SPECIAL CONTAINMENT PROCEDURES REVISION REPORT
NOTE: The following document reflects containment procedures as they were prior to 08/09/1984 a.k.a Incident XXXX-55. For more information, see Addendum.
Special Containment Procedures: Due to the nature of SCP-XXXX, it is impossible to indefinitely contain. A field team known as "Watchtower" will be tasked with locating and containing the subject following a XXXX-Apocalips event.
Once located, the task force must set up a local containment zone disguised as a maintenance service to prevent access to the subject. If any members of the public come into contact with SCP-XXXX or its anomalous properties, Class-C Amnestics are to be administered. If the general public in the area becomes aware of the anomalous properties of SCP-XXXX, Class-A Amnestics are to be administered over the area. All SCP-XXXX-V instances are to be covered up per Procedure XXXX-Gamma.
Procedure XXXX-Gamma: In the case of public awareness of fatalities caused by SCP-XXXX, all citizens are to be administered Class-A Amnestics. The deaths are to covered up as either a string of murders, a disaster, or a mass suicide. False cadavers are to be provided to families in consolation.
SPECIAL CONTAINMENT PROCEDURES REVISION REPORT
Special Containment Procedures: Due to the nature of SCP-XXXX, it is impossible to indefinitely contain. Directly following a XXXX-Apocalips Event, all SCP sites are to be informed of the situation per instruction of Procedure XXXX-Beta. Field team “Watchtower” is then tasked with locating the new XXXX Incident. If the field team is unable to secure the object within 72 hours, an issue will be sent out to all Foundation field agents of Clearance Level 3 and above, requesting aid with the location of the subject.
Once located, the field team must set up a Mobile Containment Site under Procedure XXXX-Alpha in order to prevent public access. If any members of the public come into contact with SCP-XXXX and or its anomalous properties, Class-C Amnestics are to be administered. If the general public in the area becomes aware of the anomalous properties of SCP-XXXX, Class-A Amnestics are to be administered over the area. All SCP-XXXX-V instances are to be covered up per Procedure XXXX-Gamma.
Procedure XXXX-Beta: In the case of an XXXX-Apocalips Event, all sites with a localized population larger than 40 are to be notified of the situation. All personnel of Level 3 Clearance or above at such sites are to receive notifications urging confirmation of site security.
Procedure XXXX-Alpha: Following the initial location of SCP-XXXX, the squad that makes first contact is to set up Mobile Containment Site Watchtower. This site consists of a 5-meter tall electric fence surrounding the perimeter, a Mobile Lodge for squad residence, and a Mobile Workstation for communications and potential research.
Description: SCP-XXXX is a rusted iron water tower that varies widely in height across XXXX Incidents, with a top recorded height of 42 meters. A cylindrical tank at the top measures a consistent 8 meters in diameter and 10 meters in height. The tank is supported by four straight iron beams, and a single, unsupported ladder leads to the roof of the structure.
Writing on the side of the tank reads: Trentville, AL. According to records, a town in Alabama [DATA EXPUNGED]. Behind the words is a weathered painting of a forest valley and river. Upon closer inspection of the art, [DATA EXPUNGED]. Below the art is a quote, which varies between XXXX Instances. Quotes have included:
- "Did you even notice?"
- "They’re gone forever"
- "Pay close attention"
- "Something's not right"
- "Look away"
- "Right under your nose"
This suggests that SCP-XXXX possesses some degree of sentience. Further investigation into SCP-XXXX sentience pending.
SCP-XXXX appears in populated areas across the United States, Southern Canada, and occasionally Northern Mexico. These areas are always suburban or rural in nature. When SCP-XXXX is within the perceived limits of a populated area, the amount and frequency of missing persons cases in the area will increase drastically, with between 1 to ██ persons going missing each day. Missing persons are referred to as SCP-XXXX-V instances. The method by which SCP-XXXX-V instances go missing, as well as what happens to them, is as of yet unknown.
SCP-XXXX possesses the ability to alter public memory and perception. After infiltrating a populated area, the subject's effect takes hold. The general public seems to either completely ignore the presence of the subject or accept SCP-XXXX as having always been present. This effect extends to all SCP-XXXX-V instances; the absence of these missing persons will be outright ignored by all members of the community, including family and close friends. As a result, instances of SCP-XXXX can go unnoticed for long periods of time.
The effect of SCP-XXXX will entirely cease once it is noticed as being out of place. The subject will then remain inert for upwards of 70 days, after which it will vanish with no trace. This is referred to as a XXXX-Apocalips Event. The object will then reappear in a new populated area within 7 days. If SCP-XXXX is demolished, an XXXX-Apocalips Event will automatically trigger (See Watchtower Comms).
SCP-XXXX was first discovered on ██/██/197█ during an investigation of SCP-███, when an agent noted that the tower suddenly appeared in the city during the investigation, and disappeared 12 days later. A team was dispatched to investigate, after which the same tower was discovered 436 miles away in ███████. It was not until 13/07/1979 that the properties of SCP-XXXX were truly identified.
The earliest know record of SCP-XXXX is a depiction in the background of an archived photograph (subsequently scrubbed from record) taken at Godman Airfield in Kentucky, USA, 1946.
On 08/09/1984, Dr. Weigmann made a routine visit to Site ██. He made note of a new water tower on site, asking when it was added. Directly following, the site personnel realized that SCP-XXXX had made residence in the site itself. 16 individuals were reported missing following the revelation: 6 researchers, 2 security personnel, 5 D-Class personnel, 2 on-site staff, and 1 SCP-████. Since this incident, Procedure XXXX-Alpha must be followed after every XXXX-Apocalips Event. Note that in this incident the writing on the tank read: “Right under your nose.”

