Site-681 Incident-08-09-19 Report
Date: August 9, 2019
Location: Site-681, Springfield, Oregon
Disruption Level: Nationwide. (see Aftermath)
Summary of Events:
At approximately 11:41 PM on the 9th of August, ████ █████████ and █████████████ █████████, hereby referred to as PoI-5641 and PoI-5642, arrive at a secluded car park 20 meters away from Sally’s Catalogue of Pages, Site-681’s front organization. Both men approached the bookstore and unlocked the front door after two minutes. As the men returned to their vehicle, Site-681 Security Officers Daniel Greene and Matthew Pickett spotted them and questioned them.
PoI-5642 claimed that he had left his wallet in the store some time earlier. The two men intended to enter the store and claim it, but were unaware of the store’s closing hours.
No wallet was reported by staff nor could security footage identify PoI-5642.
Unaware of this, Officer Greene attempted to enter the store to check the lost and found office. However, the officer noticed the door had been unlocked, which he himself had locked earlier. Both men denied the responsibility of unlocking the door. Officer Pickett contacted emergency services while Officer Greene attempted to restrain the men. While PoI-5642 complied and was detained peacefully, PoI-5641 distanced himself from the officers and evaded arrest. The man continued to claim innocence and demanded the officer to release his partner from what he claimed to be an illegal arrest, backing towards his vehicle.
It was at this time a civilian passing by began recording the incident on their phone.
As PoI-5641 attempted to enter the vehicle, both officers then drew their pepper-spray and tasers. Officer Greene deployed his taser, incapacitating the PoI. Officer Pickett then secured the PoI, before searching the vehicle. A laptop and its connector were found hidden in the glove compartment. A closer examination of the laptop found a hacking program installed in the device.
The security officers then attempted to interrogate the PoI, as to their intentions. The PoI allegedly threatened the officers. Officer Pickett then struck the PoI repeatedly. Officer Greene then noticed the civilian and advised Officer Pickett to stop. The PoI had suffered severe bruising, a dislocated jawbone, and three knocked out teeth. Springfield Police would arrive after 3 minutes.
Aftermath:
PoI-5641 and PoI-5642 were detained by Springfield Police and are being held in Springfield Municipal Jail. The PoIs and copies of related documents will be transferred to Foundation custody via Mobile Task Force Iota-10.
Interrogations by the SPD revealed that the PoIs were affiliated with a group called “Bellus Veritas”, designated Group of Interest-9812. The group is aware of the existence of the Foundation and the Veil. An investigation into the group is ongoing.
The civilian would later post the captured footage onto social media. Several local and national news agencies picked up the incident and broadcasted news coverage regarding it. “SCP shooting” and other related phrases became the most searched term on Google for three consecutive days. A public petition has recently been created, calling for the termination of security officers Daniel Greene and Matthew Pickett. Site-681 was also targeted by several demonstrations and protests in front of the store, and several personnel have been harassed. Foundation activities in Site-681 have been limited to minimize the risk of civilian disruptions.

