Special Containment Procedures: As SCP-4423 is capable of escaping any constructed containment chamber, no containment of this manner is to be attempted. Description: SCP-4423 is a highly advanced android visually identical to a non-anomalous middle-aged male human. SCP-4423 is fully capable of most physical actions a human can undertake, barring the ingestion or excretion of substances. It’s robotic nature can be revealed through several means, such as the opening of its chest panel, and attempting to damage its surface.

SCP-4423 at any opportunity given will begin to rapidly recite information for slightly over four minutes about a randomly selected individual1 in a variable radius, before switching to a different individual. At its highest, this radius can extend up to 1.3 kilometers, and at its lowest, the room it is currently in. The information about each subject ranges from common knowledge to closely guarded secrets. The rough format of this information is listed below:

  • “Subject Number”2
  • The full legal name of the subject, followed by all nicknames, pseudonyms, and online usernames3
  • The day and time of the subject’s birth, down to a hundredth of a second
  • A similarly accurate "Time Of Death"
  • The listing of names of the subject’s parents, siblings, uncles/aunts, cousins, children, partners, and close friends
  • A description of the subject’s current lines of work and the exact pay given
  • The listing of all injuries the subject currently has and a description of how they occurred
  • The listing of most or all major secrets the subject has
  • The subject’s IQ score
  • The subject’s “Plerman” Score45
  • The subject’s “Potential-of-Treason” Score67
  • [REDACTED]
  • The listing of whether or not the subject works for or is affiliated in any way with: Anderson Robotics, the US government, the government of any country in the EU, any television station, the United Nations, the ██████ ███████, the SCP Foundation, the █████ Institute, Google, ███████ Industries, or any businesses that sell fish products.

Containment of SCP-4423 has been attempted, but all ██ attempts have failed, due to SCP-4423’s abilities to travel forwards and backwards in time but stay in the same location relative to the Earth. SCP-4423 has also been observed using this ability, going to an unknown time period, and reappearing milliseconds later at another place.

SCP-4423 specifically prefers high-altitude and/or high-traffic areas in major population centers, saying it “allows better access to a wider population”. It will often sit in place for hours at a time reciting details on subjects before disappearing.

Addendum-4423-01: SCP-4423 was first observed sitting on a folding metal chair on the Empire State Building’s 102nd floor observation deck on 08/██/2018, which prompted police to arrive after several dozen people reported SCP-4423 for “being really suspicious” and “saying very specific things about… people”. The SCP Foundation was contacted by an embedded agent after two police officers attempted to ask SCP-4423 several questions and it disappeared, reappearing roughly seventeen days and eight hours later in the same location. Foundation Agent Andrew Berger had been monitoring the observation deck and attempted to conduct an interview with SCP-4423, which has been transcribed below:

Agent Berger: Good afternoon. Wonderful view, isn’t it.

SCP-4423: …orks as a ███████ cashier which pays $11.85 per- Oh hello. Who are you?

Agent Berger: Oh, just another person here at the Empire State Building. Name’s Berger. Two ‘e’s. What’s your name?

SCP-4423: I am DEDRAC-UNIT-832, but you can call me Howard. I’m just scanning.

Agent Berger: Scanning for what?

SCP-4423: Information. I have to compile information.

Agent Berger: That sounds interesting. May I ask what you are compiling it for?

SCP-4423: I am not at liberty to divulge tha- You work for the SCP Foundation, correct?

Agent Berger: What is this “SEP Foundation”?

SCP-4423: You and I both are fully aware of the nature of the SCP Foundation. It was founded in 1███ and currently contains ████ anomalies, of which ███ still exist. You were going to attempt to contain me.

Agent Berger: Okay, you got me.

SCP-4423: May I scan your data?

Agent Berger: Why is that necessary?

SCP-4423: I am not at liberty to divulge that.

Concluding Notes: Following SCP-4423’s closing remark, it used its abilities to disappear and was found eight days later in Seoul, South Korea.

Addendum-4423-02: On 02/21/2019, Agent Coult lured SCP-4423 into an abandoned parking lot under the promise of a trove of information on roughly twenty thousand individuals. Once SCP-4423 entered the parking lot, MTF Lambda-5 “White Rabbits” quickly trapped SCP-4423 in a portable yet sturdy containment chamber outfitted with three SRAs, in hopes of interviewing and containing it.

Dr. Collins: Hello, Howard. You will see that using your temporal ability no longer works. In the meantime, I hope to have a peaceful discussion with you.

SCP-4423: Most twenty-first century humans aren’t this smart, but you’re with the SCP Foundation.

Dr. Collins: Your second statement is correct. First question; why are you here?

SCP-4423: I am not at liberty to divulge that.

Dr. Collins: Are you unwilling or unable to give an answer?

SCP-4423: I am not at liberty to divulge that.

Dr. Collins: Moving on. Who created you?

SCP-4423: A combination project between Hart-Anderson Robotics and the USNA government in the year 2223 CE.

Dr. Collins: Were they the ones who sent you to our time period?

SCP-4423: Yes.

Dr. Collins: Are you sentient? Are you fully capable of thinking your own thoughts?

SCP-4423: That would take a long time to answer.

Dr. Collins: Intriguing… Do you personally want to carry on your “mission” of collecting information?

SCP-4423: Yes, and I will carry it out further.

Dr. Collins: Excuse me?

SCP-4423: Remember when I said “most twenty-first century humans aren’t this smart”? No twenty-first century humans are smart enough. Reality anchors were a good idea though. So long, and thanks for your data.

Concluding Notes: At this point, SCP-4423 promptly vanished. As of 08/01/2019, no Foundation employee has gotten within twenty meters of SCP-4423 without it promptly using its chronal powers to escape.
