Special Containment Procedures: SCP-4700 here fore to be called "billy" Is to be given absolutely anything it wants. Billy is not to be referred to as SCP-4700 under any circumstances. Billy is to be given a 4,000 acre piece of land in █ █ █ █, township of █ █ █ █ █. Any trespassing onto site █ █ █ is to be dealt with by lethal force Is to be given strict warnings and sent away. Emotional support dogs of the German Shepherd and Golden Retriever breeds are to be on standby at all times, substitute dogs are not allowed unless of the Husky breed. Guards are only allowed to use non lethal force, tasers, batons, tear gas, ect. for fear of causing a temper tantrum. If a temper tantrum does occur all onsite staff other than onsite support staff and dogs are to evacuate. If Billy has seen or heard something that has upset him the therapists can choose to either educate Billy about the subject or administer an amnestic. Billy is to be given a house of at least 5,000 square feet and a play place with any toy that Billy wants. There are to be at least 3 children of the same age as Billy for him to play with. The three are taken from local orphanages and sent back once they reach the age of 5. There are to be no less than 3 scientists in the field of plate tectonics on site at all times, they are to monitor any seismic activity in the region.
Description: SCP 4700 is found to be an average 4 year old boy in every test conducted on him. However SCP 4700 has not aged a single day in the 25 years the foundation has contained him. He has blue eyes and black hair, claims to be called Billy and prefers blue jeans or sweatpants and a red, black or gray shirt. He behaves as a normal 4 year old boy including the temper tantrums however a temper tantrum or even just an agitated state a magnitude 1 earthquake manifests, this earthquake increases in magnitude every minute and seems to have no specified limit. The highest magnitude earthquake ever created by SCP 4700 was a magnitude █ █ earthquake completely destroying the island state of █ █ █ █ killing over █ █ █ █ █ █ █ people. This event lead the foundation to the epicenter, a 4 year old agitated boy. He was given amnestics and now has no recollection of the event. He has multiple other anomalous affects, including but not limited to..
* Increased affection for SCP 4700 from all subjects.
* Any clothing touched by SCP 4700 becomes indestructible
* Ability to move any object with his mind
* Ability to fly
* Is immortal
* Decreased amnestic effect over time
Many of the listed properties are beneficial to the foundation, however the decreased amnestic effect is becoming a huge concern for the foundation. With this knowledge in mind we may not be able to effectively end a temper tantrum from SCP 4700 and reclassification to Appollyon is being considered.
Event: SCP 4700-1
While playing outside a mob of drunken people wandered onto the land of site █ █ █ and started causing trouble. SCP 4700 hid behind a tree and watched as two armed guards used lethal force on the drunks killing all █ █ of them. SCP 4700 entered an extreme emotional state and the guards luckily heard him and rushed him to the onsite therapist who was able to calm SCP 4700 down with the help of a therapy dog. The thrapy dog named "bear" by SCP 4700 now stays by SCP 4700's side at all times. This has prevented all emotional states for 5 years but none the less all lethal force was banned. We can only imagine the devastation caused once the dog dies however, we can only hope that amnestics will do the trick but they are losing effect.

Addendum: Scp 4700 will be kept at keter classification until "bear" dies, upon which it SCP 4700 will be classified as Appollyon. Methods of making "bear" immortal are under way but efforts are slowed by "bear" needing to be at "Billy's" side at all times. We can only pray to whoever created us to help us for this one, we really need it.
