Special Containment Procedures: Long term containment of SCP-3211 is impossible as due to its ability to teleport from its containment cell and materialize in the hands of SCP-3211-3 in 6 month intervals. (See Description for details)

While under Foundation control SCP-3211 is to be kept near Site-█ in a mock city on land owned by the Foundation. This mock city is complete with grocery stores, pharmaceutical store, numerous eateries, an AMC theatre, apartment complex, numerous places of employment, etc. This is to be staffed by D-Class personnel as well as no lower than 15 security staff and 1 research team led by Dr.██████. video surveillance is to be monitored by 2 additional security teams, each with 12 hour shifts before switching teams. SCP-3211 itself will be kept in house ██████-██-███ in the kitchen under constant surveillance.

In cases in which SCP-3211-2 appears no Personnel are to interact directly with SCP-3211-2 without permission from Dr.██████ and instead SCP-3021 shall be recorded using the aforementioned surveillance equipment. Any personnel who come into contact with SCP-3211 or SCP-3211-2 are to be immediately taken to the nearest Foundation medical facility for mental evaluation. In cases in which personnel that have come into contact with SCP-3021 or SCP-3211-2 and have become SCP-3211-3, then all staff is to be evacuated to stay outside of a 300 meter range of SCP-3211-3 until it expires.

Additional Containment Procedures: Whenever SCP-3211 teleports to a new location to find a new individual to turn into SCP-3211-3, help will be requested from international intelligence agencies in order to better find SCP-3211 and SCP-3211-3 quickly before more instances of SCP-3211-3 can be created. When the individual that SCP-3211 has appeared to has been located, depending on who this individual is one of three different containment procedures shall be enacted.

Containment Procedure 3211-Alpha: In the case that the individual who will become SCP-3211-3 is a Foundation personnel, they are to be terminated immediately via SCP-██████-██ in order to eliminate the possibility that sensitive information is leaked to the public or to groups of interest to the Foundation

Containment Procedure 3211-Beta: In case that the individual who will become SCP-3021-3 is a top political figure (I.E Head of State or Senior member of International organization) then ████████████ ██████ ██ █████████ with ██████ ████████████ ██ █████████ hired by the ██████ ████████████ as well as ████████████ and approval of the O5 council. Relatives of these individuals will be ████████████ ████.

Containment Procedure 3211-Omega: In case that the individual who will become SCP-3211-3 is a citizen, they are to be captured and brought to Site-█ to be documented until expiration.

Description: SCP-3211 is a "Passion Planner" journal that has a black covering and engraved in the center of the front cover are the words "Passion Planner". It was found in ██████ ████████████ on ██/██/████. Unlike a normal Passion Planner, which is designed to be used as a way to organize events that happen during certain times, SCP-3211's pages are traditional blank white paper that contains writing. These writings consist of Journal entries written by SCP-3211-2 and describe, in summary, the life of an individual who struggling financially and commits morally dubious things in order to survive. Individuals who come into certain radius of SCP-3211 (see description of SCP-3211-3) will exhibit a desire to read SCP-3211, any attempt to stop these individuals will lead to the individual to act out in violence. When the individual reaches SCP-3021 the individual will proceed to read outloud the contents of SCP-3211. However each individual will only read one chapter and will read the chapter succeeding the chapter read by the previous victim. After 17 minutes or so the individual will loose self awareness (sapience) and proceed to become an instance of SCP-3211-3. Any individuals tranquilized and moved outside of the 30 foot threshold SCP-3021's abilities take effect in, will recover but will have no memory of every having wanted to approach SCP-3211 let alone reading it. It is assumed that SCP-3211 is at least semi-sapient as it is has a telepathic connection to SCP-3211-3.

