SAgents, or Sleeper Agents, is a project first introduced by O5 Personnel in 1998. The directive is simple, apply Class-A Amnestics and apply new memories of being loyal to the Foundation. This will make it easier to follow Foundation Protocol, and be a rat for Chaos Insurgency or Serpent's Hand. However, the Ethics Committee rejected the idea due to a recent breach caused by a rouge SAgent.

In 2001, Rouge SAgent "John" broke out of the Class D Cells, grabbed a dropped card, and ran. Along the way, he turned off the generator, allowing 049, 106, and a lot more SCPs to be freed. John was terminated following the breach by a 939 instance.
