Special Containment Procedures: Each reference to the town of C███ or its individuals is to be removed from every map, database, or GPS system. All road signs have been removed within 20km of SCP-XXXX, with the exception of those in the town itself.

Three observation booths have been set up along the roads leading into the town at a distance of 10km from the town's incorporated territory. Interference with the travelling of SCP-XXXX citizens is strictly forbidden; every attempted exit or entry by a resident of SCP-XXXX is to be immediately reported to the research team. Non-residents are to be informed there is a military base in the vicinity, and those who attempt to reach SCP-XXXX are to be stopped with lethal force.

An undercover field agent, posing as someone interested in moving to C███, is to be constantly present in SCP-XXXX. Under no circumstances are they to vote in any town election. Following Incident XXXX-A-1, a D-class personnel under the age of 18 is to be placed in SCP-XXXX's territory, and rotated the month before they turn 18. The undercover individual is to provide a monthly log of all legislation passed by the C███ Town Council over that time period. They must also memorize and obey all instances of SCP-XXXX-1; failure to do so is grounds for instant termination.

Description: SCP-XXXX is the designation given to the 554 555 residents of C███, Georgia and the anomalous phenomenon affecting them. The anomaly takes the form of handwritten notes—SCP-XXXX-1— which spontaneously manifest on the drafts of C███ Town Council legislation immediately before they are passed into law. The content of these notes is psychologically binding on every person who is a legal resident of C███ has voted or has a parent who has voted in a C███ Town Council election, with the exception of the town's 4 policemen(SCP-XXXX-2-(A-D)).

Once a bill with an instance of SCP-XXXX-1 has been passed, there is no known way to reverse its effects. Methods tested include erasing, crossing out, editing the text; dissolving, tearing up, and burning the paper; and cutting off the notes. Subjects affected by SCP-XXXX express no knowledge of their actions being influenced by an outside force, and claim to not be able to see instances of SCP-XXXX-1.

SCP-XXXX was discovered in 191█ after county police received several reports of "cultlike" behavior in the of C███, Georgia. Investigation by county police officers revealed that a large percentage of of the town's populace was bound by an unknown number of psychological "blocks". Subsequent interrogation by Foundation field agents confirmed the existence of effects resembling hypnosis in 12 out of 22 residents surveyed. The most immediately apparent effect involved hearing the name "Branston"; subjects would start "profusely sweating" and could not refrain from spitting, even when threatened with lethal force.
