Containment Procedures
Scp-4539 Is to be contained in a Multi Reality cell which will have Lead-Lined Steel covering the area and 1 exit door. Scp-4539’s Containment Will have a reality anchor if needed to secure the containment. Scp-4539 should be held in the air without being able to touch physical objects by a Reality Bender. Scp-4539’s Cell is to be locked with 1 door measuring 10 x 10 lined with Steel and Reality Pulsers to prevent teleporting outside the cell. No tests are allowed on Scp-4539 and the cell is to be in the lowest area of Site-19 hidden in a dark room and not access to the pub guarded by Level 4 Security Units. Tests must be approved by the O5 Council themselves or Administrative Personnel. The Ethics Committee should be informed if there is a test ongoing.
Description
Scp-4539 also known as the Top-Hatted man is a pitch black void man with no face and no similarities to a human except a humanoid like shape. Scp-4539 has a black tophat with a green band around it. Scp-4539 Possess three abilities that are somewhat dangerous to the foundation. The 1st ability was found when 2 MTF Squadron units ███████ And ███████ were dispatched because of anomalous activity in the area around U.S.A National Guard Outpost in Brookhaven MS. Scp-4539 seemed to be using a Firearm at the time from what seems to be created from plain up nowhere. [ If you do not understand by now The Anomaly Can Create Items Out of Thin Air] Scp-4539 was aggravated because of the attack made by the National guard when it was found inside the area looking for Food. Scp-4539 seems to be able to eat without a mouth or face or any other facial features. The next incident of discovering an ability of Scp-4539 happens to be on the way to containment. Scp-4539 attempted to escape when one of the guards teased the figure. Scp-4539 Teleported away, Later discovered in someone's house. West of the boulevard. Scp-4539’s last ability consisted of a test conducted by Dr. Ray, a Senior Researcher at the foundation. Scp-4539’s Attacked a Class-D after the Class-D Refused to leave the cell. When the class-d was in a grip by Scp-4539 he and Scp-4539 disappeared into nothingness. Scp-4539 returned back to the cell with the class-D after 5 seconds. The Class-D was interviewed and questioned about what happened. The Class-D responded… I was there for more than 500 years…. And then collapsed to the ground. The Class-D went insane and was sent to the medical area where he was kept in a Padded cell due to the fact that he would try to hurt anyone that came in contact with him.
Origin
Scp-4539 was asked about its origin by a researcher by the name of “Dr. Alcom” Dr.A seemed to recover some pretty interesting information about Scp-4539.
LOG-1
Scp-4539 also known as “The Tophatted Man '' gave me some information based on where he came from but he was hesitant to inform me about his history. Scp-4539 said that he was a war veteran trying to fight for his country in a whole nother universe when he stumbled upon 3 army soldiers from the other side. He tried his best to fight but they took him in. He was used as a lab rat and tested on. Scp-4539 came into contact with an unknown substance in that universe and it turned him into the thing he is today. Scp-4539 said the tophat was useful for looks in a joking manner. After that Scp-4539 refused to give anymore info about his origin. END LOG

SCP-4539 Can Be Peaceful and talk to others in a nice tone. SCP-4539 does not age and usually sticks to one form “A Black Humondiod With No Extra Details with a black tophat with a green band around it.” Scp-4539 needs food to eat even though it has no face, what i saw that day was… not normal

SCP-4539 is rather peaceful to others and likes other scp’s and tries to bond or talk with other scp’s no matter what interest they are into. Scp-4539 will be hostile if intimidated though.
