Special Containment Procedures: Due to logistical, diplomatic, and political blockades, SCP-9797 in unable to be contained. Should the need to intervene in the actions of GoI-299 arise, SCP-9797's containment should be considered a critical priority of Mobile Task Force Alpha-1 "Red Right Hand". SCP-9797's actions are to be monitored by planted Foundation agents within GoI-299. Foundation personnel have been advised against viewing SCP-9797 through the cognitohazard-counteracting SCRAMBLE goggles, however. (See Descriptive Documentation)
Description: SCP-9797 is a shape-shifting entity, capable of instantly transmogrifying it's physical form within approximately twelve (12) seconds. SCP-9797's transmogrification capabilities seem to align with a consistent 'baseline normalcy', meaning that SCP-9797 is incapable of transmogrifying itself outside of already existing species. SCP-9797 does, however, have the ability to transmogrify itself into an extinct species. This is exhibited by SCP-9797's preferred form as a Dire Wolf (Canis Dirus), which is an extinct subspecies of the canine family.

Although SCP-9797's many forms have been documented by the SCP Foundation, it is unknown if SCP-9797 is humanoid in origin. SCP-9797's 'humanoid form' has been noted to be a 6'6" Middle-Aged Caucasian Male of Russian Descent, denoted by members of GoI-299 as "Лидер", which translate roughly into "Leader". It should be noted that when SCP-9797 transmogrifies itself into a being of humanoid origin, SCP-9797 creates clothing along with it. It is unknown at this time whether the clothing that SCP-9797 creates is part of the Anomalous Object itself, or if it is capable of producing clothing on it's own during the process of it's transmogrification. SCP-9797 has been noted to lack any form of aging due to it's transmogrifical properties.
During the process of transmogrification, SCP-9797 has been noted to take on a 'blurry, shadowy look' in which the human mind seems focus on or process. Eyewitness accounts by members of the Foundation have described watching SCP-9797 transform as "watching somebody in the distance.It has been noted that the use of SCRAMBLE goggles has allowed SCP-9797's transmogrification process to be visible. The process has been known to cause 'splitting headaches' when viewed through Foundation SCRAMBLE goggles, however. As such, SCP-9797 has been marked as a cognitohazardous entity.
Origin: SCP-9797 was first discovered in 1936 as part of a diplomatic mission during the beginning of the Seventh Occult War between the Allied Occult Initiative, which would later go on to become the Global Occult Coalition. SCP-9797's photograph, taken with the Administrator of the SCP Foundation, and the former 1st Authority General of the Allied Occult Initiative ███████ ████. Although the photo has been heavily redacted, it is the only known photograph of SCP-9797 known to exist before 20██.
During the Seventh Occult War, SCP-9797 served as the 2nd Authority General of the Allied Occult Initiative in 1943, after the merging of the Red Sapphire Organization into the larger occult organization in 1936. However, SCP-9797 resigned after only two years as the Authority General, and began to push to detach the Red Sapphire Organization as it's own entity. It is also theorized by Foundation historians that SCP-9797 was a major part in the Soviet Union's Opposition of the Western Hemisphere during the Cold War.
With the relationships of the Red Sapphire Organization with the rest of the Occult World nearly fractured due to political and diplomatic reasons during the Cold War, SCP-9797 was hardly seen, and presumed neutralized until it's reemergence in 1991. SCP-9797 was reported to once more meet with the SCP Foundation's Administrator (Although, this could be a cover-up for the Overseer Council) to establish diplomatic relations between the occult organizations. This meeting allowed Foundation unrestricted access to SCP-006, as well as the ability to build joint-controlled sites within the operating area of the Red Sapphire Organization (now referred to as the Anomalous Investigation Initiative of the Collective Security Treaty Organization.)
