site 23 is a canon set in an alternate world where after the site 19 containment breach, the foundation built another facility, Site 23 to hold some of the SCPs that were overcrowding site 19. The site director focuses on showing his value to the 05 and others through discoveries. while have donning lust for success he is a lot more lenient and cares for the mistreatment of some of the SCPs, going so far to let an Ethics board representative (gross) on to his site (which is optional in this universe). down the road, he strikes a hidden deal with the serpent's hand and tries his best to explain the sudden burst of SCPs that were currently missing or stolen in the past.
