SCP-5191 is to be kept within an vacant containment chamber in Site-██. SCP-5191 is to be deactivated at all times. SCP-5191 is only to be turned on a monthly basis for testing. Electronic devices MUST be stationed in SCP-5191’s containment chamber, including cameras, computers, mobile devices or speakers to eliminate the chances of a containment breach. After testing, the electronic device used in testing will stay within SCP-5191’s containment chamber.

At the time the city lost its authority over any electronic devices within the entire city, the SCP Foundation was contacted and was took into custody in the exact week the Foundation was alerted.
