Special Containment Procedures: SCP-4038 was already in its own containment when found. 24/7 surveillance is to be conducted.
Description: SCP-4038 was found in an isolated region of the Savannah desert. He appears as a human male of African descent, in his late 20s to early 30s, dressed in a 1920s American suit. SCP-4038 resides in a house that keeps him in a time loop, of which SCP-4038 is unaware of. SCP-4038 wakes up at exactly 7:00 am, brushes his teeth, makes eggs for breakfast, does 2 hours of yard work in his backyard, then takes a shower, gets dressed in his suit, types up a report on a types writer. This process takes a total of six hours. Afterward, SCP-4038 heads for the front door. As soon as SCP-4038 opens the door time resets to 10:00 pm of the last night, of which he is in a coma-like sleep. Everything in the house resets to how it was. He wakes up at 7:00 am, and the process repeats. During his coma-like sleep, a team D-Class individuals were sent into his house to investigate, with cameras on their heads for monitoring purposes.
The house appears to be under some kind of illusion, as when looking through the windows of the inside of the house, one sees a neighborhood outside, but when going outside, it is back to the Savannah desert. The same applies to the backyard. Even if the windows are opened, the illusion still applies. D-Class personnel were sent to hide in SCP-4038s house during the time loop to see what would happen. The D-class personnel were not affected by the time loop, however, the did experience nausea for 10-30 seconds.
A team of scientists was then sent in to collect bodily samples of SCP-4038 during his coma-like sleep. They attempted to draw blood from SCP-4038 during his sleep, which he did not wake up from even during physical contact. The needle was not able to pierce SCP-4038's skin. After applying pressure, the needle eventually broke, and SCP-4038's skin remained unharmed. A surgical knife was tried, but it could not cut open SCP-4038's tissue. A high-powered laser was then applied to a non-vital area of SCP-4038's body, but unsuccessfully broke open his skin. It has been determined that SCP-4038 cannot be physically harmed by human means. Two D-Class personnel were sent to stage a break during SCP-4038 waking hours. SCP-4038 panicked at the sight of the two "burglars" and as a reaction, SCP-4038's pupils glowed red and the two D-Class personnel turned to salt. SCP-4038 appeared to be unaware of its own nature, and ran for the door, upon which opening, reset the time loop, and SCP-4038 carried on with his normal routine.
A team of wanted mercenaries from nearby was then paid to attempt to kill SCP-4038 during his waking hours. All 18 mercenaries broke in and opened fire on SCP-4038. The bullets simply reflected off SCP-4038, killing three of the mercenaries. SCP-4038 eyes glowed red and two of the mercenaries turned to salt. It was at this time SCP-4038 started to realize his true nature. He made the shape of a gun with his right hand and pressed his thumb down, and a miniature black hole formed inside his house, and sucked all the mercenaries, dead and alive. The black hole did not affect anything else.
SCP-4038 then caught on fire, and his clothes burned off. The fire seems to be apart of SCP-4038's true form. All a person could see of SCP-4038 in this form was the shape of a man on fire and glowing red eyes. SCP-4038 then burst outside the house and levitated off the ground. Portals began to form, and creatures began to pour out of them, appearing to be in allegiance to SCP-4038. The following happened around the globe at this time:
Nine earthquakes ranging from a magnitude of 4.0 to 7.0
Six Tsunamis
Eighteen hurricanes
Seven tornadoes
A team of 100 SCP personnel including 8 tanks were sent in with the order to kill SCP-4038 and the creatures it brought forth. While the creatures could take damage, SCP-4038 was still invulnerable to all forms of harm. SCP-4038 generated lightning bolts from the sky which blew up all eight tanks in simultaneously. All remaining SCP personnel then dropped to their knees and began to praise SCP-4038 against their will. It was at this time SCP-4038 proclaimed itself as "The Dragon". Four ICBMs were launched in order to destroy SCP-4038. All ICBM were turned into salt before they got 1000 feet in the air. At this time other SCPs in containment began to have reactions:

After five minutes, the time loop started over again and SCP-4038 went back to his normal routine. All creatures summoned disappeared and all natural disasters stopped immediately. The estimated death toll from the five minutes is over 40,000 worldwide. As of request of the Administrator and the 05 Council no further experimentation is to be conducted on SCP-4038. SCP-4038 is now under 24/7 surveillance. As of present day SCP-4038 is still in it's time loop, carrying out it's daily routine.
