Special Containment Procedures: Preceding any occurrence of a Class 5 or 4 storm, members of (task force: ???) are to monitor all storm shelters in the area of the impending storm, and if any instances of SCP-4104 are reported, (task force: ???) is to patrol the entrance to the affected storm shelter. Anybody attempting to enter an affected storm shelter should be directed to any other shelters in the area or other suitable places to outlast the storm. When the storm ends, or enters a condition that no longer allows SCP-4104 to manifest anomalous behavior, instances of SCP-4104 should be collected and moved to a standard anomalous document folder at Site 60’s Euclid Archives.

Description: Instances of SCP-4104 are ostensibly standard 8.5 by 11 inch pieces of copy paper with the words “NOT A STORM SHELTER” printed on one side in large bold lettering. Manifestations of the object are always held to the door with two, one inch pieces of scotch tape. Despite the conditions SCP-4104 manifests in, this tape proves impossible to remove until the active phase of SCP-4104 ceases.
SCP-4104 manifests on the front doors of storm shelters before a Class 4 or Class 5 storm. It is active from the time of manifestation to the point at which the storm is no longer a Class 5 or Class 4 storm.
If anyone establishes visual contact with SCP-4104 during its active phase, the subject will exhibit terror and run from the shelter. While running, subjects will make remarks about the size and scope of the “storm” they just witnessed, despite the lack of any meteorological phenomenon. When asked where they are going, test subjects claim they are “headed to the storm shelter.” Ultimate destinations of test subjects vary, but are all places commonly understood to be dangerous in a storm.

D-3205: A treehouse. Treehouse collapsed, fatally wounding D-3205. (note: this was not the subject’s property)
D-6621: Standing in a corn field in Topeka, Kansas. Fatally electrocuted
D-9875: Procured a suit of armor, and was found on the roof of his six story apartment building. Heavy winds caused D-9875 to fall from the roof.
D-3372: Found attempting to force entry into Site 18 (note: Site 18 is the current location of SCP-1688.) Was unable to breach security, executed by Site 18 guards.

Note: After SCP-4104 has ceased the active phase, it has NOT lost its anomalous properties. (See Experiment Log 4104-F)

Experiment Log 4104-F: An instance of SCP-4104 was brought from Base 60 to a Class 4 storm, with 2 storm shelters present in the affected area.

Result: Upon entering the affected area, SCP-4104 dematerialized and reappeared on the front doors of the storm shelter closest to the epicenter of the storm. All anomalous properties were still present until the storm officially became Class 3.

Experiment Log 4104-G: An instance of SCP-4104 was brought from Base 60 to a Class 5 storm, with no storm shelters, but a small mining community in the affected area.
Result: SCP-4104 manifested on the door of a local hospital. The text on SCP-4104 still read “NOT A STORM SHELTER,” but all anomalous properties were still exhibited.

Experiment Log 4104-H: Given that there are no recorded instances of test subjects surviving exposure to SCP-4104’s memetic effects, it was inquired whether or not exposure to SCP-4104 ensures death in subjects, or merely causes a propensity to reckless behavior. To test this theory D-1038 was exposed to SCP-4104’s memetic effects and then was airlifted in an attempt to remove them from the storm. Airlift was attempted using a standard Bell 206 helicopter.

Result: The airlift was ineffective for multiple reasons. Navigational technology on board was wildly inaccurate, making escape from the storm nearly impossible. Experiment was terminated when a large piece of debris struck the Bell 206 causing the death of both D-1038 and the pilot.

Experiment Log 4104-I: Given that SCP-4104 typically manifests in chaotic environments, it was theorized that in a controlled experiment, SCP-4104’s memetic effects could be averted. To test this theory, during a Class 4 storm, an instance of SCP-4104 was allowed to manifest in Site 60. D-4430 was exposed to SCP-4104 and restrained in a standard humanoid containment cell.

Result: A large scale containment breach occurred in site 60, 3 hours after the manifestation of SCP-4104. Test subject D-4430 was terminated in the ensuing fray.
