Greetings future operative. Let me be the first to welcome you to your new Mobile Task Force. Mobile Task Forces (or MTFs) are composed of the Foundation's best of the best. So the fact you're reading this is no small feat. With that being said, there is still much for you to learn before you can even think about being deployed. This introductory pamphlet will serve as your guide to understanding the ropes of your job as an MTF agent. So without further ado, let's take the first steps in your career as an agent for the Foundation.

Mobile Task Forces are the backbone of the Foundation. After all, what good is the Foundation if we can't catch the anomalies? Each task force has a specific purpose they were commissioned for, and as such, no task force is the same (though there may be similarities). Study your Task Force Objectives closely, and practice your drills.

This pamphlet is the Delta-4 ("Minutemen") Edition, and only applies to members of your task force.

Objectives

The purpose of a task force is one that is crucial to understand. Follow your mission parameters closely and complete your objectives.

The protocols of (Delta-4):

• Extreme Rapid Response- When a new anomalous event occurs, or an SCP breaches containment and is massacring a town of civilians, you are the first to the scene. The difference between a 'rapid response' and 'extreme rapid response' is how fast they are deployed. While rapid response units usually have the luxuries of debriefs and information when deployed, extreme rapid response units deploy almost completely blind. Being sent in before command truly understands what they're dealing with is your specialty, and as such you must be adaptable and quick on your feet.

• Perimeter establishment- Even if only temporary, a perimeter will need to be established when an anomaly is first discovered, or when an unexpected event occurs. Maintaining that perimeter is a top priority for the containment of the anomaly, the safety of civilians, and the maintenance of the veil is paramount.

• Additional Arms and Manpower- Once reinforcements and the proper task force arrives, you may find yourself joining their ranks to aid in whatever needs doing. While Delta-4 agents won't be expected to perform MTF specific tasks (such as dealing with cognito hazards), they will be expected to perform low-experience jobs (such as escort or extraction).

Roles and Assignments

While Task Forces make up the backbone of the Foundation, the individual makes up the backbone of the Task Force. Think of yourself as the backbone to the backbone. There are many different roles and subroles that need to be filled in order for a task force to function properly. These roles include:

• Infantry- The basic Foundation operative. These agents make up the file and rank of an MTF. Usually equipped with light arms and standard armor, they are the boots-on-the-ground and gun-in-hand agents.

• Sharpshooter- This subrole specializes in the use of high-powered scoped rifles and long-range combat. Only agents who scored 980 on their marksman test are eligible for this role, though it's unusual for anyone under 995 to be selected.

• Demolitionist- Specialized in the use of explosives and heavy weaponry. Usually responsible for a squad's supplies and ammo.

• Technicians Specialist- Responsible for the maintenance and upkeep of electronics and equipment. Generally, Tech Specialists are not in the front line. However, they are trained in basic firearm handling and melee combat.

• Field Medical Officer- As the name implies, medical officers treat wounds and injuries sustained on the field. They are tasked with escorting gravely wounded individuals to safety.

Ranking

In general, Task Forces follow a basic military hierarchy when it comes to their ranking system. However, not all Task Forces follow these rules intimately. MTF Delta-4's hierarchy as of 02 / 17 / 1999 is as follows:

MTFs are also divided into different groups, with each rank controlling a larger group. The two basic forms of division are Teams and Squads. Teams are made up of several squads and are usually led by Majors. Squads are made up entirely of Junior Officers and Enlistees and are usually led by Colonels. Due to transfers, decommissions, and loss of life, Squads are usually out of numerical order.

When you hear 'anomaly,' the first thing you might think of is an eldritch demon that sucks the life force out of anything that looks at it or a doorway that teleports you to the surface of the moon when you walk through it. While there is certainly a fair share of those kind of anomalies, there is also a large number of SCP objects that take the form of a human.

These humanoid SCPs can range in how apparently anomalous they are, from blatantly obvious to painstakingly subtle. No matter how obviously anomalous they may appear, and no matter how subtle their properties may be, there is something very important you must remember,

THEY ARE SCP OBJECTS,

and are to be treated as such. Do not be fooled by their appearances. Just because they are human beings does not make them easy to capture and contain. Because of this, the following standards have been set in place:

• Avoid Skipnaming/Improper Pronouns- Referring to SCP objects by their designated number and 'it' pronouns is imperative to all agents, Security Details, and Task Forces alike. The point of this is to dehumanize the objects, making it far easier to discipline and possibly terminate an uncooperative SCP subject.

