Description: [The Cackler] is a pale humanoid entity standing approximately 2.4 meters in height. [The Cackler] appears to be covered in a large, dark trench coat, and detailed examination of its material has revealed that the trench coat is composed of a variety of fabrics of different centuries dating back to the early 16th century. Microscopic examination of the material revealed the fabric to contain small organic particles similar to [REDACTED]. Preliminary examination during its initial capture has revealed [The Cackler] to be nearly devoid of any facial features with the only discernable facial features being long white hair and a relatively large mouth with the teeth exposed in a permanent smile. In spite of being eyeless, The Cackler is capable of maneuvering around in its environment via unknown means. Preliminary examination of [The Cackler] also revealed that its extremities to be approximately 5-9% longer in comparison to human proportions.

[The Cackler] is extremely dangerous and unpredictable, responsible for multiple successful and unsuccessful containment breaches, resulting in the deaths of [REDACTED] personnel including former site head Dr. [REDACTED]. [The Cackler]’s first containment breach attempts involved extended physical assault upon its cell walls which resulted in several successful containment breaches and forced staff to upgrade [The Cackler]’s containment chambers. During these successful and unsuccessful containment breaches, [The Cackler] has exhibited strength, endurance, and agility that greatly exceeds that of a normal human being. [The Cackler] is also shown to be capable of scaling any vertical surface, hanging upside down for hours at a time.
The most dangerous ability of [The Cackler] is its ability to manipulate and warp reality within a 10-meter radius of itself designated as [The Cackler]'s "Range of Influence", the severity of such reality warping are classified under Stage 1A to Stage 3A Events, with Stage 3A Events being the most severe cases. All stages occur once a subject is within [The Cackler]'s range of influence. Each Stage 1A-3A Events are categorized and described under the following conditions:

  • Stage 1A Event: The least severe case of reality warping by [The Cackler], Stage 1A Events involve manipulation/warping of reality in the appearance of hallucinations. The appearance and nature of these hallucinogenic apparitions varies greatly with each individual affected by the event, however all Stage 1A Events induced by [The Cackler] are primarily used as a means to psychologically manipulate the individual, either by warping its appearance in order to resemble someone close to the affected individual, or warping the appearance of objects near the targeted individual. During [The Cackler]’s escape from Site [REDACTED], which lasted for a period of 2 weeks, [The Cackler] was later captured after it was discovered after a Stage 1A Event in which it attempted to take on the appearance of an individual trusted by its potential victim. Stage 1A Events are not known to induce any "Bleed Effects".

Discovery and Containment: [The Cackler]’s existence and activity were first detected in 1935 during a preliminary homicide investigation in [REDACTED], Maryland closely resembling activity first reported occurring at an alternate location in 1921. All incoming information gathered by local authorities and resulting media coverage of [The Cackler]’s activities were subsequently falsified as SCP staff continued to monitor [The Cackler] up to its subsequent capture and containment. Observations of by SCP staff noted [The Cackler]’s activity interspersed between the two different locations until its subsequent capture in 1942. In 1938, [The Cackler]’s secondary location began displaying signs of worsening condition due to various unchecked “Bleed Effects” characteristic of multiple Stage 3A Events were discovered at various points within the location. As a result, SCP staff was forced to destroy the location in an effort to neutralize the exhibited “Bleed Effects” which was effectively falsified to all media outlets. At the same time, all case files relating to [The Cackler] were confiscated by SCP operatives. [The Cackler] would kill one more individual at the secondary location after its destruction before it began hunting exclusively at the site of its eventual capture. SCP staff would continue to monitor [The Cackler]’s activity from 1939 to its capture in 1942 (See Addendum [The Cackler]-01).
At the start of 1941, [The Cackler]’s activities grew increasingly violent and difficult to suppress, as a result, SCP staff came to the decision that [The Cackler] should be permanently contained within Site [REDACTED] for further observation and research. The decision to secure [The Cackler] was headed by the late Dr. [REDACTED] who would oversee all observation and research of [The Cackler] until his death during Stage 3A Event-07 (See Addendum [The Cackler]-03 for more details) .
