Containment Procedure: is not to be approached or tested on unless given explicit permission by five (5) Level 4 staff personal at a minimum. This permission must be in written form or a recorded audio transcript. Which can also be verified by the certain individual in question. If the level 4 person(s) are present, the previous stipulation is null and void.
Annomolous object held within containment must be kept within a metal alloy box comprised of aluminum, lead, silver and copper. The box is to be measured 1ft x 1ft and is to be welded shut. Upon the the box being sealed, it is to be wrapped and firmly held shut with iron chains of various grades, sizes and consistencies. Even if the box seems soundly shut, the chains must be present.
After attaching the chains, the metal alloy box is to be suspended above the ground roughly 6 meters and a pressure pad should be placed directly under it on a titanium ledge. The pressure pad should be right up against the containment box in just a way that there is no weight measured. The chains holding the box should be attached to a hook built into the ceiling's metal structure.
Description: Annomolous object is a top hat that looks like it was made in the early 1800's. There are no idendentifiable qualities which would make the object visually annomolous or remarkable in any way other then the fact of it being kept in such excellent quality for a hat of it's age. It has no strange or unnatural abilities for the most part and will seem to the common observer to be a boring top hat. This all changes when a living being puts the Anomolous object ontop of its head.
To date, all instances where annomolous object is placed on any living beings head has resulted in the complete and permenant personality death of the said individual. From this point onwards, in all cases so far, the subject will wish to be refered to as IThe Hatter. the subject shows more annomolous behaviour, such as being able to materialize objects, such as a cane and tea cup, from out of nowhere. Upon examination, both tea cup and cane spear to be non-annomolous in nature.

Proximity to the host housing anomolous object isn't needed. The oject can be removed for indeterminate amounts of time. Doctor Allen Greenbaum has convinced the being now refered to as Anomolous object H1 , to let staff keep his 'hat' safe. When Anomolous object is placed on a different persons head then H1, H1 will fall over dead and quickly decompose into a corpse. Time analysis of bones, dispite when original subject was born, will date the body back to the Victorian era.
As of yet, placing the top hat on a SCP does nothing. Currently , those able to be affected by annomolous object are cats, humans, deer, and guinea pigs. Very few tests have been conducted, due to the newness of object being discovered.
A high frequency pitch has been registered to originate from the Anomolous object. When not surrounded by metal, unconciously, the nearest lifeform will try to wear it. The signal appears to get weaker when more metal types are surrounding it. It is theorized that the signal has difficulty anticipating and changing to the complex nature of the multiple layers. If the Anomolous object were to have a signal escape, the pressure pad beneath it is set up in a way where the foundation will be notified immediately.
H1 is often afraid of where the Anomolous object is currently. Nothing can sate H1 until it can feel the object for itself. H1 is not a threat to the foundation, but to avoid any unnecessary risks, he is to be placed in a containment cell and given the amenities of most staff members. He is not, however, allowed any information about the foundation, SCPs, the world outside his containment or the Anomolous object that birthed him.
