redu was approached by an SCP-4861 agent at approximately 1229 hours. The agent proclaimed that Redu violated Article 98 of the Foundation Handbook, and that he was under arrest.
After Redu pointed out that there was no such Handbook in the Foundation itself, the agent forcefully held on to Redu, activated a device on its utility belt, and dematerialised along with Redu at approximately 1230 hours.
Researcher Arrested: Researcher Laura Barham
Date of Arrest: 4 September 1986, approximately 1543 hours
Location of Arrest: Sub-Level 34D, Site-198
Details: Researcher Barham was approached by 3 SCP-4861 agents at approximately 1540 hours. The agents proclaimed that Barham violated Article 23 of the Foundation Handbook, and that she was under arrest.
As the SCP-4861 agents advanced on Researcher Barham, Barham turned and ran towards the Site cafeteria, shouting for help. In response, one of the SCP-4861 agents pulled out a device from its utility belt and activated it, producing a flash that rendered Barham unconscious.
Following the flash, the agents forcefully held onto Barham's body and dematerialised along with her at approximately 1543 hours.
Researcher Arrested: Researcher Marcus Leriah
Date of Arrest: 23 Feburary 1987, approximately 0031 hours
Location of Arrest: Sub-Level 14A, Site-198
Background: Prior to the arrest, Researcher Leriah was accompanied by 2 members of MTF Epsilon-11 after he reported that he was being followed by someone. Both agents had been previously briefed of the other 2 arrests.
Details: Researcher Leriah was approached by 2 SCP-4861 agents at approximately 0025 hours. The agents proclaimed that Leriah violated Article 16 of the Foundation Handbook, and that he was under arrest.
Following the proclamation, Epsilon-11-4 warned the SCP-4861 agents that the Foundation was protecting Leriah, and that they were to stand down immediately. At the same time, Epsilon-11-3 drew out a pair of C-17 Humanoid Containment Cuffs and approached the SCP-4861 agents silently.
In response, one of the SCP-4861 agents turned around, drew out a baton-like object from its utility belt and struck Epsilon-11-3 on the head, knocking him unconscious. Subsequently, the other SCP-4861 agent forcefully held onto both the attacking SCP-4861 agent and Leriah, dematerialising before Epsilon-11-4 drew out his C-17 Cuffs at approximately 0031 hours.
End Note: Epsilon-11-3 suffered severe head trauma from the incident, and is currently still in a coma.

I trust that you have heard about the recent disappearances of researchers in the Site. The mysterious disappearances mean that there's a potential uncontained anomaly in the Site itself doing this.
As such, I am requesting the formation of an investigative team created for the sole purpose of countering this anomaly, with myself as the leader. The group's primary concerns would be to investigate these disappearances and, if possible, begin proper containment of the anomaly.
In the wake of such disappearances, a team is necessary to solve this problem. Please consider this request.

Foreword: Agent X-432 had been successfully contained in Site-198 following a failed attempt to arrest Researcher Reginald Keren and a subsequent failed attempt to dematerialise from the Site.

RM: Who are you?
X-432: (Garbled Muttering)
RM: You're currently in Foundation custody right now, following your attempt to kidnap Mr. Reginald Keren from the Site. If you can help us, I will guarantee that your containment period will be shortened. Now, I ask you again, who are you?
X-432: X-432. They call me X-432.
RM: Well, Mr. X-432, would you care to explain why you would kidnap Mr. Keren?
X-432: Mr. Keren is just a small detail in the bigger picture.
RM: And what is the bigger picture?
X-432: You’re not the only organisation that calls themselves the Foundation, you know.
RM: What are you implying? That you’re from another Foundation?
X-432: As you can see by the logo on my jumpsuit, you and I are a lot more alike than we think.
(Dr. Martens leaves the interrogation room for an hour)
RM: (After returning) So, you're us from another universe, who's been kidnapping researchers for whatever damn reason you have. Do I have that right?
X-432: I told you, the researchers are only small details. A distraction, if you call it. We have a bigger picture ahead of us. We have a goal to look forward to.
RM: And what is your goal exactly?
X-432: An opportunity to go further than we have ever been before, and that means getting rid of any obstacles in the way.

