Special Containment Procedures: If an occurrence of SCP-5509 is reported Mobile Task Force Unit Epsilon-6 "Village Idiots" are to be sent to the affected area and detain any affected individuals and attackers. After the duration of the anomaly expires class A amnestics are to be administered to everyone who has been seen an attack in personal.
Description: SCP-5509 is an event that occurred in almost all areas of Washington, at 10:██ AM, 7/5/198█, where writing describing people's skin was seen walls, books, wooden desks and other objects. The descriptions appeared to describe only one individuals type of skin per surface. The description consisted of skin color in detail, skin damage, skin hair and even things like pimples or infections. Note that description did not describe the skin in the entire body but rather a certain part (usually the arms). The writing on the surfaces along effects on people caused by attackers disappeared after 17 hours since the initial appearance of the writing. During the duration of the anomaly the surfaces cannot be damaged by any known means, neither moved.
Anyone who can remember the specific description of someone's skin can make changes to it just by saying out loud or even thinking the description followed by a change. For example: "Pale white, minorly scratched, few skin hair" followed by "fire". This would set the individual's skin who matches the description on fire. Please note that the description goes into a lot more detail than the example.
In about of 78% of individuals affected by the anomaly became immune to the effects of the attack, meaning if their skin was set on fire by the thoughts of someone, the fire would not burn them. Affected individuals are to be called SCP-5509-1 and if identified be transferred to an isolated area to avoid areal damage from an attacker knowing the description.
After the events that occurred in 13/2/20██ (see addendum 5509-A) what thought to be a one time event and therefore classified as neutralized, now occurred again and re-classified as Keter.
Addendum 5509-A: At 5:██ PM, 13/2/20██ the anomaly re-appeared at a small village in ████, Greece, and lasted for 4 hours. The writing only appeared on a wall near a farmhouse, a desk inside the 3rd grade class in an elementary school and a marble floor inside a church. No affected individuals were attacked.
