Special Containment Procedures: SCP-3928 requires standard humanoid containment. Due to the SCP-3928's infohazardous nature and its potential to leak confidential information, increased security and security log review are required. Personnel found to have had unauthorized access to SCP-3928 are to be detained and interrogated for potential breach of top secret information.

Communication of any form with SCP-3928 is forbidden outside of study and interview purposes. Requests for study or interview require on-site Level 4 Administrator approval, participation, and review. Otherwise, no one is allowed to speak to SCP-3928 under any circumstances, and anything said, written, or typed by SCP-3928 is to immediately be considered classified information until it is reviewed and declassified by two (2) off-site Level 4 Administrators. At this time, Level 5 clearance is not needed, but protocol 44-Ceable must be observed with all communication between any personnel and SCP-3928.

Description: SCP-3928 is a Caucasian male appearing in his mid-to-late twenties. It claims its name is Ian Tuttle, but expresses enjoyment when referenced to by its SCP designation.

SCP-3928 was initially discovered directly outside Site █ in a restricted area on █/█/20██. Comments it made to its apprehending security staff resulted in its immediate interrogation. Cross-checking remarks made during the interrogation directly led to its classification and containment as an SCP.

What makes SCP-3928 anomalous is what it knows despite lacking any known way of acquiring the knowledge. It has wide-spread information about the SCP Foundation and other SCPs at a top-secret level. Its knowledge is not complete; SCP-3928 is often unaware of trivial specifics and other information it deems "uninteresting."

Knowledge of other SCPs may be in depth, superficial, or absent. However, after a moment's thought SCP-3928 is able to "learn" and familiarize itself with any randomly provided SCP designation as if it freshly read a classified entry. This knowledge includes new SCPs logged after SCP-3928 was contained.

Information demonstrated as known to SCP-3928 includes, but is not limited to:

  • SCP Foundation protocols, clearance levels, and designations
  • SCP Foundation sites and areas (often without specific locations)
  • SCP entries, articles, and details
  • SCP interviews, addendums, test results, and transcripts
  • Incident reports and other recorded events
  • [EXPUNGED]
  • Personal information on SCP Foundation personnel
  • Claims to have several theories on "SCP-001" and what "Procedure 110-Montauk" entails, but admits to general ignorance of those subjects

In addition to what it knows, SCP-3928 often asserts ideas for "a new great SCP." (There has been no evidence any of these ideas correlate to any currently discovered SCP with the exception of [EXPUNGED]. When questioned about the preexisting SCP, however, SCP-3928 claimed it was not the SCP it was referring to and expressed disappointment that the SCP "had been done already."

CT, MRI, XR, and [EXPUNGED] scans of SCP-3928 have discovered nothing exceptional for a human. No devices have been located on or inside SCP-3928's body. Likewise, no psychic abilities or feedback ever been detected. When asked about the origin of its obtained information, SCP-3928 claims that it traveled here from "another dimension" that researches the "SCP universe" for recreational purposes.

Addendum: SCP-3928 requests to never be transferred to Site 24, because the "teddy bear creeps the [EXPLETIVE] out of [it]."

Addendum: SCP-3928 has asked if the Foundation is holding a "duck man" at Site █. No SCP matching the description of the "duck man" is known to or held by the Foundation.

Addendum: SCP-3928 has shown to be fully aware of every word written in this entry and continues to be aware of subsequent changes despite a variety of methods to classify or encode its contents. Make changes to this article with this in mind.

Addendum: SCP-3928 continues to ask for a computer with an internet connection. Request has been denied.

Addendum: SCP-3928 has requested access to films and literature. Request approved. SCP-3928 has requested access to writing materials. Request approved. Anything written is considered top-secret and is to be reviewed by Level 4 personnel only, adhering to Protocol 44-Ceable.

Addendum: During an interview, SCP-3928 made reference to an SCP containment breach. All sites and areas were immediately notified and followed all appropriate procedures to ensure adequate containment of their local SCPs. Only minor defects were found at Area █. When questioned, SCP-3928 said it was not claiming there was a containment breach, rather it was requesting a specific computer game. Request denied.