• Keep Relationships Professional- Personal relationships with SCP objects are strictly prohibited. Any sign of intimacy is cause for investigation, possible amnesticization, and re-assignment.

• Obey Class Privilege- Class privileges determine everything an SCP receives. Ranging from amenity privileges, dietary options, socialization perks, and on-site recreation. In order to ensure and promote cooperation, class privilege limits are to be strictly enforced on any and every SCP object. Speak with the on-site Head of Containment for more info.

• Class 1- The anomaly has been or is uncooperative with Foundation personnel. It is prohibited from leaving its cell, prohibited from wearing plainclothes, restricted to dietary rations, restricted from socialization perks, and does not have access to amenities. The only contact these subjects are allowed to have is interviews with approved personnel only.

• Class 2- The anomaly was uncooperative with Foundation personnel but has since begun obeying on-site staff. It is prohibited from leaving its cell, prohibited from wearing plainclothes, restricted to a preselected list of dietary options, allowed minimal socialization perks, and has limited access to amenities. The only contact these subjects are allowed to have is interviews with approved personnel only.

• Class 3- The anomaly was uncooperative with Foundation personnel, but a significant amount of time has passed since it started obeying on-site staff. It is allowed to leave it's cell during designated hours, prohibited from wearing plainclothes, allowed access to the humanoid SCP cafeteria, allowed some socialization perks¹, and has limited access to amenities. The only contact these subjects are allowed to have outside of designated hours in the cafeteria is interviews with approved personnel only.

• Class 4- The anomaly is cooperative with Foundation personnel. It is allowed to freely leave its cell during specific hours in the recreational sector, prohibited from wearing plainclothes, allowed access to the main cafeteria, allowed full socialization perks, and has unrestricted access to amenities.

• Class 5- The anomaly is a part of Foundation staff. It is allowed to freely leave the site², allowed to wear plainclothes, allowed access to the main and staff cafeteria, allowed full socialization perks, and has unrestricted access to amenities.

• Class 0- The anomaly is to be kept in a medical induced coma until further notice.

SCP-7430's containment chamber during a breach.

Object Class: Safe Euclid

Special Containment Procedures: SCP-7430 is currently contained in a reinforced steel containment chamber designed to resemble a late 2000s American surgery room located at Site-██. No further containment procedures are required due to subject's passive nature. In the event of a Euclid or Keter class breach, on-site Security personnel are to escort SCP-7430 to the nearest Breach shelter with Level 3█ priority. Interviews with SCP-7430 have been authorized for Medical personnel and researchers specializing in biological anomalies with Level 2 clearance or higher and under Advisory supervision.

Description: SCP-7430 is a surgeon of Latin descent with a Master’s Degree in Medical Science and an advanced knowledge of biology and medical-surgical practices, having graduated from Harvard Medical School in 20██. Subject will always be observed wearing standard issue surgeon scrubs. SCP-7430 was first discovered at ████████ County Hospital in █████, Iowa in early 20██. Subject was later detained and temporarily contained at Site-81 later that year on ██/██/20██ whilst proper containment was devised at Site-██.

SCP-7430 is often very talkative and especially enjoys talking with other doctors and surgeons. Subject has an incredibly advanced intelligence, with IQ results coming out to ███. SCP-7430 is noted as being affable and empathetic, having a warm, calm voice.

Following the first two (2) months in containment, SCP-7430 was believed to be non-anomalous. Subject had not previously displayed any anomalous capabilities other than an exceedingly advanced intelligence and release of SCP-7430 began pending. However, SCP-7430 would be reclassified as Euclid approximately a month after release began pending. See Incident 7430-A.

Incident 7430-A: Whilst pending release, insurgents of the Global Occult Coalition raided Site-██'s light containment zone where SCP-7430's containment resides. SCP-7430 was discovered by four (4) insurgents and shot with thirteen (13) confirmed rounds. Mobile Task Force Nu-7 operatives later found SCP-7430 standing over the insurgents, each bleeding from several bullet wounds in the chest.

SCP-7430 greets the Class-D personnel and asks him if he wishes to take a seat, subject declines. Class-D is then instructed to aim the pistol at SCP-7430, subject complies. SCP-7430 does not react. Class-D is instructed to specifically shoot one round at either of SCP-7430's legs, subject complies. Immediately the Class-D personnel stumbles to the ground. Upon closer inspection, it's discovered the Class-D had been shot in the left femur, while SCP-7430 shows no bullet wound. Test is concluded early and Medical personnel relocate the Class-D to attend their wound.

