SCP-0000
Special Containment Procedures: Any area for SCP-0000’s containment must have 4 - 5 island micro nations in close vicinity of each other, in a space to be designated Site-0000. The foundation is to own land on every island, officially under third-party ownership, as bases of Foundation influence. Each area must be stocked with the equipment and men to be capable of lending supplies, activating SCP-0000, performing espionage, maintaining perfect surveillance of Site-0000, performing propaganda campaigns, and preventing Site-0000 nations from affecting the outside world. These actions are to ensure that Site-0000 remains unstable.
Site-0000 should not be allowed to become unified, nor enter a stalemate, as both scenarios make the easiest conclusion outside invasion. SCP-0000 should never be allowed to activate in international waters, illegal airspace, or other territories the United Nations defines as "universally owned". This will result in a CK-class restructuring of modern society.
Generally, every aspect of Site-0000 is to be established so that SCP-0000’s activations are as inconsequential as possible for as long as possible.
The United Nations currently guarantees there will be no foreign influence within Site-0000 (repealed, see Incident-0000-01-FRENCH.THREAT Incident-0000-02-UN.THREAT) No entities, other than the Foundation and Site-0000 nations, can take control of any area within Site-0000. This is to be clear with United Nations officials, and if relocating Site-0000 is made impossible, threats of warfare on behalf of the Foundation may be authorized.

Description: SCP-0000 is a 10 cm rose stem. It sheds its petals over a period of 23 hours, only to grow them back over the course of the next hour. The process repeats at a constant rate, no matter outside factors. When SCP-0000 loses its final petal, it ‘activates’, and the nation it is in becomes an instance of SCP-0000-1. Within two years, SCP-0000-1 will either be annexed, destabilized, or otherwise rendered in destruction (redundant activations do not stack the effect). All Foundation attempts to avert this have, thus far, failed.
SCP-0000's memetic qualities will affect anyone who is recognized as a 'leader' of a nation. Potentially affected persons include presidents, emperors, ██████, prime ministers, and premiers, with no kind of leader know to be immune. When a suitable person learns about SCP-0000’s existence, they will prioritize obtaining the artifact. Matters of national concern are ignored, including the possibility of SCP-0000’s activation.
SCP-0000 was created by POI-████, representing an "ultimate culmination" to his radical anti-societal views. POI-████ has been previously shown to be incredibly competent in creating anomalous artifacts, but was finally detained by the Foundation on █, ████, 2010. While he willingly surrendered a surplus of information about SCP-0000, he did not reveal any way of neutralizing SCP-0000, and died under torture on █, ██, 2011.
Addendum-0000-01-SE.CARIBBEAN: Site-0000 was established on the (former) nations of St. Lucia, St. Vincent, Barbados, and Grenada, in the South East Caribbean, on ███, 2010.
Site-0000 (Martinique is NOT a part of Site-0000)
The supply line to the outside world is run from Florida to St. Lucia. Supply routes (indicated by dotted gray lines) are currently in working order. Foundation presence has been more controversial than initially predicted, so outposts began providing vaccinations and bandages to the general population in 2014.
For the first 3 years, the Site-0000 was relatively consistent. By 2013, attacks on Foundation property began, with attack frequency spiking a year later. SCP-0000's strategies are changing, causing significantly more violent disasters and regimes. The artifact's new strategies are especially harmful to Foundation influence.
Incident-0000-01-FRENCH.THREAT: On June 16th, 2016, a French cruise liner was sunk by a sea mine 40 kilometers from the People’s Union of Native Grenada, due to a security error which caused only the area within Site-0000 to be assessed for sea mines. Before a counter story could be constructed, the Premier of Grenada (Francisco Haedinique) released a video taking credit for the attack, cited as vengeance against the French colonial legacy. The incident quickly spread out of Foundation control and into mass media, leading to the Foundation receiving a demand by President Emmanuel Macron to speak with the head of O5 administration. Site-0000 Director Eric █████ was chosen to respond instead. A French “private phone call of foreign affairs” was held.

Emmanuel: As I’m sure you are aware, the United Nations has entertained your request to allow you to influence, corrupt, and destroy a select group of nations. Your reasons have not been questioned. Your funding of war criminals and genocides has been kindly overlooked. We’ve actively defended your ability to violate human rights based on your promise that it would not breach to the outside world.
Eric: We can assure you it is being used to protect national security.
Emmanuel: Your assurances fall on deaf ears, my friend. Whatever Godless experimentation you are performing must come to an end.
Eric: I promise no experimentation is taking place in Site-0000.
Emmanuel: Then what the hell is actually happening there? You continue to fail to explain what you are doing on these islands, you just promise that you are in control of the situation. The terrorist attack you allowed to occur is a direct violation of the absolutely minimal responsibilities you were told to fulfill. Your organization is a con group-
Eric: Our organization is operating on minimal funding to contain violent, unpredictable dictatorships. Without our influence, you would suffer significantly more than a-
Emmanuel: Your influence was what created those nations in the first place.
Eric: Those nations were created so they could suffer the effects of- Eric pauses, appearing to have caught himself
Emmanuel: Of what? What are you using these nations to cover up? Do criminals not satiate your blood lust?
Eric: I can assure you, no human experimentation is occurring in Site-0000.
Emmanuel: You can’t assure me of anything.
Eric: Assured or not, this incident will not be repeated-
Emmanuel: You have said quite enough. The French colony of Martinique is some 289 kilometers from your People’s Union of Native Grenada, within grasp of a full scale invasion. The French Republic will not allow itself to be made a fool a second time, and that is a promise I intend to keep.

The UN’s guarantee that Site-0000 would remain free of outside influence has been repealed. The UN also dictates that the Foundation cannot establish another Site-0000. France is currently within UN law to declare war on the People’s Union of Native Grenada.
Addendum-0000-02-UNION: As of July 27th, 2016, each nation in Site-0000 (upon discovering they share a common ideology) has come to peace. They have all agreed to mutual military assurance. While each nation is an instance of SCP-0000-1, no inside factors appear to threaten their stability. Foundation efforts to otherwise destabilize the area have thus far been futile.
Addendum-0000-03-FRENCH.DEFENSE: On August 20th, 2016, the Foundation successfully demonstrated to the UN Security Council that Emmanuel Macron was under memetic effects. He will resign as of August 30th, 2016. Why Emmanuel Macron knew about SCP-0000 is unclear.
Incident-0000-02-UN.THREAT: The Foundation's hearing on August 20th was descriptive enough to trigger SCP-0000's memetic effects in every representative of the UN Security Council's permanent members. These would be the People's Republic of China, the Russian Federation, the United Kingdom of Great Britain and Northern Ireland, the United States of America, and the French Republic.