Barraclough: Try ten minutes. Sommer, how bad are we?
Sommer: Pickett has been reassigned to Area-23. Greene has resigned. The five items that were being transferred to this site were diverted to a temporary containment site. Some of our maintenance teams have managed to enter the Site, but we’re still two days behind in upkeep, and the demonstrations are too spontaneous for us to reschedule their hours. I recommend giving them a small bonus to continue a stable general containment status, at the cost of having their faces seen near here, or until the protests die out.
Barraclough: Any updates on Veritas?
Freyberg: I had a tech visit the GoI’s forum and create a list of the users’ addresses. The PoIs are being transferred to our custody. As of now, we know these men were a part of an internet conspiracy group. They mainly post about events and locations they experienced or suspect to be anomalous on their forum, though their definition of anomalous isn’t as…developed as what the Foundation handles with. This one guy, PoI-5651, posts and updates locations he and other volunteers would personally investigate for anomalies. A day before the incident, he made a post listing Site-681 as a location of interest.
Barraclough: And they got it from someone in the Foundation, right?
Sommer: Either that or a GoI gave these guys the information.
Freyberg: We don’t know for sure. That’s why we need to interrogate PoI-5651.
Barraclough: What do you suggest?
Freyberg: We interrogate everyone who worked in Site-681, both current and retired. If the leak was internal, then the Veil isn’t broken. Meanwhile, we’re gonna have to work to de-escalate the public situation.
Barraclough: Who’s the manager of the bookstore, again? We’re gonna need them to make a public appearance to make a response.
Freyberg: It’s…Walker, right?
Sommer: Yeah. He owns the place, legally.
Freyberg: Any information we find needs to be given to the investigation committee, which you already told us is being organized by the O5s.
Barraclough: I don’t have any precise numbers but, apparently, the committee is getting highest priority funding.
Freyberg: I mean, I understand why it would. It’d probably get its funding cut as soon as the job is halfway done.
Barraclough: They want me to recommend someone for the head of the committee, and I assume Sommer agrees with me?
Sommer: It’s been a long time coming for him.
Barraclough: Well, Conan? You up for it?
Freyberg: Anything for the Foundation.

Foreword: █████████ █████, PoI-5651, is an active member on the online Bellus Veritas forum. He has been identified as the author of a post that incited an attempted break in of Site-681. PoI-5651 was surveilled during the time between 10:11 AM to 11:56 PM.

[10:21] - Target shakes their hand with an unidentified person outside “Coffee Haus” café. No handoffs were seen.
[12:39] - Target throws away an item (receipt). Item was retrieved.
[15:21] - Target is called into a room by unknown person. Surveillance is severely hindered. (Interrogations are to identify the unknown person)
[18:01] - Target converses with another worker in a secluded area in the workspace. (Interrogations are to identify the conversation)
[18:24] - Target sits at a table in “Coffee Haus” café with an unidentified person PoI-5670.
[18:27] - Target receives a piece of paper from the man. Both men survey their surroundings prior.

Pittman: What’s the current status of the investigation?
Bradford: The interrogation of Site-681’s personnel has been finished. The site’s personnel are…content. Nothing that would cause a leak.
Freyberg: And that means someone found the Foundation.
Bradford: Mobile Task Force Eta-19 concluded Operation-01 yesterday, and captured PoI-5651. He is currently being prepared for a second interrogation.
Callaghan: And what about disruption?
Bradford: The report will be on your desk, but Eta-19 is currently going through and scrubbing security cam footage.
Callaghan: Par for the course for an O5 MTF.
Freyberg: Regardless, the capture of 5651 is an important step to the investigation.
Callaghan: Can we get a summary of the interrogation?
Bradford: Summary is that he’s not the last piece of the puzzle. He gets his information from a source. Apparently, we already marked him. Eta-19 flagged the source while surveilling 5651.
Callaghan: And I can assume that during the 10 hour interrogation, you didn’t slap him once.
Bradford: Most of that time was spent trying to write down everything he was saying.
Freyberg: The kid was a chatterbox after we said we would let him go if he talked.
Pittman: What’s the likelihood the source is from a GoI?
Bradford: There is a chance PoI-5670, the source, is from another group, but we can’t confirm it yet. From the way 5651 talks about him, it makes it sound like his operations are extremely isolated, so the source could be a lone Insurgency cell. Again, we can’t prove it, just assumption.
Pittman: How soon can you end this?
Freyberg: Bradford’s already planning the raid. Probably need a couple hours to review all of the information we have, a day for surveillance, another day to see his routine, and another if he doesn’t. That’s when we go in.
Pittman: I’ll update the O5s about it. But if it’s true that Veritas was just the beginning, then we have a problem with the Intelligence Department if they didn’t detect this beforehand.

