Name: LISE
Class: Information Security
Handling and Usage Instructions: The LISE agent is embedded in all documentation referencing the Foundation and anomalous phenomenon. The underlying informational matrices are distributed as widely as particularly in media organizations and amongst GOIs in order to strengthen the veil. Foundation staff are inoculated against LISE as part of their orientation process.
Effects: Individuals exposed to the LISE agent become convinced that documents containing LISE are untrue. Exposed subjects create varying explanations as to why the materials are untrue. Common explanations include reports made in error, hoaxes, misdirection, or intentional works of fiction. Affected individuals respond with irritation and dismiss all further evidence the Foundation and anomalous phenomenon are real, regardless of the evident strength of such evidence.
Development: The LISE agent was developed as an alternative to increasingly routine mass amnestic use following |REDACTED| security breaches. The LISE agent is derived from QUESTION and EVERYTHING.
Addendum: While Foundation personnel are inoculated against this agent, the counter-memetics are not effective for all personnel. The current loss rate of Foundation personnel exposed to the LISE agent is 0.09%. The severe cognitive dissonance required to reconcile the belief that all Foundation documents and materials are untrue while being embedded in the Foundation results in paranoia and dissociative symptoms often culminating in psychotic breaks. In such cases class F Amnestics are effective in eliminating the symptoms for 38.2% of affected Foundation employees, and are approved for use followed by re-integration into the general population.
Name: PRIME
Class: Defensive Counter-memetics Foundation Loyalty Conditioning
Handling and Usage Instructions: Select All Foundation staff
working in facilities containing memetic anomalies are to receive the PRIME counter-memetic array.
PRIME ensures staff productivity, retention, psychiatric stability and unquestioning loyalty to the Foundation.
Effects: The PRIME array of countermemetics inoculate Foundation staff from many known compulsive memetics and cognitohazards. It delays the effects of several more powerful memetic agents, and has been shown to benefit Foundation personnel in the field when encountering memetic and mind-affecting anomalies.
It also keeps watchful eyes from seeing what they do not need to know.
Development: The PRIME array of countermemetics are continually under development since the inception of the
Memetics and Infohazards Division. Counter-memetic agents have been developed largely through reverse engineering of memetic anomalies in the Foundation's possession. The most recent array(ver 10.2.3) has decreased loss of Foundation staff to memetic anomalies by 43% compared with civilian populations.
Staff turnover/nervous collapse has decreased 31%, productivity has improved 13% and volitional retirements decreased by 65%. The Memetics and Infohazards Division remains respected and uninspected.
Name: MAIS
Class: Incapacitation/Training
Handling and Usage Instructions: The MAIS agent is to be used in high security areas where capture of unauthorized individuals is prioritized over termination.
Effects: Individuals affected by the MAIS agent become catatonic. For 97.2% of individuals exposed the catatonia may only be reversed with amnestics, although there appears to be a moderate decrease in performance IQ after exposure as well as lowered seizure threshold. However, 2.8% of exposed individuals ceased displaying catatonic symptoms without aid. Follow-up studies determined these individuals possessed high levels of natural resistance to memetic agents, as well as a natural facility in research of memetic anomalies. The duration of the catatonic stupor among these individuals varies with the longest duration at twenty-three hours, and the record for fastest symptom remission three minutes held by current Memetics and Infohazards Division director Dr. Janice Milgram.
Development: The MAIS agent was one of the first memetic agents to be successfully created wholly through the efforts of Foundation memeticists. While due to the insufficient security protocols used at that time, several of the developers were exposed to the agent, all members of the research team recovered within a week. The mechanism MAIS uses appears to allow subjects more direct access to a localized memeplex which Foundation memeticists have contained apart from the broader noosphere. It was originally developed for memetic incubation and quarantine. Its uses include development, upgrading and negotiation with memetic agents.
Addendum: The request to use the MAIS for screening and training by the Memetics and Infohazards Division is rejected under review. MAIS is a standard part of memeticist training.
Name: AZFXE8
Class: Incapacitation/Termination
Handling and Usage Instructions: Individuals predisposed to panic attacks, respiratory illness, and seizures are particularly susceptible to the effects of this agent. Staff with any of these conditions are prohibited from accessing areas utilizing this defense regardless of clearance levels or protective measures used.