Addendum 4861-C: Extract from 'Foundation Dossier 1543: Foundation-B weapons and equipment'
P-17 Paralyser
Appearance: A long, cylindrical device. Can be manually removed from the utility belt.
Function: Device is capable of emitting a flash that, when seen by a living creature, is capable of temporarily disabling that creature's motor functions, rendering it immobile. The flash's effect will be effective at a range of 20 m, and can last up to three days.
Note: In the Golden Falcon Incident, the Foundation-B agents were not immobilised by the Paralyser's flash. Therefore, there is a possibility that it only affects non-Foundation-B agents.
T-15 Transporter
Appearance: A metallic box with a red button to its side. It is fixed to the utility belt and cannot be manually removed from it.
Function: While the Transporter's function has not been accurately determined with sufficient evidence, it is presumed to be how Foundation-B agents are able to manipulate space and time to get to the Foundation's reality.
Note: Foundation researchers are currently unable to operate the device, bringing forward the possibility that the Transporter only works with the Foundation-B agent assigned to use it.
AC-23 Rifle
Appearance: A rifle bearing a similar appearance to an AK-47, and the Foundation's AF-13.
Function: The rifle operates like an ordinary rifle,but it fires concentrated plasma bursts capable of breaking through concrete and brick in place of ordinary bullets.
Note: Research is currently underway in trying to replicate the function of the AC-23 for it to be utilised for Foundation use.
Addendum 4861-D: GOLDEN FALCON INCIDENT
GOLDEN FALCON INCIDENT

Incident Date and Time: 21 January 1988, approximately 1356 hours to 1525 hours
Incident Log:
{21/01/88, 1356 hours}: Two Foundation-B agents materialise on Site-198 premises on Sub-Level 7A.
{21/01/88, 1358 hours}: Three more Foundation-B agents materialise on Site-198 premises on Sub-Level 2B, meeting up with the other 2 agents.
{21/01/88, 1402 hours}: The five Foundation-B agents enter the Site cafeteria and begin to fire at the researchers, killing 10 researchers. MTF Epsilon-11 is notified of the attack and is mobilised to Site-198 immediately.
{21/01/88, 1405 hours}: MTF Epsilon-11 operatives arrive and engage the five Foundation-B agents in the cafeteria, killing one agent.
{21/01/88, 1407 hours}: One of the Foundation-B agents pulls out the P-17 Paralyser from its utility belt and activates it. The device produces a flash that immobilises the 7 Epsilon-11 operatives in the cafeteria.
{21/01/88, 1408 hours}: The Foundation-B agents kill the immobilised Epsilon-11 operatives. Site-198 goes into lockdown mode.
{21/01/88, 1410 hours}: The Foundation-B agents leave the cafeteria and start moving towards the SCP-4861 Investigative Team Main Office.
{21/01/88, 1415 hours}: The Foundation-B agents reach the SCP-4861 Investigative Team Main Office, killing 17 members of the Investigative Team. The remaining members of the Investigative Team engage the Foundation-B agents. A further 8 members of the Investigative Team are killed along with another Foundation-B agent.
{21/01/88, 1430 hours}: The Foundation-B agents reach Dr. Reese Martens' office. Dr. Martens engages the agents and is severely wounded in the engagement.
{21/01/88, 1445 hours}: The Foundation-B agents leave Dr. Martens' office and start moving towards Containment Cell Block D.
{21/01/88, 1503 hours}: The Foundation-B agents reach Containment Cell Block D and are engaged by Containment Cell Guards and Epsilon-11 operatives. In the engagement, all 6 captured Foundation-B agents in the Cell Block are killed.
{21/01/88, 1515 hours}: The engagement in Containment Cell Block D ends, with 2 Foundation-B agents and 5 Epsilon-11 operatives killed.
{21/01/88, 1523 hours}: The last Foundation-B agent leaves the Cell Block and starts moving to the Site-198 Researcher Offices. Epsilon-11 operatives pursue the agent.
{21/01/88, 1525 hours}: The last Foundation-B agent is mortally wounded by Epsilon-11 operatives. As the agent is cornered, he activates a device on his utility belt, producing an explosion destroying 10% of Site-198 and killing itself, along with an estimated 90 Foundation personnel.
Addendum: The deceased Foundation-B agents have been kept in Storeroom 17A, and their equipment that were used in the incident have been sent for research in the hopes of repurposing it for Foundation use. The deceased Foundation agents have been buried in an undisclosed location, and all surviving Site-198 staff have been transferred to a temporary Site while Site-198 is being rebuilt.
NOTE:
Foundation-B is a threat to the Foundation. The Golden Falcon Incident proves it. They must be stopped at all costs.
The O5 Council has authorised us to create a new Mobile Task Force to counter the threat of interdimensional threats like Foundation-B.
With the new MTF, the Foundation will find a way to stop Foundation-B from inflicting more damage.