Objective: Capture and detain PoI-5670 for interrogation. Seize all intel relating to the anomalous and Foundation.
Foreword: In an interrogation a part of an investigation into GoI-9812, ████████ ███████████, Person of Interest-5670, has been revealed to have provided information that would eventually lead to Site-681 Incident-08-10-19. Under orders from the investigation’s head, Conan Freyberg, Eta-19 has identified that PoI-5670 will return to his residence sometime between 03:00 and 03:30, where the unit will seize the PoI.
Unit Composition: Ten agents total; five agents in one van (Alpha), two agents in a car to watch for activity (Bravo), three agents in reserve (Zulu).
Commander: Alexander Bradford
[02:55] Alpha arrives at the T-junction at 6th Street and M Street. Bravo is posted along the main road, along with Zulu.
[02:56] Alpha reports two men standing outside PoI-5670’s address. No action is taken.
[03:16] Bravo spots PoI-5670 walking along the main road.
[03:17] Bravo reports two vehicles driving down the main road. Alpha is ordered to stand down until the vehicles leave. Target briefly converses with the two men and enters his residence during this, followed by the men.
[03:19] Vehicles leave the operation’s line of sight. Command orders Alpha to begin the operation. Alpha exits their vehicle and enters the residence.
[03:27] Alpha clears the first floor; confirms no other individuals are present. Operation continues.
[03:28] Alpha hears the PoI and the two men inside a room, reportedly shouting and arguing with the other. Two agents from Alpha secure another hallway that would lead into the room.
[03:29] Alpha breaches the room. All three are captured and are brought to a room where they are restrained.
[03:31] Alpha begins searching the house for information.
[03:34] Bravo reports a civilian living near the PoI had woken up and is moving towards the house. Zulu is ordered to secure and amnesticize the civilian.
[03:41] Alpha reports that all intel present is secured. Alpha leader notes that information on Site-681’s address is not present.
[03:48] Alpha confirms that no actionable intel is present. Command orders Alpha to secure all documents and authorizes the MTF to return to base.
[03:53] Alpha secures the PoI in the vehicle and drives from the location. All units return to base eleven minutes later.
Aftermath: PoI-5670 was captured and is currently being interrogated. Most of the content of forum posts by PoI-5651 was present on the intel retrieved from the operation, with the exception of Site-681’s address. The information retrieved was a list of addresses, presumably to be investigated by PoI-5651. None of the addresses are locations of Foundation or known GoI facilities.
Testimonies from agents from Alpha indicate that the two men were local members of Bellus Veritas. The men had apparently also been contacted by PoI-5670 before and were alerted by PoI-5651’s disappearance. Interrogations are to follow up on these claims.

Pittman: A job well done. Through your efforts, critical information of Bellus Veritas has been revealed, allowing us to strategize. Your loyalty and commitment to the Foundation and the protection of her ideals has shown over the course of this investigation.
Callaghan: However, the O5 Council had come to a unanimous decision.
Bradford: We’re being shut down?
Pittman: Not exactly. The threat GoI-9812 poses to the Veil still exists. In fact, the forum is having a civil war between the users who want to keep the site the way it is and users who are, frankly, much more dangerous to the Veil. But the fact remains. Because of you, the threat they pose to the Foundation has been ascertained.
Callaghan: You already know that PoI-5651 had been posting a list of addresses, which he and Veritas would investigate.
Pittman: Freyberg, can you tell us Site-681‘s address?
Freyberg: 2330 9th Street, Springfield, Oregon.
Callaghan: One of our staffers was tasked with making a chronology of our history with Veritas. That’s when she noticed something. When Eta-19 secured 5670, we asked him if he was investigating 2330 9th Street with 5651.
Freyberg: Why?
Callaghan: Because they were investigating 2230 9th Street. The 2330 on the post was a typo.
Pittman: The Committee is being reorganized into an MTF, now that the primary objective is done. You will continue to monitor GoI-9812 to ensure an incident like Site-681 never happens again.
Freyberg: An MTF of ten people, removed of all specialists, scrolling through a conspiracy forum.