Agent Willis,
Notify me if you confirm the location of the subject. None of the Watchtower-East squads have discovered the location yet. Keep me updated so that we can be more efficient with this. We don't want any more casualties than are necessary.

Agent Stott,
Subject has been located in Lund, Nevada at 13:00 today. That makes seventeen days between instances. We need to get better at this, before casualties begin piling up. Have you requested that more agents be transferred to this project yet? That's gonna be a godsend.
I will notify you when an Apocalips event occurs. Stay posted.

Agent Stott,
Thank you for dealing with Admin and getting more men into Watchtower. This is going to make our job much easier. I'll repay you in due time. By the way, how are we going to split the new workload? My branch covers the most land area. I am going to need at least half of the incoming agents.

Agent Brainerd,
We need the location of the subject. We've combed our sector clean, and West is almost clear. I am sending two squads to aid in Watchtower-Center efforts. The longer this takes, the worse it going to be for everyone. It's already been 43 days. Hell, the entire town could be gone by now.

All Watchtower Operatives,
Subject has been discovered in ██████, Oklahoma. No residents are left. I am sorry. We must be more diligent next time. We will not make the same mistake twice.

Agent Stott,
Subject has been located, but not before compromise. █████████, Arizona. Tower got noticed, and the local sheriff's department took it upon themselves to do a little digging into the 5 missing people. Those poor bastards don't even know what they're looking for. But they noticed the tower. My team will administer Class-C Amnestics, as long as you prepare for the next Apocalips. Forwarding you the police report.
Case/Date: 5 Missing Persons, 10/05/198█
Location: █████████, Coconino County, Arizona
Report Details: All victims went missing 06/05/198█. See previous report for identities/appearances. Investigation of suspicious water tower. Locals claim that the tower "has always been there" until a few days ago, when everyone began questioning it. Mass amnesia (?)

The mayor of █████████ got the subject demolished, and the thing vanished. I assume this means another Apocalips, so be on the lookout. See you in a few months.

Agent Willis,
The location of the subject still has not been found, and my team has already combed Center twice. This is the third time in a row that it has taken over 40 days to find this damn skip. Every time it vanishes, the thing gets harder and harder to find. Maybe its learning. Either way, we're not getting off easy with this one. Notify me if you find the subject.

Watchtower Operatives,
The skip has been located in Ocampo, Mexico. 132 days. ████ missing. This is no longer just about containing. This is about protecting. And it should have been from the start. This is a reminder to all operatives: remain diligent, and remember what you are fighting for. It might very well be one of your home towns next. Remember that.

██████,
Since the Ocampo incident, everyone has been in a much more inspired mood. I find it charming how such a terrible event can inspire such action. It's a shame what happened to ███████, but he had it coming. Ocampo was in his sector, after all. The new Center team lead should be introduced in the coming weeks. We should get to know them soon, maybe over a drink. All we have to do for now is wait for the tower to move, after all.

All Level 3 Foundation Personnel,
Today, on 08/09/1984, designated SCP-XXXX, infiltrated Site ██. This SCP took 10 personnel, 5 Class D, and 1 SCP subject. Due to the nature of the object, no blame was passed. However, this event reveals a strong weakness of the Foundation's security against potential memetic threats. As of today, new procedures will be put in place to prevent another occasion such as this. All personnel reading this message will be notified in the coming days of the new procedures.
Look for the water tower and remember.

██████ Willis,
We found the skip in 23 days, at Site ██. If it wasn't for that random doctor coming to visit, who knows how many of ours would have been lost. Heard the subject even snatched another SCP. If something like this goes right under our noses like that, who knows what else might happen. Procedure is being changed from here on out. It's about damn time too, the old procedures felt barebones to say the least. I guess this means more personnel in Watchtower. That's always welcome.
Look for the water tower and remember.