SCP-3211-2 is a humanoid figure standing roughly 1.87 meters tall, the individual, presumed male, is comprised of a blue mist that gathers to form the shape of a human but contains no discernible facial or bodily features thus preventing proper identification. SCP-3211-2 wears a large grey peacoat that it keeps consistently buttoned to hide its torso and the upper part of the legs, and wears a bowler hat, also grey that it wears on its head unless acting out an event described in SCP-3211. Both the hat and peacoat are kept in excellent condition. SCP-3021-2 is believed to be either the author is SCP-3211 or the individual described within SCP-3021. SCP-3211-2 appears within fixed intervals of appearing every ██ hours and will act out an entire chapter of what is written side of SCP-3211 in chronological order. SCP-3211-2 is usually docile in nature when left alone to complete its scripted events, however attempts to obstruct these events, although having failed, will cause SCP-3211-2 to pause its scripted event and chase down whomever is impeding its progress. Once the individual is caught SCP-3211 will cover its victim with its mist until the individual ██████ and expires. At that point SCP-3211-2 will return to where it had left off in its scripted event and continue it until completion. Attempts to establish communication with SCP-3211-2 have failed.

SCP-3211-3 is any individuals who have come into contact with SCP-3211 via its teleportation or prolonged exposure to SCP-3211. SCP-3211-3 is created whenever an individual comes within 30 feet of SCP-3211 for either 17 minutes (when SCP-3211 did not teleport) or 3 seconds (when SCP-3211 did teleport). SCP-3211-3 become larger muscular versions of themselves, sometimes to the point of impairing the instances ability to stand up straight. Once affected the individual will then seemingly lose self awareness and gain several anomalous capabilities such as superhuman strength, increased speed, regeneration (instances of SCP-3211-3 can withstand extreme amounts of damage, but is not impervious and will eventually die.), heightened awareness, improved vision at night, extreme resistance to radiation, extreme resistance to hot and cold temperatures, and constant exhalation of mist, similar in color to the mist SCP-3211-2 is comprised of that will ████████████ any who inhale it. SCP-3211-3 will proceed to find the nearest human or other sapient entity and attempt to forcefully bring them within the 30ft threshold of SCP-3211's ability range. If left undisturbed the second victim will also become an Instance of SCP-3211-3.

SCP-3021 has a limited life cycle. If no humans are in sight to target, SCP-3211-3 will remain active between 3 to 11 days before collapsing and rapidly deteriorating. For instances that are able to assault human victims, SCP-3211-3 will have a minimum of 27 days to remain active, this number increases the more successful the instance is, one recorded instance captured ███ victims and survived for 7 years 5 months and 13 days. It is worth noting that the more instances of SCP-3211-3 there are the more intelligent they act. The current hypothesis is that SCP-3211 gains a fraction of the intelligence from whomever SCP-3211-3 used to be. As it gains more instances of SCP-3211-3 its intelligence rises and so does its ability to form complex strategy. However when instances of SCP-3211-3 are terminated SCP-3211 is incapable of remembering or retaining its knowledge and its ability to form sophisticated plans reduce. In all cases, when SCP-3211-3 expires its remains will deteriorate quickly, preventing in depth analysis of the remains.

Addendum 3211-A: "Using 13 D-Class personnel we were able to record and transcribe the contents of SCP-3211. These documents are only accessible to Level 3 Personnel who work in the research group examining SCP-3211 and all Level 4 and above personnel. Many of the things SCP-3211-2 witnessed are quiet noteworthy, but seemingly contradict information given to us by SCP-███. Research into verifying all noteworthy points described within SCP-3211 will be handled by a sub branch of my research team. Best damn book since 'Les Miserables'." - Dr.██████

Addendum 3211-B: Dr.██████ petitioned for the termination of SCP-3211 to the O5 council. Dr.██████'s reasoning being that if during SCP-3211's teleportation events the Foundation is unable to locate SCP-3211 and SCP-3211-3, more instances of SCP-211-3 will appear, raising SCP-3211's intelligence. If not contained fast enough a breach in secrecy could arise as large groups of SCP-3211-3 begin invading urban centers. Request for Termination denied.

Addendum 3211-C: Incident Report: (7:30am) Group of Interest ██████ managed to cause Site-█ to lose power for roughly 20 minutes in which time an Instances of SCP-3211-3 carried SCP-3211 and put 32 personnel into contact with SCP-3211. Those exposed transformed into SCP-3211-3 with speed comparable to those who come into contact with SCP-3211 during its teleportation event.