CONCLUSION: Upon revealing test footage, it's been confirmed the designated round was indeed fired at SCP-7430. Footage did not show the bullet ricocheting at any point, leading personnel to conclude SCP-7430 possesses the ability to rebound any injury on it's attacker, and not being injured. While it appears the subject cannot be injured by other persons, whether or not SCP-7430 is immortal remains unknown.

I found that my memory is false.

It's definitely not because of my bad memory. I remember clearly that I spent a very happy childhood with my parents in my hometown; Just when I was about to call the my parents to greet, I found out that my father had died long before I was born. And my family can't support the expenditure that I remember.

There are many things more serious and distinctive than these. In a word, the abnormality between memory and reality makes me quite sure that my memory has been tampered intentionally. I feel uneasy at the thought of the possibilities behind it.

After this abnormal event was taken seriously, Li was examined comprehensively and finally found SCP-6601 that parasitic on Li.

Li further reported that after the object was discovered, it continued to communicate with him by changing memory³, show the fear of being found. After Li tried to communicate with it in the way of reminiscence, SCP-6601 finally expressed its willingness to be interviewed by the Foundation.

Purpose/Motive: The suspect has stated repeatedly that they are searching for “Mr. White”. No previous UIU records have any information on this individual.

Modus Operandi: Suspect will enter any building that houses birth certificates and other documents of individuals. Upon entering, the suspect will interrogate staff for information on “Mr. White”. If no response is received, the suspect will make physical contact with his target, inducing late-stage decomposition. The victim will be conscious for this entire process, until the brain has degraded to the point of death.

Behavior: Suspect appears to have no regard for human life, thought it appears to have some level of affection for cats, especially those with black fur. Cats are seemingly unaffected by the decaying effects of the suspect.

Evidence

A: Decayed Human Matter: Partially recovered from a crime scene in Cleveland, Ohio. The matter still contains fingerprints from the suspect, which remain perfectly intact, even in the case of full decomposition.

B: Sock: Discovered at a crime scene in Providence, Rhode Island. Sock will cause mild decomposition in living organisms that make contact with it.

C: Journal: Discovered at a crime scene in Buffalo, New York. Contents describe the daily activities of Charlie Simms in his hometown of Hartford, Connecticut. The cover and pages contain fingerprints identical to that of the suspect, some of which have been dated to about 3 years ago.

Agent Moore: Of course. We had info on its capabilities and behaviors. We thought we had prepared enough.

Special Agent Knox: So what went wrong?

Agent Moore: Apparently we didn’t know enough. It was moving like it wasn’t human, clinging to walls and sort of… uh, I guess “grinding” on them would be an apt description.

Special Agent Knox: Could you describe how this looked?

Agent Moore: Awful. Its blood was painting the walls when he did it, and there was this awful sound. Like flesh being ripped from bone. Some of the blood seemed to get on my squad-mates, and they started to break down. He was too fast to respond to. He sort of just… tore through us.

Special Agent Knox: Any other details you would like to add?

Agent Moore: Yeah. I tripped when we running from it. Tore part of my sleeve open. I have a birthmark there, y’know? Sort of like a white blotch. Well, I was on the ground and he was right there, staring dead at me. By all accounts, I should be dead. But he just sort of stared at my arm. Then he ran off.

Special Containment Method: SCP-XXXX itself and its surrounding area within 30 miles should be under the strict supervision. Any traffic route leading to SCP-XXXX shall be erased and hidden sentries shall be set up near the original routes. Several severe chemical pollution warning signs will be set up at the edge of SCP-XXXX. People who enter by mistake will be controlled and accept memory deletion above level C. Within ■■ days of the standard cycle, a D-level personnel shall be assigned to live in SCP-XXXX and carry out the recycling and destroying of SCP-XXXX-1. Timely supplement according to the loss of level D personnel.

Description:

SCP-XXXX is an area of about 330,000 square miles desert in ■■■, ■■■ of the United States. SCP-XXXX shows similar characteristics to the ordinary warm temperate desert, and its gravel, air, magnetic field and rare internal vegetation do not show abnormal characteristics. No traces of animal presence and activity have been found in SCP-XXXX. Its internal weather is independent of the outside world.

