Overview:
The Anomalous Investigation Initiative of the Collective Security Treaty Organization is a militaristic and espionage-based branch that is dedicated to the capture and concealment of any and all anomalous objects that are recovered or uncovered within the member nations of the CSTO. This includes, but is not limited to Russia, Armenia, Kazakhstan, Kyrgyzstan, Tajikistan, Belarus, and Uzbekistan. The AII-CSTO has been known to, however, operate in Iran, Iraq, Mongolia, Pakistan and several parts of Eastern Europe without permission from the governmental bodies of said countries.
The AII-CSTO is also deeply rooted within the religious views of Eastern Orthodox Christianity, and has been known to be openly hostile toward other Groups of Interest that are openly religious or cultistic in belief. However, the AII-CSTO has been on good terms with the SCP Foundation following the dissolution of the Soviet Union and the opening of diplomatic relations with other anomalous research groups in 1991.
As of January 7th, 1992, the centralized headquarters of the AII-CSTO is currently Saint Petersburg, Russia.
Mission Statement:
The AII-CSTO has a quad-fold mission statement, each signified by the star points of the CSTO logo.
Protection:
The AII-CSTO is dedicated to protect and defend not only the citizens of the member nations of the CSTO from anomalous interference, but also to defend the anomalous and paranormal against outside threats.
Collection:
The AII-CSTO is dedicated to collecting, categorizing, and keeping track of all anomalous items,events, and individuals. The AII-CSTO provides a numerical designation to each anomalous object/event/individual, as well as a 'danger class' and a 'concealment requirement class'.
Concealment:
The AII-CSTO strives to keep all knowledge of the paranormal / anomalous threats secret from the public populace of it's member nation's citizens, but also from outside intelligence and occult groups of interest.
Utilization:
The AII-CSTO is currently engaging in the practice of utilizing anomalous items/individuals for the 'greater good' of the member nations of the CSTO, including the utilization of anomalous objects in defense and concealment of other anomalous objects.
History:
AII-CSTO, under the name of the Red Sapphire Organization, or simply as "Красный сапфир" in Russian, was founded under Vladimir Lenin in 1923 following the dissolution of the Russian Monarchy and the Russian Revolution of 1917. Красный сапфир served little importance as a growing organization until 1936, and the brewing of the Seventh Occult War. As the Seventh Occult War began, the Red Sapphire Organization was merged into the Allied Occult Initiative as a response to the aggression of the Thule Society and the Ahnenerbe Obskurakorp. The Grand Director of the Red Sapphire Organization became the second Authority General of the Allied Occult Initiative to serve during the Seventh Occult War.
Following the end of the Second World War and the Seventh Occult War, the Global Occult Coalition was founded in place of the Allied Occult Initiative, and the Red Sapphire Organization once again became its own separate entity, due to the growing hostilities of the Cold War. During this time, The Red Sapphire Organization was openly hostile to both the Global Occult Coalition and the SCP Foundation. During this time, a small subsection of Red Sapphire researchers and administrative personnel defected from the Red Sapphire Organization for the Group of Interest known as GRU-P. During this time, both GRU-P and the Red Sapphire Organization were recognized under the Union of Soviet Socialist Republics, causing a period of severe competition. The Red Sapphire Organization unable to outperform until the dissolution of the Soviet Union, as the organization known as GRU-P's activities ceased.
Following the dissolution of the Soviet Union and the 'broken veil' of the SCP Foundation, the Red Sapphire Organization has an amicable-mutually beneficial diplomatic relationship with the SCP as the Foundation, going so far as to allow the SCP Foundation access to Anomalous Objects within it's border of operations. (See SCP-610 and SCP-006)
The Red Sapphire Organization was renamed to the The Anomalous Investigation Initiative of the Collective Security Treaty Organization in 2002, following the formation of the CSTO.
Operative Rankings:
The AII-CSTO is led by an Acting Grand Director / Authority General whose role is often cited to be similar to that of either the SCP-Foundation's Administrator or the Global Occult Coalition's Undersecretary General.
A small council board under the Grand Director is known to exist, but no reports of any administrative action from it has ever been notarized. It has been assumed that a representative from each member nation of the CSTO has a place on the council, as well as the Grand Director.
Relationships with other Organizations:
As of the 1992 Red-SCP Accord, the Red Sapphire Organization / AII-CSTO has been documented as an instrumental ally to the SCP Foundation, and a small-part benefactor of the SCP Foundation.
Oppositely, the AII-CSTO is considered by the Global Occult Coalition as a Hostile Organization, yet is recognized as an 'Occultist Superpower" in the clandestine world.
The Church of the Broken God is known to have a representative liaison to the AII-CSTO, but has been detained by the AII-CSTO as of August 12th, 2017.