(7:40am) SCP-3211 engaged in an insurrection in a bid to escape Site-█, suggesting at this point SCP-3211 had gained sapience and understood its condition. Foundation guards attempted to intervene by firing assault rifles rounds and using flamethrowers against the SCP-3211-3 instances. At around this time SCP-3211-2 had deviated from its scripted event, seeing the clash as an "obstruction". It began to spread its mist across the zone of combat, killing or turning ██ personnel while leaving SCP-3211-3 instances unharmed.

(8:10am) The instances of SCP-3211-3, SCP-3211-2 and SCP-3211 escape Foundation property and travel towards █████████, ██████. At this time the O5 council was informed of the insurrection and "Six Tailed Fox" as well the the ████████████ army was deployed to terminate the instances of SCP-3211-3.

(8:19am) Military units encounter SCP-3211, however are unable to get a clear visual. Reports from soldiers suggest that SCP-3211-2 was emitting its blue mist over a 1-1.5 mile radius in order to obscure the exact location of the SCP-3211-3 instances were.

(8:27am) Dr.███ (now deceased), was the head researcher in charge of the termination of SCP-096. He managed to approve a plan with the O5 council that would potentially terminate both SCP-096 and SCP-3211.

(8:44am) Foundation Ospreys dropped images of SCP-096 into the cloud of blue mist. Moments later it was reported SCP-096 had breached containment and was running at speeds that outpaced the SCP-3211-3 instances.

(8:47am) SCP-096 is seen running into the cloud of blue mist. Soon after screams could be heard coming from the mist, the speeds at which the SCP-3211-3 instances were traveling effectively reduce to 0, suggesting they were attempting to fight 096 off. They had stopped only 7 miles off the coast of █████████, ██████.

(8:52am) The blue mist clears. The decaying remains of SCP-3211-3 instances are seen. Alone is SCP-096, most of its skeleton is visible now and it is whimpering with its skeletal hands over its face. SCP-3211-2 is nowhere to be seen suggesting that it no longer perceived any obstructions, likely due to SCP-3211's loss of intelligence. SCP-3211 is found lying on the ground by itself. It is retrieved by a mechanical claw and flown back to Site-█ via drone. SCP-096 is re-contained without incident. It is hypothesized that SCP-096 did not directly attack SCP-3211 because SCP-3211 could not remember seeing SCP-096 after all instances of SCP-3211-3 were destroyed.

The escape attempt made by SCP-3211 claimed the lives of ███ Foundation Personnel. However Dr.██████ managed to survive because he had been on lunch break at the time.

Addendum 3211-D: Dr.██████ once again petitioned for the Termination of SCP-3211 following Incident 3211-C. Request Approved. However it was noted use of living SCPs to attempt to terminate SCP-3211 is prohibited out of concern that said SCP might turn into a nigh unstoppable instance of SCP-3211-3.

Addendum 3211-E: SCP-3211 once again preformed its teleportation event. As Dr.██████ feared. SCP-3021 was unable to be located by any Foundation agents suggesting that SCP-3211 has fallen into the hands of one of the Foundations groups of interest. Due to the lack of reports of SCP-3211-3 instances its theorized at this time that either this group of interest has somehow neutralized SCP-3211 or at least managed to terminate the instance of SCP-3211-3 that spawned during the event and that SCP-3211 will again move to a new location within 6 month. For now the O5 council has ordered that Dr.██████, Level 5 personnel and the council themselves be the only ones allowed to access the data regarding the contents of SCP-3211.

Final Message: "SCP-3211, with the exception of SCP-682, may indeed be the SCP most in need of termination that the Foundation knows of. We were lucky that all of the SCP-3211-3 instances stayed as a group. Had 1 split from the group I can scarcely imagine the destruction it would create by exposing civilians to SCP-3211. Due to the nature of the content, viewing of content by Non Authorized personnel is punishable by termination." - O3 of the 05 council.
