SCP-4811 prior to containment.
Special Containment Procedures:
SCP-4811 is to be kept in a room similar to a detective's office with additional necessities such as a bed, sink, and toilet. It must be provided with adequate food and water to support its dietary needs. Any attempts SCP-4811 makes to interrogate or "take in" foundation personnel must be met with actions to dissuade him from further research into his "hunches". In the event that SCP-4811 is to be working on a job given by the foundation, it must be accompanied by no less than two foundation personnel with resolved criminal records at a time to make sure he stays on task. The personnel must all have keys to SCP-4811's handcuffs as well as a tranquilizer, in case SCP-4811 begins to take extreme action against instances of SCP-4811-2A or other foundation agents.
Following Incident 4811-02, SCP-4811 may be allowed to leave containment alone with mission equipment to prevent any potential information or containment breaches started by a small scale breach.
Description:
SCP-4811 appears to be an average looking Caucasian male seemingly in his late thirties. SCP-4811 has records of its citizenship in the United States, its birth certificate has been acquired, showing his birth to be in the 1910s, this leads foundation scientists to assume it to be anomalously young and healthy, but still in need of food and water for sustenance. SCP-4811 was a detective of the █████████ Police Department in the late 1920's to early 1930's during prohibition. SCP-4811 is trained in the police combat training of that time, and has been undergoing training for more modern methods of subduing instances of SCP-4811-2A since he was acquired by the foundation shortly after the repeal of the prohibition act. SCP-4811 is capable of speaking English and acts as any normal detective and person would, though some ideologies and phrases it uses are dated. SCP-4811 does have a moral compass and is capable of empathy, sometimes being gentle and sympathetic to instances of SCP-4811-2
SCP-4811 is anomalously adept at solving crimes, even those not on record. If SCP-4811 come into contact with anyone who has committed an unpunished offense greater than a level of littering it receives what it only describes as "a hunch". Following SCP-4811 receiving a hunch it will state "Something tells me this guy/girl has committed *given offense*." People who SCP-4811 has a hunch on are recorded as SCP-4811-2A. This hunch always leads to a discovery of said unpunished offense by either anomalous or average means. These means depend on how well an instance of SCP-4811-2A has covered up their offense, as SCP-4811 is extremely adept at analyzing crime scenes.. Anomalous evidence can take the form of an photo of the offense being committed despite a photo never being taken, or video/audio evidence of a similar nature. This evidence is documented as SCP-4811-2B. It is not currently known how SCP-4811 acquires instances of SCP-4811-2B. SCP-4811 can also find a perpetrator to an offense by focussing on a specific crime while scouring faces for a SCP-4811-2A. Once SCP-4811 is sure that the instance of SCP-4811-2A has done what his hunch has led it to believe it becomes very focused and begins to attempt to interrogate the instance of SCP-4811-2A using evidence or instances of SCP-4811-2B. These instances of interrogation are composed of basic questioning about the crime of the instance of SCP-4811-2A and the revealing of evidence, both anomalous and not, of the offense. These interrogations almost always result in the instance of SCP-4811-2A confessing that they did, in fact, commit the offense. SCP-4811 can receive a hunch by merely viewing a photo of a criminal who has not been convicted of their offence. This has led to SCP-4811 being used to screen and sometimes even incarcerate criminals who commit serious enough crimes to be noticed by the foundation. Foundation personnel that brief SCP-4811 must have a clear criminal record under any circumstance.
Upon being sent to incarcerate an instance of SCP-4811-1, SCP-4811 is allowed use of the following items under the supervision of foundation agents:
A digital camera
A pack of cigarettes & lighter
A 9 mm handgun
A combat knife
Two sets of hand cuffs
A roll of duct tape
If SCP-4811 begins to pursue any other hunches other than directed by the foundation it must either be refocused or tranquilized and returned to containment until he can be convinced to follow his current assigned objective once more.
Addendum 4811-01 : Discovery
SCP-4811 was taken into foundation custody shortly after the repeal of the prohibition act after abducting a foundation field agent and convicting him of recording child pornography, in which the agent was guilty as charged.

Dr. ██████: I don't…how could you have those files?!
SCP-4811: Because i'm the best damn detective there is. And don't think of destroyin' em' either, I've got more…

Addendum 4811-03 : Acknowledgement of anomalous nature & containment

SCP-4811: Hmm…you don't seem like a perp…so this containment, it's because I'm too good at what i do?

SCP-4811: (Is silent for a moment, but begins speaking before Dr. ███ can begin speaking again) Alright, as long as i get my own office and can still bust perps i'll stay with you people.
Dr. ███: I'm pleasantly surprised that you're so cooperative, Damien, we'll see what we can do if you continue to cooperate. From now on you will be referred to as SCP-4811.

Incident 4811-02: Unofficial containment of widespread cognitohazard

Interviewer: SCP-4811
Foreword: Interrogation after a break of protocol by a foundation scientists after he found something in the archives and “needed a way out of it” referring to a cognitohazard. Scientist was going to tell other staff about what he found. SCP-4811 intercepted him while returning from a mission and unofficially performed interrogation and persuasion to apply for a heavy amnesthetic.

SCP-4811: Listen, I know that both of us know, and nobody else knows, that the reason you tried to make a deal with that SCP was because you didn’t want to deal with what happens after, but you’re just going to have to get the amnesthetic.
Scientist: It’s going to happen anyway! Why won’t you let me tell them about it! It’s-
SCP-4811: It’s none of your concern! Telling everyone about it would just cause the cognitohazard to happen, idiot! I’m not gonna let a fit of paranoia take this place, do you’re taking that amnesthic or you’re dying, and I /know you’d rather forget than go there.
Scientist: (quietly weeping) fine…but we’ll all go there eventually.
SCP-4811: If you’d like to think so.

Closing Statement: Scientist applied for heavy amnesthetics and returned to work shortly after.
After reviewing this incident report SCP-4811’s containment procedures were amended to allow it to leave its containment cell if “he needed to stop somethin’ big” as he put it. So far he has not lied when he has done this, showing great cooperation and loyalty with the foundation.