Effects: The AZFXE8 agent has been effective at incapacitating 98% of subjects exposed, with an 89% expiration rate from asphyxiation, although the asphyxiation may be delayed with an artificial respirator.
Development: AZFXE8 has been in continual development as a backup for the Berryman-Langford kill agent, and has been deployed during periods when it has been suspended for revisions. Testing with D-Class in lieu of or as a means of termination has been authorized.
Name: BRAKE
Class: Incapacitation/Termination
Handling and Usage Instructions: Foundation staff with any implanted devices, including Foundation issue technology, may not access this memetic agent.Foundation personnel unaware of their implants are not to be assigned to areas where the BRAKE agent is in use.
Effects: Perception of the BRAKE agent interferes with the successful communication between a human body and technological implants resulting in a partial to complete rejection of all implants. Field use has resulted in injuries, disfigurement and death depending on the nature of the implant(s).For the ██% of Foundation personnel with subdermal and subcortical Foundation implants the BRAKE agent renders them inoperative.
Development: The BRAKE agent was initially developed to combat Group of Interest-004, "The Church of the Broken God". The agent has been found to be effective for most technological implants.All staff level 3 and above are forbidden from exposure.
The initial high success rate of the agent lead to testing as a possible treatment for SCP-217 infection. Initial brief exposure to the agent inhibited the progress of infection. Exposure for several hours appeared to halt it completely. Cessation of the course of infection appeared to occur for up to a week in test trials. However these periods were followed by a resurgence of the infection leading to a complete conversion over the course of 48 hours, in every test conducted. In addition two Foundation laboratory technicians were infected with the more rapid acting SCP-217 strain despite no detectable breach of quarantine. Since this incident all further cross testing has been suspended. We will not increase the virulence of anomalous infections again.
Addendum: The "Church of Maxwellism" (GOI-004C) members appear to have developed an immunity to the BRAKE agent. In response, the BRAKE memetic agent is continuously updated (current ver 3.2.2).
Name: CTE Defensive Memetic Agent Against Reality Benders
Class: Termination
Handling and Usage Instructions: Staff members with anomalous properties may not access this agent or areas where this agent is utilized.
Effects: The CTE memetic agent is presumed to be effective against reality benders and anomalous beings with similar properties. Due to the lack of data on the agent's use, the effectiveness and limitations of this defense are unknown.
When viewed by individuals or entities without reality bending properties CTE agents produce a slight increase in blood pressure, which is extinguished with continued exposure. The minimal risk for non-reality bending individuals makes the use of CTE agents extremely practical. In the many areas where Scranton-Reality Anchors are unavailable, use of CTE should be standard procedure.
Development: Although records are incomplete the CTE Memetic Agent was developed in 1984 by Doctors Milgram and NoTelling. It is assumed that due to the urgent need for defensive measures effective against reality bending entities they were put into widespread use immediately. While continued development and testing were expected to be conducted with field use, there are no recorded successful or unsuccessful utilizations of the CTE agent between their adoption in 1984 and 1999. Following a security audit in which they were found to be superfluous due to their apparent lack of utilization they were removed from widespread use in 1999.
In 2006 a review of Foundation policies included a meta-analysis of reality bender incursions and containment breaches over the past 50 years. While records were at best incomplete due to the subject matter, there were highly significant decreases in security incidents, controlling for the increasing numbers of SCPs over time, in the 15 year span CTE measures were in use. In the resulting report, it was theorized CTE's effects were retroactive. The potential risk of unfavorable temporal shifts as a result of the agent's use are considered acceptable compared to the danger posed by uncontained reality bending entities.
Subsequently CTE defenses were reinstated in high security areas, after which security incident rates returned to previous levels.
Addendum: At present there are no documented incidents in which the CTE agent has been utilized, however this is an expected consequence of the presumed nature of the agent's mechanism. The lack of records may be an indication of success or an artifact of successful circumvention of the CTE agents.

