Description:

SCP-6000 is a collective designation for a "Grass Roots" movement being undertaken by the Serpent's hand to create areas for anomalous activity to thrive without Foundation oversight. These "safe spaces" are referred to collectively as "The Serpent's Place" by members of the anomalous group of interest known as the Serpent's Hand. This "Underground Railroad" has been associated the unexplained disappearances of 2,837 civilians and 387 known anomalous entities.

In the last six years, these efforts have increased exponentially, resulting in multiple coordinated attacks on Foundation personnel and transportation convoys across the globe.

The Serpent's Hand is a typically disorganized group, but after the Former Col Foxboro defected to their cause, they have shown signs of improved coordination and training. In addition to this, they appear to have gained funding to purchase anomalous technologies from multiple organizations and have gained a greater understanding of the inter-dimensional portal network referred to as "Ways" by their members. GoI-5917, "The Wandsmen" are suspected of aiding them in their understanding of this system, but have denied any formal ties with the organization.

Addendum: Operation Mongoose

Operation Mongoose was an effort initially lead by Former Col Foxboro to disrupt the "Serpent's Place" movement by any means necessary. These files refer to ongoing military operations, and are thus more highly redacted than typical documentation.

Safehouse Raid 1: 4/26/2020

OPERATION SUMMMARY:

Raid took place in Addis Ababa targeting a suspected Serpent's Hand Safehouse. 12 humans capable of thaumaturgy and 14 anomalous entities of unknown taxonomy were captured during the raid. Two members of the Serpent's hand and one anomalous reptilian creature were killed during containment efforts.

23 non-anomalous humans were present at this event and were given Amnestics before being brought into Foundation Custody to serve as D class personnel.

Prisoner Interview:

Foxboro: Cooperate with me, and things will go better for you.

Ife: You murdered three innocent people in front of me. And don't think I haven't read all about you in the news. Kill me like you did them or feed me to your monsters, but I will not help force the natural order of things.

<At this point Ms. Ife refused to provide further information, even after enhanced interrogation techniques were deployed. A request to use SCP-5316-1 for interrogation was denied.>

Safehouse Raid 2: 5/07/2020

OPERATION SUMMMARY:
This safehouse was an open air market in Watertown Wisconsin and contained a group of as of yet unclassified sapient reptilian entities. Upon entry to the safehouse the reptilian entities gathered together in the town square and insisted they would not fight, but also would not leave their homes.
While attempting to forcibly extract the entities, who had linked appendages to make moving them difficult. One of the entities growled at Agent Benson and the Agent responded by opening fire on the crowd.
The majority of the entities died during the chaos, and several more succumbed to their injuries afterward.
Six non-anomalous members of the Serpent's Hand had locked appendages with the reptilian entities and were also killed in the panic.

Ife: A harmless group of people that you are afraid of.

Ife: No, I think this is survival. I also think it's obvious you realize you're in the wrong. I've seen eyes like that before. Who did you kill in your unnatural pursuit this time?

Foxboro: I'm not going to sit here and tell you I'm happy about what I've had to do to preserve order, but your little friends are spreading dangerous anomalies.

Ife: You vastly underestimate us.

Foxboro: What do you mean?

Ife: Do you think we're blind? We know there are dangerous things in the natural world. We have no interest in their spread.

Foxboro: You keep talking about the "natural world". What do you mean?

Ife: How familiar are you with the story of Genesis?

Foxboro: I've been briefed on several ecclesiastical stories having associated anomalous-

Ife: I am not talking about the truth right now. I am talking about the story.

Foxboro: … I see. I read it at one point.

Ife: Then you know of the Serpent?

Foxboro: Lucifer, yes.

Ife: Not Lucifer, the Serpent.

Foxboro: … I was under the impression that they were one and the same.

Ife: In some versions of the story, yes. But in most, the Serpent is merely possessed by the dark. It did nothing. It was used.

Foxboro: You're saying these Reptilian entities are being used by dark forces?

Ife: No, just that they were once, long ago. Then they were discarded. Many humans can say the same.

Foxboro: Look, if you're trying to tell me that these aren't a threat-

Ife: Of course they are a threat. They are a threat the same as you and I. Living in a world means accepting that those around you are threats. All of us are fragile creatures in the end.

Foxboro: What are you trying to say?

Ife: I am saying that you have blamed the Serpent for the Devil's crimes. You lash out at the Serpent because the Serpent is what you can see, but you are merely punishing victims to make yourselves feel better. Your true enemies are always too strong for you to contain.

Foxboro: I'm aware of your organization's philosophy, but what does this have to do with-

Ife: The Garden is the Serpent's place. It is also the Raven's place and the Fox's place and Eve's place. It was only when god and the devil decided to go to war that paradise was shattered.

Foxboro: What does any of this have to do with the Reptilian-

Ife: I am telling you, they are our family! They are children of monsters same as us. And now powers in the skies and the deep want to tear us from our siblings, weakening us so we can be conquered.

<Ife glares at Foxboro.>

Ife: You are playing right into their hands. We are the ones fighting back.

Ignoring protocols, Col Foxboro attempted negotiations with a group of as of yet unclassified chieropteran entities living in a Serpents hand house in New Orleans, Louisiana. Rather than capturing the entites Col Foxboro relocated the entities to the extradimensional space known as La-Rue.

Foxboro: Commander, I was merely trying to conduct the operation in a manner that minimized casualties and disruption to normalcy.

Cleatus: Walk me through this here, you went into a safehouse unarmed, talked to a group of bat monsters and convinced them you were going to take them to La Rue, then you got them in a secure transport truck and, instead of taking them to the appointed processing site, you gave them to Cotton Eye Joe?

Foxboro: Again, I was trying to minimize casualties and the disruption to normalcy caused by potential backlash from La Rue.

Cleatus: Colonel, with all due respect that is flagrant horse shit. La Rue does not own all of New Orleans. This ain't Portland. What you just did was potentially release a group of hostile entities-

Foxboro: We have no reason to believe those creatures were hostile.

Cleatus: Fine, entities that were a threat to normalcy then. What ever happened to the "Secure" part of our motto?

Foxboro: With all due respect, I was appointed to this position by the O5 council directly and given full authority to carry out this operation as I see fit. I deemed the backlash we would get from the anomalous community to be a greater threat to normalcy than a simple re-location containment method for a family of non-hostile entities.
