Special Containment Procedure: SCP-4XXX is located ██ kilometers southeast of Echo Bay in Canada’s Northwest Territories. An 8 meter tall electric barbed wire fence is to be constructed around SCP-4XXX 4 kilometers out from it which must be kept at lethal voltage levels at all times. All roads leading to SCP have been rerouted except for the main road leading to SCP-4XXX, which will not appear on any map or GPS and is closely monitored. This road also leads to Provisional Area-301. The main road is blocked by a foundation security checkpoint 4 kilometers out from SCP-4XXX. The checkpoint is protected by a watchtower manned by a sniper using an anti material sniper rifle, two gun nests equipped with .50 caliber machine guns, two armored vehicles with mounted turrets, and an M1A2 Abrams Tank, along with barbed wire, road spikes, and concrete fortifications. The checkpoint requires at least level 3/4XXX authorization to pass through and is the only way to enter the area from the ground. At least 10 agents are to be stationed at this checkpoint at all time. Agents stationed at the checkpoint will be equipped with standard issue weapons, gear, body armor, and uniforms, along with night vision goggles with standard and thermal settings for agents on duty during night hours.
At all times, the area around SCP-4XXX should be monitored overhead by one of two foundation Hunter Killer UAVs which utilize thermal, infrared, and night vision sensors to monitor the area. If a UAV detects any human signatures in the area, it will report them to a foundation satellite in orbit above which will automatically ID the signatures as friendly, foe, or civilian. If signatures are ID’d as foe, UAVs will terminate the target. If a civilian signature is detected, Mobile Task Force Unit Lambda-11, designation “Effect and Cause,” will be notified and ordered to locate and apprehended the civilian contacts for questioning and treatment of class-A amnestics. It should also be noted that signatures from Lambda-11 agents will be invisible to the UAV and will be unmarked to prevent the risk of a time paradox.
If any unauthorized aircraft are detected in the airspace, they will be told to leave this restricted airspace immediately or they will be shot down. If aircraft do not obey this command, a SAM site located at Area-301 will be used shoot down the aircraft. Cover story many be needed if such an event occurs.
Due to the information discovered from Expedition 4XXX-V, the use of Class-D personnel in SCP-4XXX expeditions and experimentation in the field is strictly forbidden. Any Class-D personnel caught in SCP-4XXX’s yellow, orange, and red zones will be immediately terminated. Under no circumstances should any unauthorized personnel ever the red zone. Armed security personnel in groups of at least three must conduct routine patrols around the outside of SCP-4XXX’s old security fence, which marks the edge of the red zone. Patrolling agents must report any unusual activity in the area, along with report any holes in the fence for immediate repairs. These patrols are authorized to use lethal force if they encounter anyone attempting to enter the red zone without proper clearance. If there are any foundation researchers conducting research in the field closer than 150 meters from the edge of the red zone, they will be ordered to show their given identification cards to patrolling agents. Personnel who fail to show proper identification will be apprehended by security personnel and brought to Area-301 for questioning and disciplinary measures ranging from treatment of amnestics up to termination. If any patrols ever encounter MTF agents from Mobile Task Force Unit Lambda-11 exiting the red zone, under no circumstances should any patrols ever acknowledge the existence of MTF agents in any way unless told to by Area Command, as it has the potential to cause a paradox.
As of █/█/2020, All personnel that have been cleared to operate in the yellow and orange zones will be issued Xyank/Anastasakos Personal Temporal Anchors (XAPTAs) to prevent against temporal shifts and should be kept at a stable output rating of 45 W. The only exceptions to this is with Expedition and [REDACTED] teams from Mobile Task Force Unit Lambda-11, who will be instead issued Xyank/Anastasakos Personal Temporal Manipulators (XAPTMs) to control and manipulate shifts while inside SCP-4XXX’s red zone during expeditions and operations involving [REDACTED]. XAPTM voltage output levels may vary. Unauthorized personnel are not allowed to have XAPTAs or XAPTMs in their possession under any circumstance. Anyone caught with either in their possession without direct authorization will be immediately terminated.
The zones around SCP-4XXX have been designated by color which indicates their level of anomalous temporal activity. The zone between 4 and 2 kilometers has been designated as the green zone and has little to no anomalous temporal activity. The zone between 2 and 1 kilometers has been designated as the yellow zone and has low to mid level anomalous temporal activity. The zone between 1 kilometer mark and SCP-4XXX’s old security fence has been designated as the orange zone and has high level anomalous temporal activity. XATPAs are required to be worn by researchers and agents in the yellow and orange zones. The red zone is the area inside the old fence border and has extremely high anomalous temporal activity. Agents of Mobile Task Force Unit Lambda-11 expedition teams are the only ones allowed inside the red zone and are required to use XATPMs while inside to prevent unnecessary casualties. The red zone is also used for [REDACTED].
