The walled off City of Sean City Federal Territory is to be secured by ATF-Alpha-SCFT. All motorway exits and roads connecting to SCFT Border Gates are to be closed off and removed.
No Civilians are to enter SCP-5982 unless authorized by Regional Command. If any Civilians are seen making there way into SCP-5982 they are to be contained by ATF-Alpha-SCFT and sent to Site-██
All Civilians leaving SCP-5982 are cleared to leave and are to be watched by ATF-Alpha-SCFT's Electronic Surveillance Detachment at all times. If any Citizens that leave SCP-5982 use their Paranormal activities outside of SCP-5982 they are to be detained by JTF-Alpha-SCFT, a Joint Task Force holding host to MTF-Alpha-SCFT and Sean City Ministry of Defense Intelligence Agency's Unit #2 "Ground Operations".
No one is to explore SCP-5982 without exclusive permission from Regional Command or SCP-5982's Government Board.
SCP-5982-1 is allowed to work for the Foundation as a guest researcher as well as lead JTF-Alpha-SCFT via an O-5 Directive. See Addendum 5982.4
Description: SCP-5982, known as Sean City Federal Territory is a walled off Territory acting as a autonomous City-State located between Bury-St Edmond, Cambridge, US Airforce Base RAF Mildenhall and Mildenhall, UK.
It can be accessed by Motorway exits off the M-11 or A-134 or by the Sean City International Airport.
Addendum 5982.1: Discovery
SCP-5982 was discovered by a Family returning from a Vacation in the South of England to their home in the now non-existent town of Fordham, Suffolk. Upon finding A-11 and A-14 gone they reported it to the Suffolk Constabulary which was captured by the Foundation.

Note: [DATA EXPUNGED] lost contact after entering SCP-5982. This is the only thing that was received from [DATA EXPUNGED] after infiltration
FIELD REPORT
SCP FOUNDATION MOBILE TASK FORCE
[DATA EXPUNGED]The following is a comprehensive report detailing SCP-5982 and what has happened to [DATA EXPUNGED] since the Incident.
After being shot down by what looked liked a Modified Patriot Anti-Air System installed with Sub-sonic Anti-Air Missiles we crashed in the middle of a section of SCP-5982 named "School District 14". [DATA EXPUNGED] died in the accident leaving three of us left. Upon getting out of the wreak we were met by a Paramilitary Unit calling themselves Security Services, LLC Special Protection Group detachment Tango. We were captured by this Paramilitary Unit.
We were taken to a location with multiple Blue vehicles, Police Vehicles and were turned over to the Local Law Enforcement in the area, they called themselves "Anti-Skill". We were held under the suspension of entering the Territory illegally, flying unregistered Aircraft into SCFT Airspace and causing the Lockdowns of "School District 11", "School District 7" and "Garden of Eden Specialized Learning District".
Three days after being held in a rundown cell with little food or water [DATA EXPUNGED] was called in for questioning, attached is a transcript of that questioning:

SCP-5982-1 allowed us out of the Local Law Enforcement Agency and met with SCP-5982-2 named Shannon McCrow. We were driven to a section of SCP-5982 named "School District 1". SCP-5982-1 explained that SCP-5982 is split into 14 "School Districts" which hold host to many different specializations. "School District 1" holds host to SCP-5982's Government.

SCP-5982-1: Sure, I am Sean Michalek, Unofficially the Owner of SCP-5982 and The Chairmen of the Governors Board, Officially I am the Minister of Defense. I became the Owner of SCP-5982 in early 2000 after the (Air quotes) "Mysterious" death of the previous Chairmen of the Governors Board.
SCP-5982-2: I am Shannon McCrow, The Deputy Director of Intelligence, I work with the Sean City Ministry of Defense Intelligence Agency.
SCP-5982-3: I am James Ramirez, The Territorial Mayor. I run the "Democratic" Government of SCP-5982.

I am the Minister of Student Services, a Ministry joined with the Ministry of Health to create the Ministry of Health and Student Services. I am also the Director of Intelligence with the Sean City Ministry of Defense Intelligence Agency

SCP-5982-1: Sure thing, SCP-5982 was created by the British Government at the tail-end of World War Two to create "Espers", basically people with superpowers, in 1957 the former Chairmen of the Governor Board, Leon Jakemen lead a freedom revolution and five years later freed SCP-5982 from the clutches of the British. We are a society made up of 90% of students and 5% of Adults. We have levels of Espers from the highest Level 5 to having no powers at all Level 0. There are about eight Level 5's, I am the first ranked Level 5, I can teleport anywhere in the world as long as I know the exact coordinates and I can teleport any object or person to myself as long as I know the exact coord-

In 1999 while on his way to Elementary School Sean found himself in School District 14 after catching the wrong bus, after walking down an ally he came across some Underworld Activity that involved a Governors Board Member and several members of a Underworld GOI. As payment for keeping shut about the incident Sean was brought on as the last member of the Government board. Despite being only 5 years old at the time a GB member stated that his mind was like that of a well seasoned US politician. In 2000 after the mysterious death of all Government Board Members expect for himself, Sean was catapulted into the seat of Board Chairmen and City Owner and thus be began is rain of terror upon NATO and the US which had been oppressing Sean City Federal Territory since its creation in the 1950's.

History: Born in 1993 Shannon was deaf. Due to this her family sent her to Sean City Federal Territory and never contacted her again, however she is still supported by them. In 2002 she applied for a job at the Department of Judgement Security's School Safety Division however was denied due to her being deaf however she was brought to the attention of Mayden Maple, the Minister of Student Safety who hired her for Department of Student Affairs seeing that she could help the Government and the Ministry of Student Safety in general work with Disabled and Special Needs students. When the Bill for Student Leadership passed in 2005 Shannon was offered a job by Minister of Student Services Sayori Michalek to be the Chairmen of the Special Education Student Acceptance Committee to which she still works to this day.
Despite being much older then SCP-5982-1, he sees her more as his own daughter then a senior.

In 1995 James was sent to Sean City Federal Territory as a political move to make his father seem more special, before this period only children of Senators and House Representatives had been sent for schooling within SCFT, he would be the first State Governor to ever do so, however by doing this he opened James up to rebellion against his father as he believed that him sending him away was because he didn't love him.
He met SCP-5982-1 a year later and since then he has rose to prominence as the greatest Mayor SCFT has ever had even if he's just a student.

In 2000, after he transferred to the Ministry of Money Management's Department of Bank Management's Bank Relations Division. In 2004 he was asked by SCP-5308-3 to replace the long time Minister of Foreign & Territorial Affairs. Despite his experience in Relations, he was sought out specifically by SCP-5982-1 for his Anti-American and Anti-EU Sentiments he's had since he was Teenager.

In 2003 Mayden joined the Department of Judgement Security's Eden Specialized Security Bureau as a Special Constable2. SCP-5982-1 became infatuated with her after she arrested him during a Investigation of the 2005 Garden of Eden Murders, she was a Lieutenant First Class at the time meaning she had left the Constable position and become a Judgement Officer Full Time, even if it didn't pay very well. Even after SCP-5982-1 was released 3 days later after the Deputy Minister of Defense complained, SCP-5982-1 continued to see Mayden. In 2008 she had reached the position of Chief of Eden Specialized Security Bureau, to which prompted SCP-5982-1 to bring her into the fold and ask her to become the Minister of Student Safety.
