SCP-9323: Clarence the Angel

Special Containment Procedures: SCP-9323 currently cannot be contained, but seems content to limit it's activity to the town of Seneca Hill, NY. SCP-9323 must be monitored by no less then twenty (20) agents of the following composition: four (4) men of Moslem faith, four (4) men of Protestant faith (denomination not important), and four (4) men of Catholic faith (special care must be taken to screen for paedophiles). The final four should consist of a Wiccan witch, a Buddhist monk, a Shinto monk, and a registered psychologist specializing in family therapy and suicide prevention.

The registered psychologist should be available to the rest of the staff on a 24/7 basis. All agents are to receive mandatory counselling on a bi weekly basis. All agents are to be screened for depression on a monthly basis. Agents must be rotated out after three months.

Agents must avoid prolonged presence in the following locations: bridges higher that 100 meters, buildings higher that 32 stories, exposed high voltage electrical lines, or hazardous chemicals. Any of these situations might make the agent vulnerable to SCP-9323.

Agents should not approach SCP-9323 on their own. Agents should allow SCP-9323 to approach them, but should keep the incident to a (polite) minimum. Agents so approached should immediately attempt to leave Seneca Hill after the event ends. Any agent that finds they cannot leave Seneca Hill should follow protocol SCP-9323-Grim-Fandango.

Agents must avoid developing any relationships with anyone in the town of Seneca Hill, either business or personal. Agents are to reside in the nearby town of Pottersville.

Description: SCP-9323 presents itself as a white male, 5'7" in height, approximately 60 to 64 years old, slightly overweight, with a bulbous nose and white hair. SCP-9323 refers to itself as Clarence Oddbody. SCP-9323's general demeanour is gentle, kind, concerned, friendly, and gregarious. SCP-9323 could be described as a "salt of the earth", someone you would leave your kids with, but not someone to ask to help you do your taxes.

No resident of Seneca Hill ever leaves Seneca Hill. Visitors will occasionally be "selected" to become residents of Seneca Hill. See the items below for examples. Residents who feel trapped become depressed and usually attempt suicide. For an example, see SCP-9324. Residents who attempt suicide will be visited by Clarence and subsequently abandon the attempt. They will no longer be able to leave Seneca Hill after this event.