Description: SCP-4XXX is an abandoned foundation research and containment facility that was previously known as Site-30. The site was made active in the 1980s and had been active until December 2017. The site housed primarily [DATA EXPUNGED] and was often considered one of Foundation’s most secure facilities before the Site-30 Incident. [DATA EXPUNGED].
During the December of 2017, a large scale containment breach occurred at the site due to [REDACTED]. The containment breach lasted for exactly three hours until an anomalous event occurred which caused everything in a three kilometer radius to age and decay extremely unusually, including the nearby towns. All personnel and SCPs that were in Site-30 during this event were killed or went missing. It was also discovered that this anomalous event caused all information about what happened at Site-30 during the breach to disappear as if it had never existed in the first place. Anyone who knew exactly what happened at happened at Site-30 appeared to have lost all memory of what happened, along with almost everything else that occurred in the three hours prior to the anomalous event. It should also be noted that shortly after this event, all information about Site-30 was deleted from the foundation database, making it seem that Site-30 never existed in the first place. It is unknown if this was related to the anomalous event that occurred, since people who knew about the existence of Site-30 retained their memories. Due to this, it would take three years until the Foundation rediscovered Site-30 in Northern Canada.
Upon finding Site 30, it was discovered that everything around it in a two kilometer radius had aged and decayed unusually, as things ranged from decaying the normal 3 years since the Site-30 incident to 300 years. Scans of the area revealed the area to have an unusually high and unstable Tachyon level. It was then discovered that when entering into a 1 kilometer radius of Site 30, people will suddenly be sent back in time 3 years ago an estimated 30 minutes before the incident that occurred at Site 30 for short periods of time every 3 minutes, however time will appear to be frozen and people will be unable to move in any way during this shift. Discovery of this is what initially gave Site-30 its SCP status and called for further investigation of the area. It was then later discovered that when passing SCP-XXXX’s old security fence, anyone in that passes it will be sent into the past at the seconds before SCP-XXXX’s containment breach happens, and time passes as it normally would. Anyone inside the fence boundary will then have about 3 hours to accomplish what they need to do in the past and get out by exiting the area inside fence boundaries. If someone leaves and re-enters, they will go back to the exact time they were at when they left. During these 3 hours, people will shift back into their corresponding location inside SCP-4XXX in the present after their first and second hours inside for exactly 30 seconds, before the individual is sent back in time again. When someone reaches 3 hours inside SCP-4XXX’s past over the course their life, they will be caught in the anomalous event. Anyone caught in the anomalous event will be declared KIA.
Area-301 is a provisional site that has been constructed 3 kilometers west of SCP-4XXX inside the green zone. It is used as a support facility for researchers and agents in the area around SCP-4XXX, along with an location for researchers to store and share information gathered on SCP-4XXX, along with a place to monitor activities around SCP-4XXX. The facility houses all personnel who are assigned to SCP-4XXX, along with most agents from Mobile Task Force Unit Lambda-11, as Area-301 is also used as a base of operations for Mobile Task Force Unit Lambda-11, especially during their expeditions into SCP-4XXX.
The facility allows for controlled testing environments and contains several R&D labs for the maintenance of technologies that have been designed specifically for use around SCP-4XXX, specifically XAPTAs and XAPTMs. The XAPTAs were made though [DATA EXPUNGED] by Dr. Xyank, Dr. Anastasakos, and several members of the R&D team at Area-301. This was done in attempt to create a device that was more portable and protects a single individual from temporal anomalies. The XAPTA was a success, but unfortunately, as discovered from Expedition #4XXX-III, XAPTAs are overloaded when used inside the old security fence and will cease to function, making them only of use to personnel in the orange zone. The XAPTMs were first created when Dr. ████ put an XAPTA inside SCP-914 on the “fine” setting during experimentation. The result was the first XAPTM, which is able to [REDACTED]. Unlike XAPTAs, XAPTMs will function to their full capacity while inside SCP-4XXX, making them ideal for expeditions, along with [REDACTED].
They will only function properly around SCP-4XXX due to its unusually high and unstable Tachyon level. While most personnel at Area-301 know about XAPTAs, knowledge of XAPTMs require level 4/4XXX clearance.

