Special Containment Procedures: The observatory encompassing SCP-4706 has been transferred to Foundation Astronomical Command. SCP-4706 is to remain activated and unobstructed. Reserve-engineered instances of SCP-4706 are to be researched by the Foundation and all major space agencies worldwide.
All actions pertaining to the manual operation of SCP-4706 are to be monitored by Stationary Task Force Lambda-42 ("Pew Pew!").
Description: SCP-4706 is a 589 nm laser guide star unit located at a large observatory in the Auvergne-Rhône-Alpes region in France. SCP-4706 is sentient and sapient, possessing the ability of rotating itself and limited synthesized speech through a small speaker system.
The laser system of SCP-4706 is significantly more electrically charged than what is physically possible for its size. SCP-4706 is capable of discharging a focused laser beam that has been observed to reached a height of up to 1,200 kilometers, thirteen times the maximum length for a non-anomalous laser guide star unit.
When an emitted beam (hereafter designated SCP-4706-1) hits an object, the object will begun to undergo disintegration on the subatomic level, resulting in the total destruction of the struck object. SCP-4706-1 appears to have a "blast-radius" in a section of 1 km². Objects close-by in that range will also undergo disintegration.
It is possible to manually control SCP-4706 through its computer terminal. Beams discharged in manual control have a modified wavelength of 552 nm. Disintegration is not present within manual mode, however concentrated beams have been estimated of reaching a voltage of up to twelve megajoules.
Currently, SCP-4706 has exclusively targeted space debris and derelict satellites in Earth orbit. Its motive for doing so is currently under investigation.
A CLEAR-SKY event refers to an event in which SCP-4706-1 is emitted from SCP-4706 without manual interference. CLEAR-SKY events occur throughout random points in the year, however events can be partially predicted by speaking to SCP-4706.
Addendum 4706.1 Discovery
SCP-4706 was first alerted to the Foundation in 2041 after an email forwarded to the European Space Agency was intercepted by web crawlers. The email subject was titled "Rogue observatory, help!".
Previously, the observatory installed an artificial intelligence system in order to test the effectiveness of an unmanned observatory and to cut costs. Foundation embedded agents, disguised as EU-OSHA safety inspectors, raided the building and discovered SCP-4706 and its computer system.