SCP-XXXX-1 will be produced at an unpredictable frequency in SCP-XXXX. SCP-XXXX-1 is in the form of waste from human production activities. At present, there are ■■ known types and for now, the location of SCP-XXXX-1 cannot be predicted. After a large number of tests, the location of SCP-XXXX-1 can be detected by using U-527 handheld radar produced by Germany in 19 ■■, and its detection principle is still under study.

In the process of generating SCP-XXXX-1, it is possible to generate SCP-XXXX-2. The observation result of SCP-XXXX-2 is that its appearance is a spindle formed by winding black 35mm cable. The measurement result of multiple SCP-XXXX-2 is that its length is between 1560mm to ■■ mm. The weight is 45kg ~ 90kg, and the cable density is approximately ■■■■. SCP-XXXX-2 is obviously abnormal. When trying to break through the facility, he accidentally fractured his hip and was recovered after losing mobility and trapped in the facility for two days. After diagnosis, D-4439 was severely dehydrated and had multiple injuries. In a state of extreme madness before taking sedative drugs.

Dr. Cooper: D-4439, your situation is not optimistic. Please answer my question while sober.

D-4439: (heavy wheezing)

Dr. Cooper: Why did you leave the living facility?

SCP-6048 is to be kept in a locked box made of stainless steel at all times. It should never leave the box, and the box MUST have one (1) window on each side (except the bottom). In the event of a containment breach by SCPs 682, 173, 096 and/or any other Keter/Euclid class SCPs more than 2 (two) feasibly dangerous SCPs (This does include SCP-999- if it managed to get even a miniscule amount of itself into the mains water supply, it could cause mass death) then two (2) Class-D personnel are to carry the box to the where the SCP is. They should remain carrying the box in case it is needed somewhere else. It is also Site-19's policy to NEVER tread on ANY tarantulas, due to the small but momentous risk of it being SCP-6048.
Description:
SCP-6048 holds the appearance of a Theraphosidae, better known as a tarantula. It had no observed anomalous properties until the last large-scale containment breach, however it was retrieved by the Foundation after a large-scale argument started online about someone supposedly carrying a bug and "being invulnerable to harm" This person, as well as all involved in the argument, were given Class-A amnesics, and the thread on which the argument occured removed. However, in the containment breach on ████████, it was observed to nullify all harm done to any homo sapiens, more commonly known as humans, in a five (5) meter radius. This caused its re-classification from Neutralised, to Safe/Thaumiel.
Addendum:
If SCP-6048's box is broken and/or it somehow escapes containment, ten (10) Class-D personnel should be picked out (NONE may have arachnophobia, an allergy to spiders or otherwise a hatred of spiders) to find it and recontain it. If/when they do, they should shout over a supplied radio "Spider has been retaken."

Special Containment Procedures: SCP-083-J is to be kept in a glass case at all times. Level 3 security clearance is to be kept in a locked box with the blade facing up at all times. It should never be rotated, as if SCP-083-J fell down with the blade facing down it would convert out earth into cake. The box must have a small glass window on each side. Each day, one (1) D-class personnel is to lick the box. If they report that it tastes at all similar to any kind of cake, they must discard the box (preferably by eating it) and replace it.

Description: SCP-083-J holds the exact same appearance as a regular kitchen knife. It was retrieved after images of realistic objects being cut, revealing that they were cake, took the internet by storm. The Foundation distributed amnestic treatment to all owners of a computer that had ever displayed such an image. As of yet, SCP-083-J's origin is unknown.

Addendum 083-J-1: On 29/██/202█, Dr. █████, who at the time had level 4 security clearance opened the box of SCP-083-J and started brandishing it, wildly cutting every D-class, facility guard and any other personnel they found. She was immediately demoted to Class-D upon apprehension. She was screaming, "Everything is cake!!! It's all a lie!!! Don't believe that anybody is real!!! Not even yourself!!!" This is obviously not true, and any attempt to prove that this is true by using SCP-083-J is strictly prohibited.

Description: SCP-8222 is a male adult Canada goose wearing a classic black fedora. SCP-8222 normally very docile and respective of Foundation staff, however, he will bite or snap or a personnel if any attempts to confiscate his fedora are made.

SCP-8222 possesses the ability to speak and has shown to be capable of speaking in multiple languages, including but not limited to: English, Spanish, Portuguese, Italian, and French. SCP-8222 is stated as being very affable and comforting to talk to. As a result of the discovery, interviews were authorized to Level 2 clearance personnel or higher.