Note: Lambda-11 consist of 6 squads, A-F (Alpha, Bravo, Charlie, Delta, Echo, Foxtrot), which all vary in size and experience. Squad Delta was selected for Lambda-11’s first expedition into SCP-4XXX. Unfortunately, they were equipped with XAPTAs, not the XAPTMs like the fourth and fifth expeditions, as the tech used for the future expeditions was still being created. The XAPTAs were shown to only work outside of SCP-4XXX’s security gate. The following recording was sent to command during the squad’s first period in the present while inside SCP-4XXX.

Command: Alright team, you are cleared to pass the fence. Good luck in there.
L-11D Cole: Roger that Command, preparing to breach the perimeter on the count of three. Be prepared to lose contact in three… two… one… breaching!
(Command loses all contact with Squad Delta as they are transported to the past)
L-11D Ward: Woah, this is some crazy shit right here.
(Squad Delta appears to have been sent back in time to the exact moment the containment breach started, just like in all other past expeditions)
L-11D Cole: Alright, we need to move down into the facility and fi- wait? The hell?
L-11D Jackson: Holy shit! That’s one of Epsilon-11’s choppers!
(Camera feed suddenly turns to show an MTF Helicopter losing control above. The helicopter soon crashes on the roof of Site-30)
L-11D Williams: Captain, we gonna go check for survivors?
L-11D Cole: Only if we have time. If anyone survived, they’ll probably be wounded and in need of immediate medical attention, which would slow us down. We need to focus on our primary objective, so let’s get moving.
(Squad Delta starts moving to entrance zone gate “A” to the facility. Once reaching the entrance, Squad Delta encounters one of the response teams, which consists of about 6 members. The group of response team agents appear to be extremely relieved when they see Squad Delta)
L-11D Cole: Hold your fire, we got 6 friendlies 12 o’clock.
RT-4: Look! More reinforcements are here!
RT-2: Damn, you MTF guys are sight for sore eyes. We were starting to think that the team in that helicopter was the only one they sent to support us.
L-11D Cole: Which one of you is in charge here?
RT-1: That would be me, sir.
L-11D Cole: What can you tell us about the current situation?
RT-1: Not much unfortunately, we were up here at the entrance when the containment breach first started. There was more of us then, but we soon came under unidentified weapon fire. It ceased shortly before you guys arrived though.
L-11D Cole: Did anyone get a clear visual on who the attackers were?
RT-1: Negative. They were well concealed in the treeline and took out 4 of our guys. They aren’t there anymore now. We suspect they moved and attacked gate B, since we heard gun fire in that direction.
L-11D Cole: I see. Well, you boys are gonna have to hold position here for now in case they come back. Set up a defensive perimeter around this gate and hold it tight. I don’t want me or any of my men to get shot in the back while down there.
RT-1: Understood sir. Good luck in there.
(Squad Delta then moves out and enters the site. When inside, the squad hears sounds of weapon fire, however it’s difficult to tell exactly where they are coming from, along with screams and crying. They wander the halls for a while)
L-11D Parker: Hey guys, I got a body here and some weird writing and a drawing on the wall.
(Agent Parker’s shoulder mounted camera shows a deceased guard with a 9mm handgun in his hand. The guard has a single bullet wound in side of the head. It is assumed that the cause of death was suicide. Agent Williams and Agent Jackson walk over to Agent Parker to see the body for themselves)
L-11D Williams: Damn, looks like the poor bastard couldn’t handle the stress of things anymore. This looks recent too.
L-11D Jackson: I dunno if it was just stress, (Points at the markings on the wall) I think this guy might have been going insane. “There are everywhere,” huh, well this guy clearly wasn’t sane enough to spell properly, I can tell you that.
L-11D Parker: (Looking at something offscreen) There’s another thing on the wall here. Looks like a drawing of something, maybe of one of SCPs?
L-11D Morgan: (walks over to Parker, Jackson, and Williams with Ward and Cole alongside him) Sorry to interrupt you three while you are playing murder mystery, but one minute until first reshift guys.
L-11D Cole: Williams, Ward, Jackson, and Parker, watch our flanks and make sure they’re clear.
(The four of them acknowledge the command and move until position with their weapons drawn and ready to fire at any hostiles)
L-11D Williams: Right hallway clear!
L-11D Parker: Left hallway clear!
L-11D Jackson: Front hallway clear!
L-11D Ward: Rear hallway clear!
L-11D Morgan: Prepare to shift back into the present in 3… 2… 1… now!
(Squad Delta is shifted back into the present. Contact with command is immediately re-established)
L-11D Cole: This is Lambda-11 Delta lead, come in command. Do you read me, over? We just hit the one hour mark.
Command: We read you loud and clear Delta lead. Advise you transmit your audio and video recordings ASAP, over.
L-11D Cole: Roger that Command, sending the data now.
