Phenophobia: an aversion or hostility to, disdain for, or fear of the anomalous.

The Foundation is in a precarious situation: Site-19 has been recovered from the hands of General Bowe, Mobile Task Force Alpha-9 ("Last Hope") despite its recent interventions in favor of containment, is still seen with skepticism, and the policy of containment is at a crossroad between staying in the old ways, staying on the same place, or finding new alternatives, risking the stability built for centuries. While high-ranking members are worried about these problems, they've forgotten about the medium and low-ranking ones. Old scars haven't healed, resentment, fear, and hatred have risen after the downfall of Bowe, disappointment with the Foundation is common with the ranks - both of old and young blood. These people feel as strangers to those who lead the Foundation - they desire better for themselves, those they care about, and mankind as a whole.

Howard Jacobs, the recent Ethics Committee Liaison for Site-19, appointed after the death of the old one during the siege of Site-19, realizes that he's the most powerful person on the site - or at least, he should be. Truth is, Dr. Jacobs has worked for some time with the Foundation, and his worldview isn't so optimistic: he's seen the rampant corruption, the authoritarianism, and the in-fighting of his fellow men for how the anomalous should be handled. He's afraid that the anomalous will bring the downfall of the Foundation, bringing down humanity in its path - and he's determined to avoid it as much as possible.

Michael Meyer was transferred to the Research and Development Department about a decade ago - an old department that dates back to the start of the Foundation. In the last few decades, it has fallen from grace, forgotten by the rest of the more important departments. He's stuck in a position where the rest of R&D desires the return to the golden years, but being tucked in the past can build a new future? Michael doesn't think so, and he has a plan to bring his vision to life.

Elizabeth Franklin, or rather Widow Wallace, has spent her time working with the Containment Committee at Site-17 - she's been recognized for her relentless effectiveness at containing anomalies, and avoiding that they breach as much as possible, but not for the most virtuous reasons. Ever since the death of her husband and children because of anomalous, she has nothing but hatred inside of her against anomalies, swearing that she'll take revenge against every anomaly she encounters - by keeping them locked away forever, taking away their freedom as they took what she loved. That is until something unexpected happens. Will she let her hatred continue to flourish inside of her, or let go?