Name: Kill Word
Class: Termination
Handling and Usage Instructions: Members of MTF Eta-11's Kikazaru Squad are the only Foundation staff allowed to access this file to facilitate approved implantation. Foundation employees implanted with kill words must complete both (1)trachea surgery to allow for the vocal range required to emit kill words, (2)hypno-memetic conditioning causing a fugue state which can be activated by a trigger phrase. The fugue state causes the auditory cortex to briefly limit communication with other brain areas allowing the sound of a kill word to be encoded, but not transmitted into conscious awareness. The trigger phrase, which is known to the Foundation employee, will cause them to enter the fugue state, repeat the kill word, and then return to normal consciousness in a span of minutes.
Effects: Humans exposed to Kill Words expire immediately from aneurisms. Subjects incapable of hearing are unaffected.
Development: Kill words were adapted by Dr. Langford for Foundation use from █████, initially as a replacement for suicide capsules. Dr. Langford was able to develop a surgical technique to accommodate the auditory range required. The development of a means of speaking the kill word without falling victim to it was developed in the subsequent decades after the loss of 128 D-Class and 19 researchers.
Addendum: The safety conditions developed to contain kill words to date have been 92.7% effective in preventing the death of the Foundation agents. While a dramatic improvement over the prior use of kill words as a last resort to escape capture, the high fatality rate limits the number of Foundation employees receiving implantation.

Name: Berryman-Langford Memetic Kill Agent
Class: Termination
Handling and Usage Instructions: This agent may be accessed only on order of the O5 council. Attempting to access this agent without proper clearance will result in immediate security response followed by interrogation and termination.
Effects: Immediate death from cardiac arrest. Immediate hallucinations followed by cardiac arrest and death.
Development: Originally developed in 1917 by Doctors Alan Berryman and Charles Langford, remembered in the Foundation as 'the fathers of memetics'. Progress had been stalled for some time, and at that point in the Foundation's history no other lethal cognitohazards had yet proved safely reproducible. Both doctors were known to experiment on themselves while monitoring their vital signs and brain activity with memetic agents thought to be safe. The key breakthrough was made when Dr. Berryman was killed in one such experiment as a result of an unrelated containment breach. The records from his death were used by Dr. Langford to reverse engineer the necessary stimulus to cause instantaneous death, with additional elements taken from |REDACTED| and |REDACTED|. Regrettably Dr. Langford was the first individual to be killed by this agent immediately upon its successful creation. Following an additional 17 casualties it was ultimately contained and cataloged by the founders of MTF Eta-10 ("See No Evil").
Addendum: While the original Berryman-Langford memetic agent had been successfully used in high security areas with a 100% termination rate, the delay until it took effect dramatically increased over time. Originally the Berryman-Langford Agent was instantaneously fatal, however the time to termination increased over five decades, with the last recorded event from the original agent taking over an hour after which time the subject was terminated by Foundation task force members. The underlying cause of these changes is unknown at this time. After a period of suspended use, the Berryman-Langford memetic agent was successfully updated with elements of Krupin and SCP-2111 derived cognitohazards to remain instantaneously lethal. The current iteration of the Berryman-Langford memetic agent is version 13.7.5, with updates occurring regularly once the time until lethality exceeds five minutes.

An alarming development has been ongoing in the past half century. The effectiveness of our memetic agents is consistently decreasing. Estimates regarding the useful life of the current memetic agents are impossible to provide, however new cognitohazardous agents are continually under development as replacements, as are corresponding countermeasures. While newer agents do not have the sustained potency as those originally developed by Drs. Berryman and Langford, they are expected to support the goals of the Foundation. The most important of these are avoiding XK and XC scenarios until such time as such measures will become irrelevant. The ongoing metamorphosis of the noosphere is being closely monitored and appears to be progressing within acceptable parameters at this time. While the noosphere's resistance to damage is encouraging progress towards resisting uncontained anomalous memetics, it leaves us with fewer tools.
Efforts to maintain the mental equilibrium of both Foundation and civilian populations remain successful, although requiring increasingly aggressive measures. The current use of mass amnesticizations in major population centers, taking direct control over local memespheres through |REDACTED| and |REDACTED| memetic agents as well as widespread use of subcortical implants amongst influential organizations including the Foundation has held the line.
Unfortunately our most useful tools grow weaker and weaker as the collective unconscious murmurs in its sleep. Strength must be gathered in numbers utilizing any memetic agents necessary, regardless of their origin.