(The previous audio and video recordings are transmitted to command by Squad Delta)
Command: Alright, we got it. Stay safe in there, Command over and out.
(Contact with Squad Delta is then lost again as they shift into the past again)

Note: After this shift, Squad Delta did not shift again while inside SCP-4XXX. At 16:00 hours, 47 minutes after the first shift, Lambda-11 Delta-1 Agent Williams suddenly emerged out of SCP-4XXX carrying Lambda-11 Delta-3 Agent Jackson. Both were wounded, however Agent Jackson was in far worse condition than Agent Williams. The following recording was taken during this event. Unfortunately nothing before the two leave the facility as it has been corrupted. Tech staff are currently trying to recover the data.

L-11D Williams: Command, come in! This is Lambda-11 Delta-1! Do you read me!? Oh god! Please pick up!
(Agent Jackson is breathing heavily and sounds extremely distressed)
Command: What the? Delta-1? What’s wrong? You guys shouldn’t be back until an hour from now, what happened?
L-11D Williams: The team was compromised! Me and Agent Jackson are the only ones left and we’re both wounded. I’m stable but Jackson is critical, we need immediate medical evac!
Command: Don’t worry, just stay calm. I just sent word for help and they’re on their way. Three agents from Squad Charlie and several medical personnel are being sent to your location via helicopter, eta five minutes.
L-11D Williams: Thank god… (sighs out of relief) We’ve lost too many already. This op has been a fucking nightmare.
Command: I’m connecting to your camera feed now so I can access Delta-3’s injuries and notify the team so they know what to do when they arrive.
L-11D Williams: Alright… here it is…
(When the camera feed comes online, it shows the two agents outside the security fence of SCP-4XXX. At first it’s staticky but soon the feed adjusts. The feed is taken from Agent Williams’ shoulder cam. The feed first shows the upper body of Agent Jackson. From the head down to his shoulder, he is fine but is coughing up blood and crying. The camera feed then shows his torso, which has several pieces of shrapnel lodged into it. The armor appeared to have absorbed much of the shrapnel, however a few pieces got through. Several bandages appear cover the wounds. Agent Williams then stops moving the camera before it can show Agent Jackson’s wounds below the waist)
Command: Delta-1, what are you doing? Show me the rest of his body, I need to access his injuries.
L-11D Williams: It’s just that… (pauses for a moment and sighs) Alright, but you’re not gonna like what you see.
(The camera starts moving again and shows Agent Jackson’s wounds below the waist. Both legs have been blown off from the knee down and everything above was burnt and shredded by shrapnel. Fortunately, It seemed to cauterized enough to stop Agent Jackson from bleeding out before evac arrived, however he was still in critical need of medical attention)
Command: Dear god, what happened to him?
L-11D Williams: I… I don’t want to talk about it right now…
Command: Alright then, but we’re going to need a full report on what happened when you RTB. Do you understand?
L-11D Williams: (No reply)
Command: Delta-1, I repeat, do you understand?
L-11D Williams: I understand sir.
Command: Good, now prep for evac, command over and out.
(A minute later, med evac arrives at Agent Williams’ and Agent Jackson’s location. Agent Jackson is put on a stretcher and is carried on the chopper. One of the medical personnel walks over to help Agent Williams, however she assures them she’s perfectly capable to climb on the helicopter, despite the fact that she had bullet wound in her shoulder. Soon everyone is on board the helicopter and is evacuated out of the AO)

Post Incident Summary: Lambda-11 Delta-1 Agent Williams and Lambda-11 Delta-3 Agent Jackson are immediately brought to the infirmary upon arrival at Area-301. The medical staff were able to give Agent Williams and Agent Jackson proper medical care, however Agent Jackson required surgical treatment to remove several foreign objects in his torso. Agent Jackson will also require prosthetics due to the injuries he sustained to his legs. Both agents have also shown signs of intense post traumatic stress and Agent Williams refuses to talk about what they experienced. Because of this, a request has been made for the temporary transfer of SCP-999 to Area-301 and for it to be housed at the facility for a one week period of time in attempt to cure Agent Williams’ PTSD. Agent Williams is to be re-assigned to SCP-999 over the course of this time. Once the one week period of time expires, SCP-999 will be transferred back to Site-00 and Agent Williams will then be interviewed and asked about the events that occurred inside SCP-4XXX before returning to her active duties. It should also be noted that due to the loss of most of the members of Squad Delta, Agent Williams is to be reassigned to Squad Alpha. A completely new squad Delta is to be formed to fill in for the old Squad Delta. Mobile Task Force Commander [REDACTED] has already put out the request for new agents.
