Special containment procedure:
SKIP is to be contained in a 3 meter cubed humaniod containment chamber equipped with surveillance, UV light and tear gas. Should SKIP show its activated state security personel are to turn on the UV lights and tear gas and security personel are to fire tranquillisers to SKIP while at its weakened state as it is vulnerbale to sunlight and has a strong sense of smell, this procedure should only be done should SKIP make any attempt to breach containment. SKIP is to be fed every 6 months with aborted human fetuses and stillborn infants aquired from hospitals and abortion clinics in its activated state as feeding SKIP with pregnant D class personel is prohibited by the Ethics Committee
Description:
SKIP appears to be a normal human male in its inactive state however when at night it is then in its activated state transforming into a hybrid creature covered in dark fur with hands and feet growing claws with legs of that of a frog and extra skin connecting from the wrist to the hip used for gliding similar to a wingsuit. In its activated state SKIP is devoid of human consciousness and replaced with animalistic predator behavior almost feral but does speak but is yet to be determined if this is merely part of its hunting method or still show human consciousness, further testing is to be done. SKIP has a preferred prey of pregnant women and children though it is capable of killing a fully sized adult when cornered, SKIP shows high aggression should it be deprived of consuming human meat and makes attempts to break containment.
Adendum:
SKIP normal behavior in its activated shows it is roaming around its cell, attempts of communication has met with failure while in this state. Interview made with SKIP in its inactive state shows that he is unaware of SKIP activated state however upon showing a photo of SKIP activated state SKIP froze in fear stating he remembered encountering SKIP after surviving its attack but was seriously injured. when dawn breaks however by that time his parents were killed. Further investigation shows that the locals state it is a monster of southeast asian folklore. It is implied there are more instances of SKIP out there. MTF Epsilon 6 has been dispatched to eliminate any further instance of SKIP and do a widespread disinformation campaign providing conflicting information and description to the folklore of related to SKIP and provide amnestics to witnesses and attribute it to animal attacks. investigation is currently ongoing regarding transmission of SKIP to other persons
(let me know if this SCP similar to this is already established since its my frist draft. Would like to know how to improve it, btw does this still count as plagarism since its loosely based on a local folklore?)
