Special Containment Procedures:
ITEM is to be contained on grounds of site ██ in a modified 10m x10m x 17m humanoid containment unit. Containment unit is to be constructed with standard steel composite plating measuring 5" thick. The containment unit must also be fitted with flood-lights capable of a flooding the interior of the containment unit with a total output of 120,000 lumens in the event of ITEM entering an agitated state to discourage containment breach. In the event of a containment breach, all security personnel is to retreat to maximum engagement distance when attempting to pacify ITEM.
Due to ITEM's discomfort in lit conditions, in order to prevent potential containment breach, the interior of the containment unit is to remain unlit with surveillance being conducted through the use of infrared monitoring cameras situated in each corner of the containment unit.
Should ITEM breach containment following the incitement of an ITEM-1 event, all effort must be made by security personnel to re-contain ITEM following the termination of ITEM-1.
Description:
ITEM exhibits the appearance of an emaciated human male with a standing height of 2.3m. ITEM has been deemed sentient and capable of acting with intent, see incident report 4545-1b. ITEM has been observed to be fluent in English, however, this is spoken with a heavy Slavic accent suggesting a possible European origin; how ITEM gained its understanding of language is currently unknown.
ITEM’s skin exhibits signs of an extreme lack of exposure to natural sunlight, this has resulted in dermal tissues becoming near translucent. Hair of ITEM is degraded to such a degree as to suggest sustained and prolonged exposure to extreme amounts of radiation; it should be noted that ITEM does not show any other internal or outward symptoms of radiation poisoning. ITEM’s pupils have been observed to be completely dilated, resulting in an extreme intolerance of all forms of light.
All personnel on-site must not engage in any action deemed illegal or otherwise immoral such as stealing, murder, vandalism, etc. Should any illegal actions be taken on-site, ITEM will enter an agitated state at a random period between 19:00 and 23:00 and will make violent attempts to escape its containment unit. Should ITEM succeed in breaching containment, it will make an effort to seek dimly lit areas or claustrophobic spaces, such as air vents, and will attempt to completely escape from the sight of containment personnel after which it will begin to make its way to the perpetrator of the inciting action, hereafter referred to as ITEM-1.
ITEM, upon locating ITEM-1 will make noted effort to ensure ITEM-1 remains unaware of its presence before ambushing and killing ITEM-1 through excessively brutal means. It should be further noted that ITEM has not attacked any recorded instance of ITEM-1 whilst the instance is under the observation of any other human. Foreword:
Interview was conducted following the first recorded instance of an ITEM-1 event in order to ascertain the motivation of ITEM whilst simultaneously serving as a test of ITEM's capacity for reason. Interview was conducted through the use of a two way PA system between ITEM's containment unit and a control chamber.

Dr. Krieg: (Aside) This is Dr. Krieg interviewing ITEM on orders of head researcher ████ the date is the 17th of April, [REDACTED] ITEM, can you hear and understand me?
ITEM: Ah, so the very wind speaks to me now. Your words come doctor, yet you don't face me yourself. Why is that?
Dr. Krieg: Standard Precautions. Now, I have some questions for you which you will do your best to answer regarding yesterday's incident with D-1223.
ITEM: Very well, but I do not see what your point is, Doctor. What I did can be supported by common sense.
Dr. Krieg: What do you mean, "common sense?"
ITEM: The common sense of the law.
Dr. Krieg: Under what pretense can the law justify your actions? You have murdered a man, ITEM, that is illegal.
ITEM: It was not murder, Doctor. It was an execution.
Dr. Krieg: An execution? I don't see what difference that makes.
ITEM: It makes all the difference, Doctor. Murder is a crime, an irredeemable transgression against the rights of men. An execution is the price to pay for such a transgression.
Dr. Krieg: So you're enforcing the law?
ITEM: Correct.
Dr. Krieg: If that is the case, then what law is it that you enforce. D-1223 was convicted on charges of [DATA EXPUNGED] that's far from a death sentence.
ITEM: I enforce the law of man, Doctor.
Dr. Krieg: Clarify.
ITEM: It is simple, Doctor. One man wrongs another and must pay his due for his crime.
Dr. Krieg: And what is this "due?"
ITEM: Blood.

Closing Statement: Following this interview, all D-class personnel were transferred off-site. Further inquiries were launched as to how ITEM became aware of D-1223's offenses.
Addendum 1:
To prevent possible containment breach, all D-class personnel assigned to site ██ are to be housed in an offsite facility located in [DATA EXPUNGED]. ITEM does not react when D-class assigned to research tasks enter site ██. The reason for this is currently under investigation but is believed to be due to [DATA EXPUNGED].
ITEM-1 Event-A
Subject: Researcher Gregson
Report:
Researcher Gregson was discovered in the communal lunch area of site ██ during wake-up hours following a reported ITEM containment breach with his intestines stretched at a distance of 10m reaching both ends of the room. Cause of death was determined to be blood-loss and severe shock. In researcher Gregson’s hand was clutched a single 2B pencil that upon recovery was found to have the name ██████ written on the side.

Subject: SC Hadley
Report:
SC Hadley was discovered in the site ██ communal parking lot following a reported ITEM containment breach with wounds including severe lacerations at sporadic points on the body and broken bones including fractured femurs indicating a fall as the cause of death. It should be noted that the lacerations found on SC Hadley’s body were determined to be incurred post-mortem. SC Hadley was later found to recently have been the subject of a workplace sexual harassment report.

Subject: D-1223
Report:
D-1223 was admitted into site ██ pre-discovery of ITEM’s intolerance to criminal activity. 8 hours following D-1223’s admittance to site-23, D-1223 was discovered in his cell with all internal organs removed. Missing organs were later located at randomly spaced locations throughout site ██. The reason for ITEM not having become agitated at the presence of D-class that were already residing in site ██ prior to ITEM’s discovery is currently unknown. However, following this event, all D-class were immediately relocated offsite due to concerns of the Foundation Ethics Committee.
ITEM-1 Event-D
Subject: Dr. Daniels
Report:
Dr. Daniels’s body was found in her quarters on the 20/04/████ following a reported ITEM containment breach. Cause of death was determined to be shock. An autopsy revealed that both Dr Daniels’s legs had been broken in several dozen places, rendering the femurs almost powdered due to repeated fragmentation. Inquiries as to the trigger for ITEM-1 event lead to the discovery of Dr. Daniels’s car having been parked in a reserved parking space that had not been allocated to Dr. Daniels on the morning of the containment breach.
