I'll just break this into collapsible to make it easy for me writing and for you reading…

+ How the group of interest will have been formed

A rouge Foundation L-3 Intelligence Member by the name of Agent Allison Tyrion realizes that she does not agree with the ways of the foundation anymore after being on multiple outings through them. Knowing she would not be permitted to leave the foundation and sustain herself, she gathers eight people from across the different departments, and they manage to escape The Foundation, who they at this point viewed as captors. Having worked in the Intelligence Bureau, Allison had searched the globe prior to leaving the facility, and would lead her small group to a disbanded safehouse. They would eventually work their way into making their own secure facility underground, forming a democracy with the original nine leading nine separate departments to make their facility function.

+ What this group of interest would aim to do?

This group of interest's primary goal would be to recover foundation personnel who were either too elderly or disabled to complete their job (Because if they can't complete their respective department's job, in my head cannon, they would be put to death rather than take up space that could be used as a replacement), or personnel who have a desire to leave the foundation, but know that they would not be permitted to, just like The Republic's founder, Allison Tyrion.

The Republic would also strive to attain SSEs (The Republic's equivalent of SCPs), or Sapient or Sentient Entities

The Republic refers to their entities as SSEs, standing for Sapient or Sentient entities. The group of interest would aim to recover all SSEs from containment by any other groups, be it through negotiations or raids. Testing would be allowed, however subjects would be taken on a need-be basis, and would only be taken from other groups of interest.
